At present, more than 100 kilometers of the Yangtze River Basin in Hubei Province has realized informationized, refined and intelligent sand and gravel management and control.

The Yangtze River flows through Hubei for more than 1060 kilometers, and there are more than 4200 rivers over 5 kilometers in Hubei Province, which are rich in sand and gravel resources. In recent years, affected by the rising price of sand and gravel, some illegal miners have taken risks and chosen to steal river sand at night, and the phenomenon of illegal mining has been prohibited repeatedly.

In order to achieve 24-hour effective monitoring of rivers and sand quarries in Hubei Province and ensure the standardized operation of legal sand mining activities, Hubei Mobile, supported by the Internet of Things, big data and artificial intelligence, integrates various fragmented application systems for the management and control of the Yangtze River Basin, and builds an intelligent sand and gravel monitoring platform in combination with industry management norms.

"In view of the pain points that are difficult to distinguish between sand dredgers and passing ships, we use thermal imaging equipment to solve the identification and monitoring of sand dredgers in heavy fog and at night.". Through the ability of platform alarm research and review, we can judge the speed of ships and the duration of entering the area, filter out most of the passing ships and reduce the false alarm. The person in charge of Hubei Mobile said that when the speed of the vessel is close to 0 for a period of time (the position of the sand dredger will hardly change during the sand mining work) and the hot spot of the vessel continues to exist (the engine continues to open to provide power for the sand mining), the platform automatically judges the suspicion of illegal sand mining and gives early warning, and at the same time realizes the capture of the sand dredger. To provide a basis for the follow-up work of illegal evidence collection.

In addition, the platform has the function of multi-terminal early warning notification, which can realize the early warning notification to the monitoring center, sentry box and patrol personnel (APP), so that they can rush to the scene for disposal at the first time, realize the combination of "civil air defense" and "technical defense", and effectively deter illegal sand mining.
