3. Key tasks

(1) Green and low-carbon transformation of energy. We will coordinate low-carbon energy development and ensure safe supply, accelerate the development of new energy sources, stabilize the growth of oil and gas consumption, scientifically control coal consumption, and accelerate the construction of a clean, low-carbon, efficient and safe energy system.

Coordinating the safe supply and transformation and upgrading of electric power, strictly controlling the construction of coal-fired power projects other than people's livelihood thermal power, actively promoting the "retreat from the city to the suburbs (gardens)" of coal-fired power units in urban areas in accordance with the principle of equal capacity replacement, and strictly implementing the layout of the national electric power planning. Large-capacity, efficient and clean supporting power sources will be built in an orderly manner in places with large power gaps, such as southern Henan and eastern Henan. We will continue to optimize and adjust the stock of coal-fired power, eliminate backward and unreasonable layout of coal-fired power units, and orderly shut down and integrate backward small coal-fired thermal power units (including self-owned power plants) within the reasonable heating radius of 300000 kilowatt and above cogeneration units. Maintain oil consumption within a reasonable range, gradually adjust the scale of gasoline consumption, vigorously promote advanced bio-liquid fuels and sustainable aviation fuels to replace traditional fuels, and improve the energy efficiency of terminal fuel products. We should guide the consumption of natural gas in an orderly manner, optimize the utilization structure, give priority to the protection of people's livelihood, vigorously promote the integration of natural gas and various energy sources, build natural gas peak-shaving power stations in Zhengzhou, Luoyang and Puyang according to local conditions, and rationally guide the use of industrial gas and chemical raw materials. Support the use of LNG as fuel for ships. We will encourage the development and utilization of unconventional oil and gas resources such as shale gas, coalbed methane and tight oil and gas. By 2025, the supply capacity of natural gas pipelines will exceed 20 billion cubic meters, and by 2030, it will reach more than 26 billion cubic meters.

4. Expand the scale of external power introduction, fully tap the power transmission capacity of Hami-Zhengzhou and Qinghai-Henan UHVDC transmission projects, complete and put into operation the Shaanxi-Henan HVDC transmission project, and plan to promote the construction of the fourth HVDC transmission channel. By 2030, the installed capacity of pumped storage power stations will reach more than 15 million kilowatts, and the power system will basically have a peak load response capacity of more than 5%.

5. Based on the basic national and provincial conditions with coal as the main factor, we should adhere to the principle of first establishing and then breaking, rationally control coal consumption, and do a good job in clean and efficient utilization of coal. We will promote the reduction and limitation of coal consumption in key coal-using industries, and continue to implement equal or reduced substitution of coal consumption in new (including reconstruction and expansion) projects. Steadily and orderly promote the reduction of coal in fuel gas generators, coal-fired hot air stoves, heating furnaces, heat treatment furnaces, drying furnaces (kilns) and building materials industries, implement clean electricity and natural gas substitution, and promote the elimination of coal-fired boilers and bulk coal within the coverage of the heating network. We will increase the withdrawal of backward coal-fired boilers and small coal-fired thermal power plants, and promote the substitution of industrial waste heat, power plant waste heat and clean energy for coal heating (steam). Replacing coal with electricity, gas and biomass will be promoted in an orderly manner. We will vigorously promote the clean use of coal, rationally delimit areas where scattered burning is prohibited, actively and orderly promote the substitution of scattered coal, and gradually reduce until scattered burning of coal is prohibited.

(2) Carbon peak action in the industrial sector. Grasp development opportunities, vigorously develop low-carbon and efficient industries, accelerate the green transformation of traditional industries, resolutely curb the blind development of "two high and one low" (high energy consumption, high emissions, low level) projects, and build a green low-carbon recycling industry system.

1. Optimize the industrial structure, implement the leapfrog project of strategic emerging industries, and strengthen the "building chain, leading chain and cultivating chain". We will promote the modernization of ten emerging industrial chains, including new display and intelligent terminals, biomedicine, energy conservation and environmental protection, new energy and connected vehicles, new generation of artificial intelligence, network security, new nylon materials, intelligent equipment, intelligent sensors and 5G, and build a strategic and overall industrial chain. We will actively create national and provincial strategic emerging industrial clusters, innovate organizational management and professional promotion mechanisms, and accelerate the improvement of innovation and public service complexes. 2. Perfect the management mechanism of "two high and one low" projects, and implement inventory management and dynamic monitoring. Comprehensive investigation of projects under construction, for those who fail to implement coal consumption reduction substitution as required or whose energy efficiency level fails to reach the benchmark level of the industry, shall be stopped and rectified in accordance with relevant regulations, so as to promote the energy efficiency level and strive to reach the advanced level in China. Deeply tap the potential of stock projects and implement energy-saving and carbon-reducing transformation actions. Standardize the joint examination of the proposed high energy consumption and high emission project departments, strictly implement the national industrial policy, and strictly control the approval of new projects, energy consumption and environmental access.

3. Accelerate the withdrawal of backward production capacity, guide the transformation and upgrading of key industries and fields, support enterprises to build integrated intelligent management and control centers for energy consumption and carbon emissions, build energy management systems, promote the integrated development of digitalization, intellectualization and greening in the industrial field, and accelerate the transformation of "green, efficient, clean and intelligent" industries. Promote low-carbon industrial energy consumption, promote clean and efficient use of fossil energy, increase the proportion of renewable energy applications, strengthen power demand side management, improve the level of industrial electrification, and support parks and enterprises to build green micro-grids. Deeply implement green manufacturing projects, vigorously promote green design, improve green manufacturing system, build green low-carbon factories, green low-carbon industrial parks, green low-carbon supply chains, and promote green transformation of production mode through typical demonstrations. 4. Strictly implement capacity replacement, optimize stock, eliminate backward production capacity and improve industry concentration. We will promote the structural optimization of the iron and steel industry and the substitution of clean energy, vigorously promote the demonstration of non-blast furnace ironmaking technology, improve the level of recycling and utilization of scrap steel resources, and promote the all-scrap steel electric furnace process. Aiming at the upgrading of downstream steel industry and the development direction of strategic emerging industries, we will continue to optimize the product structure and promote the transformation of the steel industry to service-oriented manufacturing. Implement ultra-low emission transformation in the iron and steel industry, tap the potential of energy conservation and carbon reduction, and achieve coordinated promotion of pollution reduction and carbon reduction. Promote advanced and applicable technologies, encourage steel co-production, explore pilot demonstrations such as hydrogen metallurgy, carbon dioxide capture and utilization integration, and promote the development of low-grade waste heat heating.

5. Consolidate the results of resolving the excess capacity of electrolytic aluminum, strictly implement capacity replacement, and strictly control new capacity. We will promote clean energy substitution and increase the proportion of wind power and solar power applications. Accelerate the development of recycled non-ferrous metals industry, strengthen the construction of scrap metal recycling market, improve the recycling, sorting and processing network of scrap non-ferrous metals resources, and increase the output of recycled non-ferrous metals. Promote the application of intelligent control technology in the whole process, strengthen the coordinated control of carbon emission reduction and "three wastes" pollutants, and improve the level of life cycle smelting technology. We will accelerate the promotion and application of advanced and applicable green low-carbon technologies, improve the level of waste heat recovery in the production of non-ferrous metals, and promote the continuous reduction of energy consumption per unit product.

6. Strictly implement capacity replacement, speed up the withdrawal of inefficient production capacity, and guide the building materials industry to transform to light, intensive and product-oriented. Promote the normalization of cement peak staggering production and reasonably shorten the operation time of cement clinker plant. Renewable energy such as wind and solar energy should be utilized according to local conditions, and the proportion of electricity, natural gas and other clean energy applications should be gradually increased. Building materials enterprises are encouraged to use fly ash, industrial waste residue and tailings as raw materials or cement admixtures. We will accelerate the certification and application of green building materials, and strengthen the development and application of new cementitious materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials. Promote energy-saving technology and equipment, carry out energy management system construction, and achieve energy conservation and efficiency.

7. Optimize the scale and layout of production capacity, intensify the elimination of backward production capacity, and eliminate excess capacity in accordance with the law and regulations. Strict project access, reasonable arrangement of construction schedule, strict control of new refining and traditional coal chemical production capacity. If it is not included in the industrial planning of the relevant fields of the state, it is not allowed to build, rebuild and expand oil refining and new ethylene, paraxylene and coal-to-olefin projects. Enterprises are encouraged to upgrade and transform energy conservation, strengthen the comprehensive utilization of carbon dioxide resources, and promote the cascade utilization of energy and the recycling of materials.

(3) Green and low-carbon development actions in urban and rural construction. We will comprehensively change the mode of urban and rural construction, improve the quality of green buildings, optimize the structure of building energy use, implement green building standards, and improve the level of building energy efficiency.

Promote the construction of green farm houses, improve the design and construction level of farm houses in combination with the improvement of rural living environment, and solve the problems of sunshine spacing, thermal insulation, heating, ventilation and lighting according to local conditions. Optimize the energy consumption structure of new infrastructure, adopt DC power supply, distributed energy storage, "photovoltaic + energy storage" and other modes, explore diversified energy supply, and increase the proportion of non-fossil energy consumption. Promote the recycling development of industrial parks, carry out the recycling transformation of industrial parks with the goal of improving the output rate of resources, promote the recycling production of enterprises and the recycling combination of industries in industrial parks, and implement the recycling transformation of all key industrial parks above the provincial level by 2030. Organize enterprises to implement cleaner production transformation, promote comprehensive utilization of waste, cascade utilization of energy, recycling of water resources, and promote resource utilization of industrial residual pressure, waste heat, waste gas, waste liquid and waste residue. Strengthen the comprehensive utilization of bulk solid wastes, speed up the construction of demonstration projects for the comprehensive utilization of bulk solid wastes, broaden the channels for the comprehensive utilization of bulk solid wastes such as coal gangue, fly ash, tailings, associated ores, smelting slag, industrial by-product gypsum, construction waste and crop straw, and support the large-scale, large-scale and high-value utilization. Expanding the utilization scale in ecological restoration, green mining, green building materials, traffic engineering and other fields, and exploring the application of comprehensive utilization of red mud, phosphogypsum and other large industrial solid wastes in roadbed construction, underground filling and other fields on the premise of ensuring safety and environmental protection. We will accelerate the use of high-value straw, improve the system of collection, storage and transportation, and strictly control burning. We will improve the recycling system of resources, improve the recycling network of waste materials, strengthen the construction of recycling systems for major renewable resources such as scrap iron and steel, scrap aluminium and scrap lead, strengthen the promotion and application of renewable and remanufactured products, and make high-level use of "urban mineral resources". We will promote the recycling of waste from emerging industries such as retired power batteries, photovoltaic modules and wind turbine blades. We will promote the high-quality development of remanufacturing industries such as automotive parts, construction machinery and office equipment. We will vigorously promote the reduction and recycling of domestic waste, strengthen the whole chain of plastic pollution control, and coordinate the construction of urban and rural domestic waste, kitchen waste and sludge treatment facilities. By 2025, the classification system of municipal solid waste will be basically sound, and the proportion of resource utilization of municipal solid waste will increase to about 60%.

Incorporate green and low-carbon development into the national education system, carry out various forms of education on resources, energy, environment, national conditions and provincial conditions, and popularize the basic knowledge of carbon peak and carbon neutralization.Widely publicize the concept of green and low-carbon development, intensify publicity efforts, continue to carry out thematic publicity activities such as World Earth Day, World Environment Day, World Meteorological Day, National Low Carbon Day and Provincial Energy Conservation Publicity Month, promote the concept of ecological civilization to be more deeply rooted in the hearts of the people, and guide the whole people to be more thrifty, green, low-carbon, civilized and healthy in clothing, food, housing and transportation. We will support typical cities, parks and enterprises to carry out pilot construction of carbon peak, accelerate the realization of green and low-carbon transformation, and provide operational, replicable and popularizable experiences and practices for the whole province.

2. According to the national deployment, we will carry out the demonstration of national green low-carbon social action, further promote the creation of green life, select and publicize a number of excellent demonstration models, and advocate simple, moderate, green, low-carbon, civilized and healthy life concepts and lifestyles. (1) Improve the system of laws, regulations, standards and statistics.
