In recent years, Suichang County, Lishui City, Zhejiang Province, has strictly implemented the green development concept of "green water and green hills are Jinshan and Yinshan", closely linked to the key links of "river and lake length system, illegal sand mining, utilization of engineering sand and gravel resources", and made every effort to promote the reform of river sand and gravel supervision and management system, so that the "four disorders" of rivers and lakes have been effectively curbed. Standardize the dredging of rivers, maintain the healthy ecology of rivers, and help build a modern Suichang home with the United States and the United States.
On June 16, Suichang County held a meeting to promote the comprehensive management of sand and gravel resources, and Hua Xinqiang, deputy director of the county government office, conveyed the instructions and requirements of the main leaders of the county Party committee and the county government for the regulation of sand and gravel resources. The spirit of documents such as the Notice of the Leading Group of Comprehensive Management of Sand and Stone Resources in Lishui City on Issuing the Implementation Plan for Further Perfecting the Supervision Mechanism of Sand and Stone Resources Development and Utilization and Promoting the High-quality Green Transformation and Development of the Sand and Stone Industry (Lishaguan [2023] No.1) was studied and interpreted, and the existing problems were analyzed and the next step was deployed.
First, we should deepen our ideological understanding and improve our political standing. The management of sand and gravel industry will be included in the annual comprehensive assessment of various departments and township streets. All units must attach importance to the supervision of sand and gravel, improve their political standing, have a clear understanding of the long-term, complex and arduous nature of the management of sand and gravel industry, enhance their sense of responsibility and urgency, and integrate their thoughts and actions into the decision-making and deployment of the county Party committee and the county government.
Second, we should strengthen organizational leadership and promote work coordination. The County Sand Management Office drafted the Full-time Liaison Officer System for Comprehensive Management of Sand and Gravel Resources in Suichang County and the Joint Meeting Mechanism for Supervision of Sand and Gravel Industry in Suichang County, and established a liaison group for Zhejiang political nail work with various departments and townships (streets) to share information resources, form a joint force to tackle key problems, solve and implement the difficulties in the management of sand and gravel industry. Construct a new pattern of all-round and whole-process sand and gravel industry management with "up-down linkage, left-right connection and joint management".
Third, we should strengthen the implementation of responsibilities and seriously pursue accountability. Departments and townships (streets) should take the initiative to perform their duties and take full responsibility according to the division of responsibilities, so as to achieve daring management, strict management and long-term management, improve the accuracy of dynamic supervision, and severely crack down on illegal sand mining and illegal utilization.
