In order to carry out the spirit of the 20th National Congress of the Communist Party of China, actively implement the relevant requirements of the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution and the Law of the People's Republic of China on the Prevention and Control of Soil Pollution, and give full play to the role of advanced technology in the prevention and control of solid waste and soil pollution. The Ministry of Ecology and Environment plans to compile the Catalogue of National Advanced Pollution Prevention and Control Technologies (Solid Waste and Soil Pollution Prevention and Control).
1. Recommended key areas
(1) Urban and rural domestic waste treatment, disposal and recycling technology;
(2) Sludge, kitchen waste, livestock and poultry manure, straw and other organic solid waste treatment, disposal and recycling technology;
(3) Treatment, disposal and recycling technologies for hazardous wastes such as medical wastes, waste incineration fly ash, waste mineral oil and waste lead-acid batteries;
(4) Treatment, disposal and recycling technologies for waste electrical and electronic products, retired power batteries, photovoltaic modules and wind turbine blades;
(5) Treatment, disposal and recycling technologies for typical bulk industrial solid wastes such as industrial by-product gypsum, tailings and smelting slag;
(6) Prevention and control technologies for new pollutants such as persistent organic pollutants, endocrine disruptors, antibiotics and microplastics;
(7) Soil pollution provention and control and remediation technology for contaminated land, agricultural land and industrial and mining land;
(8) Risk control and remediation technology for groundwater pollution.
2. Recommendation requirements
(1) Compliance with relevant national regulations, policies and standards for environmental protection;
(2) Obvious effect of pollution prevention and control, and advanced main technical and economic indicators;
(3) The technology holder is a unit registered and operated according to law, with clear intellectual property rights and no disputes over property rights;
(4) Demonstration technology refers to a technology with strong innovation, advanced technical indicators, good governance effect, basically reaching the level of practical engineering application, with engineering demonstration value and good application prospects, requiring at least one successful application case that has been in operation for more than one year (that is, acceptance has been completed before December 31, 2021, the same below);
(5) Popularization technology refers to the technology that has been proved to be mature in technology, stable in treatment effect, reasonable and feasible in economy, and has not yet been widely popularized and applied, requiring at least three successful application cases that have been in operation for more than one year;
(6) Technologies that are widely used in the whole industry or have been included in the Catalogue of National Advanced Pollution Prevention and Control Technologies are no longer recommended.

The recommending unit shall carefully organize and recommend qualified advanced solid waste and soil pollution prevention and control technologies, and examine the authenticity of the declaration materials. The applicant is requested to fill in the declaration form (see Annex 1), prepare the technical report and the first draft of the Catalogue according to the requirements of Annex 2 and Annex 3, prepare the supporting materials according to the requirements of Annex 4, and bind the above materials into a book (in the order of the annex). Please send two volumes to the Department of Science, Technology and Finance of the Ministry of Ecology and Environment before April 15, 2023 after affixing the official seal in the column of "Review Opinions of the Recommendation Unit" in the declaration form, and at the same time pack the declaration form (word document), technical report, preliminary draft of the Catalogue (word document) and the electronic version of the certification materials to the contact person's mailbox. The format of the mail name is "2023 + technical field + technical name + name of the declaring unit". In principle, there are no more than 5 recommended technologies organized by
each unit.
