The highest strength cement, CEM I 52.5R, 52.5 N, or 52.5, will be used for bridge construction; the second highest strength cement, CEM II 42.5 R, 42.5 N, or 42.5, will be used for column, beam, slab, and block casting; and the lowest strength cement, CEM I & & II 32.5 R, 32.5 N or 32.5 will be used only for the painting of the building.

      It is reported that Dangote Cement Company is the only enterprise producing 52.5 strength cement in Nigeria.

According to the Federal Ministry of Industry, Trade and Investment, the new cement standards will "help end-users make the right choice; avoid the unethical use of different types of cement; help correctly identify different types of cement, improve the traceability of cement and guide users correctly". The Federal Ministry of Industry, Trade and Investment also said that the standard had been reviewed because of the five-year mandatory review period of the new standard.
