Implementation Plan for Guangdong Province to Reach the Carbon Peak
In order to thoroughly implement the Party Central Committee's major strategic decision-making and deployment on carbon peak, carbon neutral and relevant work arrangements of the State Council, effectively and orderly do a good job in the province's carbon peak work, and ensure that the carbon peak target is achieved on schedule, this plan is formulated.
1. General requirements
(1) Guiding ideology. Guided

(2) Main objectives. During
the 14th Five-Year Plan period, the economic system of green, low-carbon and circular development was basically formed, significant progress was made in the adjustment of industrial structure, energy structure and transportation structure, and the efficiency of energy resources utilization and carbon emissions in the whole society continued to improve. By 2025, the proportion of non-fossil energy consumption will strive to reach more than 32%, and energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will ensure the completion of national targets, laying a solid foundation for the province's carbon peak. During
the Tenth Five-Year Plan period, remarkable achievements were made in the green transformation of economic and social development, a clean, low-carbon, safe and efficient energy system was initially established, a high-quality modern industrial system with international competitiveness was basically formed, and a green and low-carbon production and lifestyle was widely formed in the whole society. By 2030, the control level of energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will continue to be in the forefront of the country, and the proportion of non-fossil energy consumption will reach about 35%, successfully achieving the goal of carbon peak by 2030.
2. The key tasks
are to resolutely carry out the carbon peak throughout all aspects and the whole process of economic and social development, to grasp the key areas and key links of carbon emissions, and to focus on the implementation of the "Fifteenth Action of Carbon Peak".
(1) Industrial green quality improvement action.
Deeply adjust and optimize the industrial structure, resolutely curb the blind development of high energy consumption, high emission and low level projects, vigorously develop green low-carbon industries, and accelerate the formation of new momentum and sustainable growth pole of green economy.
1. We will strengthen the linkage between industrial planning and the policy of carbon peaking and carbon neutrality, and guide all regions to focus on the layout of major industrial projects with high added value, low consumption and low carbon emissions. We will further implement the "Six Major Projects" for the high-quality development of manufacturing industry, promote the green transformation of traditional manufacturing industry, and build a world-class advanced manufacturing cluster characterized by green and low carbon. We will accelerate the cultivation and development of ten strategic pillar industrial clusters and ten strategic emerging industrial clusters, and advance the layout of future industries such as artificial intelligence, satellite Internet, optical communication, terahertz, metamaterials, natural gas hydrate and controllable nuclear fusion. We will accelerate the development of digitalization, networking and intellectualization of service industries, and promote the deep integration of modern service industries with advanced manufacturing industries and modern agriculture. By 2025, the proportion of added value of high-tech manufacturing industry in industrial added value above scale will increase to 33%.
2. To formulate a guiding catalogue of green and low-carbon industries and supporting policies, focusing on the development of green industries such as energy conservation and environmental protection, clean production, clean energy, green upgrading of ecological environment and infrastructure, and green services, and accelerating the cultivation of new industries such as low-carbon, zero-carbon and negative carbon. We will promote the cluster development of green and low-carbon industries, build research and development bases for energy-saving and environmental protection technology and equipment in the Pearl River Delta region, build demonstration bases for comprehensive utilization of resources in eastern Guangdong, western Guangdong and northern Guangdong, and cultivate a number of green benchmarking parks and enterprises. We will accelerate the development of advanced nuclear energy, offshore wind power equipment and other advantageous industries, and build coastal new energy industrial belts and new energy industrial agglomeration zones. To formulate industrial development plans for hydrogen energy, energy storage and smart energy, and create a highland for hydrogen energy industry in Dawan District. Give full play to the advantages of technology research and development and industrial demonstration, and accelerate the layout of the whole industrial chain of carbon dioxide capture, utilization and storage (CCUS).
3. Implement inventory management, classified disposal and dynamic monitoring for high energy consumption and high emission projects. Comprehensive investigation of projects under construction, promote the level of energy efficiency should be raised, and strive to fully reach the domestic and international advanced level. We should scientifically evaluate the proposed projects, strictly implement industrial planning and policies, reduce production capacity in industries with saturated production capacity according to the principle of "reduction and substitution", and raise the entry threshold for industries that are not yet saturated to meet the international advanced standards. Deeply tap the potential of stock projects, eliminate backward and inefficient production capacity in accordance with the law and regulations, and improve the overall energy efficiency level of the industry. By 2030, the overall energy efficiency level and carbon emission intensity of key industries such as steel, cement, oil refining and ethylene will reach the international advanced level.
(2) Green and low-carbon transformation of energy.
To strictly control fossil energy consumption, vigorously develop new energy, and gradually withdraw from traditional energy, we must build a new power system with new energy as the main body on the basis of safe and reliable substitution of new energy, and accelerate the construction of a clean, low-carbon, safe and efficient energy system.
4. Based on the basic national conditions of coal-based, we should rationally arrange the construction of supporting and regulating clean coal-fired power, and promote the "three-change linkage" of energy-saving and carbon-reducing transformation, flexible transformation and heating transformation of coal-fired power in an orderly manner, so as to ensure the safety of energy supply. We will promote the reduction and substitution of coal consumption and clean and efficient utilization, increase the proportion of electricity coal consumption, vigorously reduce non-power coal consumption, promote the "coal-to-gas" conversion of coal-fired power plants and boilers in key areas and key industries in an orderly manner, and scientifically promote the "coal-to-electricity" project.
5. Implement and complete the weight of renewable energy power consumption responsibility issued by the state. Develop offshore wind power on a large scale, build two 10 million kilowatt offshore wind power bases in eastern Guangdong and western Guangdong, and moderately develop onshore wind power in areas with abundant wind energy resources. We will actively develop distributed photovoltaic power generation and build demonstration projects of centralized photovoltaic power stations according to local conditions. Develop biomass energy according to local conditions, and make overall plans for the development of waste incineration power generation, agricultural and forestry biomass power generation, and bio-natural gas projects. By 2030, the installed capacity of wind power and photovoltaic power generation will reach more than 74 million kilowatts.
6. On the premise of ensuring safety, we should actively and orderly develop nuclear power, efficiently construct the first phase of Taipingling Nuclear Power Project in Huizhou, and promote the construction of Lufeng Nuclear Power Project and Lianjiang Nuclear Power Project. Maintain the smooth construction rhythm of nuclear power projects, synchronously promote the preliminary work of follow-up alternative projects, and do a good job in site protection of nuclear power plants. Implement the most stringent safety standards and the most stringent supervision, and continuously enhance the ability of nuclear safety supervision.
7. We will continue to enhance the capacity of power transmission from the west to the east, accelerate the construction of transmission channels outside the province, such as ± 800 kV DC from southeastern Xizang to Guangdong-Hong Kong-Macao Greater Bay Area, and actively promote the subsequent development of clean energy in the northwest and southwest regions and the transmission of clean energy to Guangdong. In principle, renewable energy will be the main source of new inter-provincial and inter-regional channels. Give full play to the role of market allocation of resources, continue to promote the liberalization of the West-to-East Power Transmission Plan, promote the effective connection between the West Power and Guangdong Power Market, and promote the absorption of clean energy. By 2030, the maximum power transmission capacity of the West-to-East Power Transmission Channel will reach 55 million kilowatts.
8. Effectively control new petrochemical and chemical projects, speed up the substitution of oil products in the field of transportation, and maintain the consumption of oil products in a reasonable range. During the "15th Five-Year Plan" period, the consumption of oil products reached its peak and declined steadily. To give full play to the supporting and transitional role of natural gas in the process of low-carbon transformation of energy structure, we should rationally plan and distribute peak-shaving gas and electricity in load centers such as the Pearl River Delta, and increase the installed capacity of gas and electricity by about 36 million kilowatts during the 14th Five-Year Plan period.We will vigorously promote the integrated development of natural gas and various energy sources, and comprehensively promote the efficient use of natural gas in transportation, commerce, residential life and other fields. We will intensify oil and gas exploration and development in the South China Sea, support the exploration and development of oil and gas fields such as CNOOC Wushi 17-2, and strive to increase reserves and production of oil and gas resources.
9. Strengthen the construction of power peak shaving and emergency response capacity, and improve the level of power grid security. We will promote the integration of source, network, load and storage and the complementary development of multi-energy, and support the construction of regional comprehensive energy demonstration projects. We will vigorously enhance the regulation capability of power demand side response, improve the market-oriented demand response trading mechanism and variety design, and accelerate the formation of a more mature demand side response business model. Enhance the flexible regulation ability of the power supply side, promote the flexible transformation of coal and electricity, and accelerate the construction of pumped storage power stations that have been included in the plan. Demonstration and large-scale application of new energy storage power stations will be carried out according to local conditions, and the construction of "new energy + energy storage" projects will be steadily promoted. By 2025, the installed capacity of new energy storage will reach more than 2 million kilowatts. By 2030, the installed capacity of pumped storage power stations will exceed 15 million kilowatts, and the provincial power grid will basically have a peak load response capacity of more than 5%.
(3) Actions to save energy, reduce carbon and increase efficiency.
Insist on giving priority to saving, continuously reduce energy and resource consumption and carbon emissions per unit output, and form an effective carbon emission control valve from the source and entrance.
10. Establish a system with carbon emission intensity control as the main and total carbon emission control as the supplement, and promote the transformation from "double control" of energy consumption to "double control" of total carbon emission and intensity. Accelerate the formation of incentive and restraint mechanism for pollution reduction and carbon reduction, and prevent simple layer-by-layer decomposition. Promote energy budget management, strengthen energy conservation review of fixed assets investment projects, comprehensively evaluate energy consumption and carbon emissions of projects, and promote energy conservation and carbon reduction from the source. We will improve the energy measurement system and encourage the use of certification to improve the level of energy conservation management. Establish a cross-sectoral energy-saving supervision mechanism, and comprehensively use administrative penalties, credit supervision, green electricity prices and other means to enhance the binding force of energy-saving supervision. Explore the working mechanism of regional energy assessment and carbon assessment, and promote the comprehensive improvement of regional energy efficiency and carbon emission level.
11. Strengthen the coordinated control of greenhouse gases and air pollutants, and explore the construction of a coordinated control framework system from the aspects of policy planning, technical standards, data statistics and assessment mechanism. We will accelerate the promotion and application of pollution reduction and carbon reduction technologies, reduce waste generation and pollution emissions from the source, and coordinate the pilot projects of pollution reduction and carbon reduction in relevant construction projects in the petrochemical industry.
12. Implement urban energy conservation and carbon reduction projects, carry out energy-saving upgrading and transformation of infrastructure such as buildings, transportation, lighting and heating, promote the demonstration and application of advanced green building technologies, and promote the improvement of urban comprehensive energy efficiency. Focusing on the parks with high concentration of high energy consumption and high emission projects, we will implement energy-saving and carbon-reducing transformation of the parks and promote the optimization and cascade utilization of energy systems. High-energy-consuming industries such as iron and steel, cement, oil refining, ethylene and data centers will be upgraded to meet the efficiency standards. The proposed and under construction projects will strive to reach the national benchmark level in an all-round way. The stock projects whose energy efficiency is lower than industry benchmark level will be upgraded and eliminated in batches within a time limit. Implementing key energy-saving and carbon-reducing projects in construction, transportation and other fields, and guiding key energy-using units to tap the potential of energy-saving and carbon-reducing in accordance with advanced international standards. Establish an incentive and restraint mechanism oriented by energy efficiency, promote advanced and efficient products and equipment, and speed up the elimination of backward and inefficient equipment. We will promote the construction of an online monitoring system for energy consumption of key energy-using units, strengthen the monitoring of energy efficiency of key energy-using equipment, and severely crack down on illegal energy use.
13. Optimize the spatial layout of new infrastructure, support the construction of national hub nodes of national integrated computing power network Guangdong-Hong Kong-Macao Greater Bay Area, and promote the intensive, large-scale and green development of provincial data centers. To meet the international advanced level, we should speed up the improvement of energy efficiency standards for communication, computing, storage, transmission and other equipment, and raise the entry threshold. Promote green technologies such as efficient refrigeration, advanced ventilation, waste heat utilization and intelligent energy control, and promote green technology transformation of old base stations and "old small scattered" data centers in an orderly manner. Strengthen the management of energy consumption of new infrastructure, incorporate data centers with annual comprehensive energy consumption exceeding 10000 tons of standard coal into the online monitoring system of energy consumption of key energy-using units, and carry out energy measurement review. The newly built large and super-large data centers all meet the requirements of green data centers, the green low-carbon level is above 4A, the power utilization efficiency (PUE) is not higher than 1.3, and the national hub node is further reduced to 1. It is strictly forbidden to use data centers to carry out virtual currency "mining" activities.
(4) Carbon peak action in key industrial sectors.
Industry is the main area that produces carbon emissions. We should focus on key industries and key links, actively promote green manufacturing, further promote cleaner production, constantly improve the overall energy efficiency level of the industry, promote energy conservation and carbon reduction in key industries such as iron and steel, petrochemical industry, cement, ceramics and papermaking, and promote the orderly peak of the industry as a whole.
14. Focusing on industrial concentration areas such as Zhanjiang, Shaoguan and Yangjiang, we will strictly implement capacity replacement, promote stock optimization, and enhance the production capacity of "high, fine and sophisticated" steel products. Optimize the process flow and the structure of fuel and raw materials, guide the development of short-process electric furnace steelmaking in an orderly manner, and develop low-carbon steel products with high quality, high strength, long life and recyclability. Promote advanced and applicable technologies, reduce fossil energy consumption, promote the coordination of iron and steel by-product resources and energy with petrochemical, power, building materials and other industries, and explore pilot demonstrations of low-carbon metallurgical technologies such as non-blast furnace ironmaking, hydrogen energy smelting, and integration of carbon dioxide capture and utilization. By 2030, the carbon emission per unit product of long process crude steel will be reduced by more than 8% compared with 2020.
15. Promote the cluster construction of coastal petrochemical industry belt, accelerate the promotion of oil reduction and increase, and actively develop the green hydrogen chemical industry. We should adjust the structure of fuels and raw materials, encourage the use of electricity and natural gas instead of coal as fuels, and promote the lightening of olefin raw materials. Optimize the product structure and actively develop high-quality, durable and recyclable green petrochemical products. Promote the application of raw material optimization, energy cascade utilization, material recycling, process reengineering and other technologies and equipment, and explore demonstration projects such as green refining and carbon dioxide capture and utilization. By 2030, the carbon emissions per unit product of crude oil processing and ethylene will be reduced by more than 4% and 5% respectively compared with 2020.
16. Focusing on industrial concentration areas such as Qingyuan, Zhaoqing, Meizhou, Yunfu and Huizhou, we will guide the cement industry to transform into intensive, product-oriented and low-carbon industries. Improve the normal peak staggering production mechanism of cement. Promote the application of the second generation of new dry cement technology and equipment, by 2025, the proportion of cement production lines that meet the second generation of technical standards will reach about 50%. 17. Focus on industrial concentration areas such as Foshan, Zhaoqing, Qingyuan, Yunfu, Chaozhou and Jiangmen to develop advanced materials industries such as high-end building ceramics and electronic ceramics. Promote the application of coal-burning alternative processes for electric kilns and spray towers, and increase the proportion of clean energy consumption. We will promote low-carbon energy-saving technologies such as large-scale tunnel kilns and roller kilns, dry milling of ceramics and continuous ball milling, and strengthen the R & D and application of low-carbon products such as thin building ceramic tiles (boards), lightweight sanitary ceramics and foamed ceramics.
18. Focusing on industrial concentration areas such as Dongguan, Zhanjiang and Jiangmen, we will promote decentralized small and medium-sized enterprises to enter the park, implement unified power supply and heating, and enhance the intensive, high-end and green level of the paper industry. Explore and carry out electrification transformation, make full use of solar energy and biomass energy such as waste liquid and waste residue of papermaking. Promote energy-saving technology and promote the integration of forestry, pulp and paper in the paper industry.
(5) Carbon peak action in urban and rural construction. Carbon emissions in the field of
urban and rural construction have maintained a sustained growth trend. Green and low-carbon requirements should run through all aspects of urban and rural planning and construction management, and accelerate the green and low-carbon development of urban and rural construction in combination with urban renewal, new urbanization and rural revitalization.
19. Optimize the spatial layout of urban and rural areas and promote the development of urban groups. Rationally plan development target of urban construction area and control the excessive growth of new construction land. We will comprehensively promote the construction of "resilient cities" such as sponge cities, vigorously build green towns, green communities and beautiful villages, and enhance the ability of urban and rural areas to cope with climate change. Establish and improve the management mechanism of urban and rural planning and construction with green and low carbon as the prominent orientation, and put an end to large-scale demolition and construction.
20. Accelerate the improvement of building energy efficiency, study and formulate green building design standards for different types of civil buildings, and encourage farmers to build their own houses according to green building standards. To formulate and implement design standards for ultra-low energy consumption buildings and near-zero carbon buildings, and to carry out pilot demonstrations of near-zero carbon buildings in Guangzhou, Shenzhen and other regions. By 2025, green building standards will be fully implemented for new buildings in cities and towns, with the proportion of star-rated green buildings reaching more than 30%, and all new government-invested public welfare buildings and large public buildings reaching more than star-rated.
21. Accelerate the industrialization of construction, vigorously develop prefabricated buildings, promote steel structure housing, and carry out prefabricated decoration pilot projects. Promote the application of green building materials, and give priority to the selection of building materials products with green building materials certification marks. Encourage the use of construction waste to produce building materials and recycling, improve the level of resource utilization, and reduce the consumption of building materials. By 2030, prefabricated buildings will account for 40% of new buildings in cities and towns in that year, star-rated green buildings will promote green building materials in an all-round way, the loss rate of building materials on construction sites will be reduced by more than 20% compared with 2020, and the utilization rate of construction waste resources will reach 55%.
22. Strengthen energy conservation in public buildings, focusing on the management of energy consumption quotas in office buildings, schools, hospitals, shopping malls and hotels, so as to improve the management level of energy conservation and carbon reduction in property. To compile technical guidelines for post-evaluation of green buildings, establish user evaluation and feedback mechanism for green buildings, and implement dynamic management of star-rated green buildings. By 2030, the refrigeration energy efficiency of large public buildings will be 20% higher than that in 2020, and the energy consumption per unit building area and per capita comprehensive energy consumption of public institutions will be 7% and 8% lower than that in 2020, respectively.
23.We will vigorously promote the application of renewable energy in buildings, actively promote the application of solar photovoltaic, solar photothermal, air source heat pump and other technologies, and encourage the integration of photovoltaic buildings. Improve the electrification level of urban and rural residents, and actively develop and promote efficient electrification technology and equipment for domestic hot water and cooking. Increase the penetration rate of pipeline natural gas for urban and rural residents. By 2025, the renewable energy substitution rate of urban buildings will reach 8%, and the photovoltaic coverage rate of new public buildings and new factory buildings will strive to reach 50%.
(6) Green and low-carbon action in transportation.
Transport is a key area of carbon emissions. We should accelerate the construction of low-carbon transport system, promote energy-saving and low-carbon transport tools, optimize transport structure, improve infrastructure network, and ensure that the growth of carbon emissions in the transport sector remains within a reasonable range.
24. Vigorously promote energy-saving and new energy vehicles, study and formulate subsidy policies, and promote the electric substitution of urban public services and freight distribution vehicles. Gradually reduce the proportion of traditional fuel vehicles and promote the electrification of private cars. Hydrogen fuel cell vehicles will be developed in an orderly manner, and the substitution of electric and hydrogen fuel vehicles for commercial and special fuel vehicles will be steadily promoted. Improve the electrification level of railway system and promote the electrification substitution of inland river shipping ships. We will speed up efforts to tackle key problems in bio-fuel technology and promote cleaner fuel for aviation and waterway transportation. Speed up the transformation of LNG clean power for transport ships and the construction of filling stations. We will accelerate the construction of shore power facilities at wharfs and promote the use of shore power by ships. By 2030, the proportion of new energy and clean energy powered vehicles will reach about 40%, the sales of electric passenger cars will strive to reach more than 30% of the sales of new passenger cars, the carbon emission intensity of the unit conversion turnover of operating vehicles will be 10% lower than that in 2020, and the comprehensive energy consumption of the unit conversion turnover of railways will be 10% lower than that in 2020. Oil consumption in land transportation will strive to reach its peak by 2030.
25. Develop intelligent transportation, promote the rational division of labor and effective convergence of different modes of transport, reduce the empty load rate and unreasonable passenger and freight turnover, and improve the efficiency of comprehensive transport. We will speed up the "public transit railway" and "public transit water" for bulk cargo and medium and long distance freight transport, actively promote multimodal transport such as public rail, air rail, iron water, river and sea, and promote the development of "one ticket" and "one single system" interline passenger and freight transport services. We will promote the construction of special railway lines for industrial and mining enterprises, ports and logistics parks, and speed up the construction of high-grade inland waterway networks. We will support Guangzhou, Shenzhen, Shantou and Zhanjiang to establish a multimodal transport corridor operation platform focusing on rail-water intermodal transport. We will build a large-capacity, fast and low-carbon passenger transport service system with high-speed railway, inter-city railway and urban rail transit as the main body and multi-network integration. Accelerate the green development of urban and rural logistics distribution, and promote the innovation of green, low-carbon, intensive and efficient urban logistics distribution service mode. Implementing the strategy of public transport priority, strengthening the seamless connection between urban public transport and inter-city passenger transport, creating an efficient, fast and comfortable urban public transport service system, and actively guiding green travel. By 2025, the average annual growth rate of container rail-water intermodal transport in ports will reach 15%. By 2030, the proportion of green travel in cities with a permanent population of more than 1 million will not be less than 70%.
26. Green, energy-saving and low-carbon will run through the whole process of planning, construction, operation and maintenance of transport infrastructure, effectively reducing energy consumption and carbon emissions throughout the life cycle of transport infrastructure construction. We will actively promote the application of renewable energy in the construction and operation of transport infrastructure, and build a green energy system for integrated transport hub stations. We will accelerate the layout of urban and rural public charging and switching networks, actively build inter-city charging networks and supporting facilities for fast charging stations in expressway service areas, strengthen two-way intelligent interaction with the power grid, and achieve full coverage of fast charging stations in expressway service areas by 2025. Actively promote the application of new materials, new technologies and new technologies in the field of transportation, and create a number of green transportation infrastructure projects. By 2030, vehicles and equipment in civil transport airports will strive to achieve full electrification.
(7) Agricultural and rural emission reduction and carbon sequestration actions.
We will vigorously develop green low-carbon circular agriculture, accelerate the transformation of agricultural and rural energy use patterns, improve agricultural production efficiency and energy efficiency, and improve the ability of agriculture to reduce emissions and sequester carbon.

Strengthen basic research and cutting-edge disruptive technology layout in the field of green low carbon, focusing on key areas and directions such as carbon dioxide capture, utilization and storage (CCUS) technology, new energy, natural gas hydrate, non-carbon dioxide greenhouse gas emission reduction/substitution, etc. We will focus on basic research on low-cost carbon dioxide capture and utilization and submarine storage, high-value conversion and utilization of carbon dioxide, controllable nuclear fusion experimental reactor, large-scale wind power system in the open sea, ultra-efficient photovoltaic cells, megawatt ocean energy power generation, efficient exploration and exploitation of natural gas hydrates, and key materials for non-carbon dioxide greenhouse gas emission reduction. We will strengthen cross-integration research on new energy, new materials and new technologies.
33. Strengthen the innovation of new energy technologies such as nuclear energy, renewable energy, hydrogen energy, energy storage and new power systems. 35.We will strengthen the capacity building of green technology innovation, create a number of key national and provincial green low-carbon technology laboratories and other major scientific and technological innovation platforms, and promote the development of basic research and frontier technology innovation. Cultivate the innovation capability of enterprises, strengthen the dominant position of enterprises in innovation, build a platform for technology transformation of industry, University and research institutes, guide leading enterprises in the industry to jointly build low-carbon industrial innovation centers with universities, research institutes and upstream and downstream enterprises, and carry out collaborative innovation of key technologies. 36. We will deepen the pilot project of carbon emissions trading in Guangdong, gradually explore the inclusion of key enterprises in ceramics, textiles, data centers, public buildings, transportation and other industries in the coverage of Guangdong's carbon market, and continue to play a pilot role for the whole country. To formulate the implementation plan of carbon trading to support carbon peak and carbon neutralization, and to link up the allocation plan of carbon emission quotas for emission control enterprises with the work of carbon peak in the whole province. Actively participate in the construction of the national carbon market and severely crack down on carbon emission data fraud. Explore the development of green low-carbon futures trading varieties such as carbon emission rights in Guangzhou Futures Exchange. We will carry out pilot projects for energy trading and explore the coordinated operation mechanism of the carbon trading market and the energy trading market. We will promote the carbon GSP in an all-round way and develop and improve the carbon GSP certification methodology. 37. Promote the market-oriented reform of electricity, gradually build a sound "medium and long-term + spot" and "electric energy + ancillary services" electricity market trading system, support various market players to provide diversified ancillary services, and expand the scale of electricity market trading. We will improve the price mechanism for promoting the development of new energy sources, improve the price formation mechanism for wind power and photovoltaic power generation, and establish a new price mechanism for energy storage. We will continue to promote the market-oriented reform of natural gas and improve the fair access mechanism of oil and gas pipelines.
38. Promote the registration of natural resources rights and explore the incorporation of basic data of ecological product value accounting into the national economic accounting system. Prefectures and municipalities are encouraged to carry out ecological value accounting focusing on the physical quantity of ecological products, explore the economic value accounting norms of different types of ecological products, and promote the application of ecological product value accounting results in ecological protection compensation, ecological environment damage compensation, and ecological resources rights and interests trading. 39. Build a strong trade province in an all-round way, implement the "Ten Projects" for high-quality trade development, develop international trade of green low-carbon products with high quality, high technology and high added value, and improve the green competitiveness of the foreign trade industry. We should actively respond to the international rules of green trade and explore the establishment of a carbon footprint evaluation and labeling system for Guangdong products. We will strengthen international cooperation in green standards, promote the implementation of cooperation and mutual recognition mechanisms for conformity assessment, and link up green trade rules with import and export policies. We will expand the scale of green and low-carbon trade entities, foster a number of key low-carbon export-oriented enterprises and green and low-carbon import trade promotion and innovation demonstration zones, and promote the green development of foreign trade transformation and upgrading bases, national economic and technological development zones and special customs supervision areas.
40. We should adhere to the principle of mutual benefit and win-win results, establish and improve bilateral production capacity cooperation mechanisms, and strengthen the docking of green trade rules, green industrial policies and green investment projects with countries along the line. We will support enterprises to combine their own advantages with green industries and new energy projects in countries along the line, deepen international capacity cooperation, and expand exports of new energy technologies and equipment. We will strengthen international exchanges and cooperation on climate change, marine cooperation and desertification control. We will promote the construction of "green exhibitions" and reduce pollution and waste in the establishment, construction and organization of exhibitions. 41. Establish and improve the liaison and coordination mechanism between Guangdong, Hong Kong and Macao on climate change. We will actively promote the Guangdong-Hong Kong Cleaner Production Partnership Program and build a system for research, development, promotion and financing of cleaner production technologies for Guangdong-Hong Kong-Macao Greater Bay Area. We will continue to promote green financial cooperation and explore the establishment of a green financial standard system for Guangdong-Hong Kong-Macao Greater Bay Area. We will support international environmental protection exhibitions and related activities in Hong Kong and Macao, and promote exchanges and cooperation between Guangdong, Hong Kong and Macao in new energy vehicles, green buildings, green transportation, carbon labeling, and demonstration of near-zero carbon emission zones.
(12) Actions to consolidate and enhance the capacity of ecological carbon sinks.
We should adhere to the concept of system, promote the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, improve the quality and stability of ecosystems, and effectively enhance the carbon sink increment of forests, wetlands, oceans and other ecosystems.
42. Accelerate the establishment of the provincial land and space planning system, and build a land and space development and protection pattern conducive to carbon peak and carbon neutrality. Strictly abide by the red line of ecological protection, strictly control the occupation of ecological space, and establish a natural reserve system with national parks as the main body. We should delimit the boundaries of urban development, strictly control the scale of new construction land, and promote the revitalization and utilization of urban and rural construction land. 43. We will strictly protect and restore marine ecosystems such as mangroves, seaweed beds, coral reefs and salt marshes, and actively promote the development and utilization of marine carbon sinks. We will actively advocate green consumption, vigorously promote energy-saving and low-carbon products such as high-efficiency energy-saving motors, energy-saving and environmental protection vehicles, and high-efficiency lighting, and explore innovative carbon-inclusive business models.
48. Promote key state-owned enterprises and key energy-using units to formulate and implement carbon peak action plans, conduct in-depth research on carbon emission reduction paths, and play a leading role in demonstration. To urge listed companies and bond issuing enterprises to regularly publish carbon emission information in accordance with mandatory environmental information disclosure requirements. We should adhere to the overall planning of the whole province, implement classified policies, adjust measures to local conditions and link up the upper and lower levels, guide all localities to formulate scientific and feasible road maps and timetables for reaching carbon peaks, and promote carbon peaks in all regions in an orderly manner.
50. Take into account the differences in development stage, resource endowment, industrial structure and emission reduction potential, and coordinate the carbon peak targets of different regions. In areas where the process of industrialization and urbanization has been basically completed, energy efficiency is in the lead, and carbon emissions have been basically stable, we should consolidate the achievements of energy conservation and carbon reduction, further reduce carbon emissions, and play a leading role in demonstrating the carbon peak of the province. In areas where economic development is still in the stage of medium and high-speed growth, the industrial structure is relatively light and the energy structure is relatively good, we should adhere to green and low-carbon development, focus on the development of advanced manufacturing and green and low-carbon industries, gradually decouple economic growth from carbon emissions, and achieve carbon peak synchronously with the whole province. In areas where the process of industrialization and urbanization is relatively lagging behind and the level of economic development is relatively low, we should adhere to the green low-carbon cycle development, resolutely refrain from relying on the old road of high energy consumption, high emission and low level projects to promote economic growth, and enter the carbon peak platform period as soon as possible.
51. Municipalities at or above the prefectural level should seize the great opportunities of the construction of the "two zones" of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Demonstration Zone of Socialism with Chinese Characteristics and the construction of the two cooperation zones of Hengqin and Qianhai, and promote the green and low-carbon development of the region according to local conditions in the light of the coordinated development pattern of the "one core, one belt and one zone" and the strategy of the main functional zones. The core area of Pearl River Delta should give full play to the role of high-quality development power source and growth pole of Guangdong-Hong Kong-Macao Greater Bay Area, and take the lead in promoting the comprehensive green transformation of economic and social development. On the basis of tapping the potential of energy conservation, the coastal economic belt should speed up the construction of a world-class coastal heavy chemical industry belt and a national marine economic development demonstration zone. The northern ecological development zone should persevere in implementing the strategic orientation of ecological priority and green development, and promote industrial ecology and ecological industrialization.
52. Municipal governments at or above the prefectural level shall, in accordance with the overall deployment of the provincial carbon peak and carbon neutralization work leading group, take measures according to local conditions and classifications, formulate practical implementation plans for carbon peak, grasp regional differences and development rhythm, and rationally set objectives and tasks, which shall be comprehensively balanced and deliberated by the provincial carbon peak and carbon neutralization work leading group. We will accelerate the green and low-carbon transformation and provide replicable and replicable experiences and practices for the whole province. During the "14th Five-Year Plan" period, 50-100 units were selected to carry out green low-carbon pilot demonstration.
3. Policy guarantee
(1) Establishing a statistical monitoring system for carbon emissions. In accordance with the relevant requirements of the national unified and standardized carbon emission statistical accounting system, we should strengthen the capacity building of carbon emission statistical accounting and improve the local and industrial carbon emission statistical accounting methods. Make full use of cloud computing, big data, blockchain and other advanced technologies, integrate carbon emissions and forestry carbon sink data in key areas such as energy, industry, transportation, construction, agriculture and so on, and build an intelligent cloud platform for carbon emissions monitoring in the province. We will deepen the research on greenhouse gas emission accounting methodology and improve the statistical system in the fields of energy activities, industrial production processes, agriculture, land use change and forestry, and waste disposal. Establish a carbon sink accounting and monitoring system covering terrestrial and marine ecosystems, and carry out ecosystem carbon sink background survey and carbon stock assessment.
(Two) improve laws, regulations and standards. We will comprehensively clean up the contents of existing local laws and regulations that are incompatible with the work of carbon peak and carbon neutralization, and build a system conducive to green and low-carbon development. We will accelerate the formulation and revision of energy efficiency standards, raise energy consumption quota standards for key products, formulate energy efficiency standards for new infrastructure, and expand the coverage of energy consumption quota standards. We will accelerate the improvement of supporting standards for carbon emissions accounting, monitoring, assessment and auditing, and establish a measurable system for carbon emissions from traditional energy-intensive enterprises. Support relevant institutions to actively participate in the formulation and revision of international and domestic energy efficiency, low-carbon and renewable energy standards, and strengthen the convergence and mutual recognition with international and Hong Kong and Macao standards.
(Three) improve investment and financial policies. We will accelerate the construction of an investment and financing policy system that is compatible with carbon peak and carbon neutralization, and stimulate the investment vitality of market players. We will increase support for projects such as energy conservation and environmental protection, new energy, new energy vehicles, and carbon dioxide capture, utilization, and storage (CCUS). State-owned enterprises should increase green and low-carbon investment and actively develop and promote low-carbon, zero-carbon and negative carbon technologies. Establish and improve the standard system of green finance, and promote the innovation of green low-carbon financial products and tools in an orderly manner. We will study the establishment of a green low-carbon development fund and increase support for the development of green low-carbon industries and technological research and development. Social capital is encouraged to set up green low-carbon industry investment funds in a market-oriented way. We will support the listing and refinancing of eligible enterprises for the construction and operation of green low-carbon projects, and expand the scale of green credit, green bonds and green insurance. We will build high-quality green financial reform and innovation pilot zones and actively strive for national climate investment and financing pilot projects.

Implement the tax reduction and exemption policy for new energy vehicles. We will study and improve fiscal and tax support policies for grid-connected consumption of renewable energy. We will deepen the reform of energy prices, improve the green electricity price policy system, strictly implement the punitive electricity price policy for energy-consuming units whose energy consumption exceeds the energy consumption quota per unit product, and implement the differential electricity price and ladder electricity price policy for industries with high energy consumption and high emissions. We will improve the residential ladder electricity price system and the peak and valley time-of-use electricity price policy. We will improve the price formation mechanism for natural gas transmission and distribution, and improve the price mechanism that is compatible with the large-scale development of renewable energy. Relying on the "Credit Guangdong" platform, we will strengthen the collection and sharing of credit information on energy conservation and carbon reduction in enterprises, and establish a list of incentives and disciplinary measures for enterprises to keep their promises.
4. Organizing and implementing
(1) Strengthening overall coordination. Insist on the leadership of the Party throughout the whole process of carbon peak and carbon neutralization. The provincial leading group of carbon peak and carbon neutralization carried out overall deployment and systematic promotion of various work, coordinated research on important issues, formulated major policies, organized and carried out carbon peak, carbon neutralization pilot demonstration, reform and innovation. The member units of the provincial carbon peak and carbon neutralization work leading group should firmly promote the relevant work in accordance with the decision-making and deployment of the provincial Party Committee and the provincial government and the work requirements of the leading group. The Office of the Provincial Leading Group of Carbon Peak and Carbon Neutralization Work should strengthen overall coordination, regularly dispatch the progress of work in various regions, key areas and key industries, and urge the implementation of various objectives and tasks in detail.
(2) Strengthen the implementation of responsibilities. All regions and departments should have a deep understanding of the importance, urgency and complexity of carbon peak and carbon neutralization work, and earnestly shoulder their responsibilities in accordance with the "Opinions of the Guangdong Provincial People's Government of the Guangdong Prov incial Committee of the Communist Party of China on Implementing the New Development Concept Completely, Accurately and Comprehensively to Promote Carbon Peak and Carbon Neutralization Work" and the main objectives and priorities set out in this plan. Ensure that policies, measures and results are in place, and the implementation is included in the provincial supervision of ecological environment protection. Relevant units, people's organizations and social organizations should play an active role in promoting green and low-carbon development in accordance with the relevant national and provincial arrangements.
(3) Strict supervision and assessment. We will strengthen the monitoring, evaluation and assessment of the completion of carbon peak and carbon neutral targets, gradually establish and improve the "double control" system of total carbon emissions and intensity, and implement coordinated management, decomposition and assessment of energy consumption and carbon emission indicators. Strengthen the application of supervision and assessment results, commend and reward outstanding collectives and individuals in carbon peak work according to regulations, and carry out notification, criticism and interview accountability for regions and departments that fail to complete the target tasks. The municipal people's governments at or above the prefectural level and the relevant departments of the province shall organize the annual assessment of the target task of reaching the carbon peak, and the relevant work progress and major issues shall be reported to the provincial leading group of reaching the carbon peak and carbon neutralization in a timely manner.
