Classified guidance, differential management and control, precise measures to arrange peak staggering production, promote the orderly development of national cement peak staggering production, effectively avoid the superposition of cement production emissions and heating emissions. Strengthen the implementation and inspection, improve the incentive and restraint mechanism, and fully mobilize the enthusiasm of enterprises to implement peak staggering production in accordance with the law and regulations.
Recently, Hubei, Yunnan, Jiangxi and other places have released the peak staggering production plan of the cement industry in 2023, and the shutdown time in some areas has increased significantly compared with previous years. Industry insiders said that the implementation of peak staggering production can effectively alleviate the contradiction of excess cement production capacity, while reducing air pollutant emissions, and play a greater role in achieving stable growth of the cement industry.
The peak-shifting plan of each province is as follows:
Hubei: The suspension of production shall not be less than 30-60 days
. According to the Notice on Normalized Peak-shifting Production of Cement Industry in 2023 jointly issued by the Department of Ecology and Environment of Hubei Economic and Credit Department. Cement production enterprises with A-level performance classification are required to have no less than 30 days of peak staggering production throughout the year; Cement clinker production lines with performance rating of Grade B, or with the task of co-processing urban domestic waste and toxic and harmful waste throughout the year, may not carry out peak-shifting production, but the cement production load shall be reduced appropriately, and the peak-shifting production days shall not be less than 42 days in 2023; other cement production enterprises shall not be less than 45-60 days.
Jiangxi: Production shall be suspended for no less than 40 days
in the first quarter. According to the Notice on Relevant Requirements for Peak Staggering Production and Inspection in the First Quarter of 2023 issued by Jiangxi Cement Association. From January 1,
2023 to March 31, 2023, the number of peak-shifting production days in Jiangxi cement industry is not less than 40 days, and in principle, all 49 rotary kiln production lines in the province are involved in peak-shifting production. The annual peak-shifting production is preliminarily planned to last 100 days.
Yunnan: Production will be suspended for up to 150 days
. According to the Notice on Further Normalized Peak-Staggered Production of Cement jointly issued by Yunnan Department of Industry and Information Technology and Yunnan Department of Ecology and Environment. The Notice requires that all cement clinker production lines in the province should plan to carry out peak staggering production in an orderly manner during the Spring Festival, hot summer days, rainy season and major events.
In recent years, the cement production enterprises in the built-up areas of the cities where the state (city) governments are located and the surrounding areas where the ambient air quality is slightly polluted or above will concentrate on peak staggering and stopping production from March to May, while the rest of the States (cities) will complete quarterly. Each cement clinker production line in the administrative areas
of Zhaotong City, Xishuangbanna Prefecture and Diqing Prefecture has an average annual peak-shifting production days base of 100 days;
each cement clinker production line in the administrative areas of Nujiang Prefecture has an average annual peak-shifting production days base of 130 days; The base number of peak-shifting production days for each cement clinker production line in
other areas is 150 days per year.
Fujian: No less than 65 days
throughout the year (Draft for Soliciting Opinions)
According to the Notice on Normalized Peak-Staggered Production in Cement Industry (Draft for Soliciting Opinions) issued by Fujian Industry and Information Technology Department, the peak-staggered production time of each production line is no less than 65 days throughout the year. Production lines with the task of co-processing municipal solid waste and toxic and harmful waste throughout the year may not carry out peak staggering production, but the cement production load should be reduced appropriately. For production lines that have completed ultra-low emission transformation and have been rated as national or provincial "energy efficiency leader", the production time of peak staggering can be reduced appropriately according to the production needs of enterprises.
Shandong: Production will be suspended for 121 days
at most (from November 15, 2022 to March 15, 2023)
. Shandong Department of Industry and Information Technology and Shandong Department of Ecology and Environment jointly issued the Notice on Organizing Cement Normalization in the Heating Season of 2022-2023. Peak
shifting time: from 0:00 on November 15, 2022 to 24:00
on March 15, 2023 Implementation scope: all clinker production lines (including special cement clinker production lines) of cement clinker enterprises in the province. Production lines undertaking residential heating tasks, co-disposal of municipal solid waste and toxic and harmful wastes can reasonably adjust the peak staggering time by means of "peak staggering replacement" and make up for the peak staggering time in non-heating season.
Henan: Production will be suspended for 121 days
at most (from November 15, 2022 to March 15, 2023).
The Department of Industry and Information Technology and the Department of Ecology and Environment of Henan Province jointly issued the Notice on the Implementation of Peak-Staggered Production in the Cement Industry of the Province in 2022-2023. During the heating period from November 15, 2022 to March 15, 2023, all cement clinker production lines
in the province (excluding cement grinding processes and grinding stations) will be shut down by peak staggering.
According to the results of enterprise environmental protection performance rating of the Provincial Department of Ecology and Environment, A-level enterprises will implement peak staggering and shutdown from November 20, 2022 to January 5 of the next year and from January 21, 2023 to March 15 of the same year; Class B enterprises shall implement peak staggering and shutdown according to the two periods from November 15, 2022 to December 31 of the same year and from January 16, 2023 to March 15 of the same year; Class C enterprises shall implement peak staggering and shutdown according to the two periods from November 15, 2022 to January 31 of the next year and from February 11, 2023 to March 15 of the same year; Class D enterprises and enterprises that have not completed the acceptance of ultra-low emission transformation will implement peak staggering and shutdown during the heating period from November 15, 2022 to March 15, next year.
Hebei: Production will be suspended for up to 150 days
(from the day when heating starts in 2022 to the day before heating starts in 2023).
Hebei Building Materials Industry Association announced the production plan of Hebei cement clinker enterprises in the heating season of 2022-2023. Among them, 81 production lines are involved in the arrangement of peak staggering and kiln shutdown. Previously, the Hebei Provincial Office of Industry and Information Technology issued a notice that the implementation time of cement peak staggering in 2022-2023 is from the day of heating in 2022 to the day before heating in 2023, with 150 days of peak staggering. Among them, the heating season is 120 days and the non-heating season is 30 days.
Hunan: Stop production for 75-80 days
(during the special protection period of air pollution prevention and control in 2022-2023)
The Notice of the Department of Ecology and Environment of Hunan Province on Staggering Production of Cement Industry during the Special Protection Period of Air Pollution Prevention and Control from 2022 to 2023 was officially issued.
According to the requirements, during the special protection period of air pollution prevention and control from 2022 to 2023, the base number of peak-shifting production days of cement clinker production lines in Changsha-Zhuzhou-Xiangtan and transmission channel cities (Yueyang City, Changde City and Yiyang City) is 80 days, and that in other cities is 75 days.
Guangxi: 130 days
of production suspension, 130 days of off-peak production in total in 2023, including 50 days in the first quarter, 30 days in the second and third quarters, and 20 days in the fourth quarter.
Shaanxi: Stop production for 100 days

Gansu: Stop production for 100 days

The Department of Industry and Information Technology of Gansu Province and the Department of Ecology and Environment of Gansu Province issued the Notice on Issuing the Peak-Staggered Production Plan for Cement Clinker Production Enterprises in 2022-2023.
All cement clinker enterprises shall strictly implement the 100-day peak-shifting production plan (from December 1, 2022 to March 10, 2023), and shall not change the peak-shifting production plan at will. The production line for co-processing of municipal solid waste and toxic and hazardous wastes shall determine the peak-shifting production plan according to the amount of disposal; enterprises using carbide slag to produce cement clinker and non-heating areas shall make up 100 days of peak-shifting shutdown during the non-peak-shifting production period; Production enterprises affected by the epidemic can implement the 100-day peak-staggering production plan during the heating season (from November 1, 2022 to January 31, 2023), and resume normal peak-staggering production in the next peak-staggering season.

Enterprises that fail to implement the kiln shutdown in accordance with the requirements of the documents during the above kiln shutdown period shall make up for the kiln shutdown time in 2023.
In 2020, the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment jointly issued a document to promote the normalization of peak staggering production in the cement industry. After two years of practice, this policy has been vigorously promoted and implemented in 2022. Under the pressure of declining market demand in
