Regulations on Air Pollution Prevention and Control in Inner Mongolia Autonomous Region Issued to Promote Ultra-low Emission and Green Mine Construction

Recently, the Regulations on the Prevention and Control of Air Pollution in Inner Mongolia Autonomous Region (hereinafter referred to as the Regulations) were promulgated. In order to protect and improve the atmospheric environment, prevent and control air pollution, safeguard public health, promote the construction of ecological civilization, and promote sustainable economic and social development, the regulations impose strict requirements on large emitters of pollutants such as cement.

Recently, the Regulations on the Prevention and Control of Air Pollution in Inner Mongolia Autonomous Region (hereinafter referred to as the Regulations) were promulgated. In order to protect and improve the atmospheric environment, prevent and control air pollution, safeguard public health, promote the construction of ecological civilization, and promote sustainable economic and social development, the Regulations impose strict requirements on large emitters of pollutants such as cement.

The specific requirements are as follows:

1. Promote enterprises in urban built-up areas to withdraw from urban areas and enter industrial parks. The League Administrative Office and the municipal people's governments with districts shall formulate plans to complete the relocation or transformation of high-energy-consuming and high-emission enterprises located in urban built-up areas, such as iron and steel, petroleum, chemical industry, non-ferrous metals, metallurgy, cement and pharmaceuticals, within a time limit.

2. Units discharging dust, sulfides and nitrogen oxides in the production process shall build supporting devices for dust removal, desulfurization and denitrification, or take other measures to control the emission of atmospheric pollutants, such as technical transformation. Article

3 Units discharging industrial waste gases or toxic and harmful atmospheric pollutants shall, in accordance with the relevant provisions and monitoring norms of the State, monitor the discharge of atmospheric pollutants by themselves or by entrusting qualified monitoring institutions, record and preserve monitoring data, ensure the authenticity and reliability of monitoring data, and report to the State. It is also open to the public through websites or other ways that are easy for the public to know. The storage time of monitoring data shall not be less than five years.

4. The people's governments at or above the county level shall publish the list of production enterprises that stop production, limit production and limit emissions during the period of heavily polluted weather in their respective administrative areas, and the enterprises shall implement emergency emission reduction measures to all technological links, specific production lines and responsible persons. During the warning period of heavy pollution weather, key vehicle enterprises involved in the transportation of bulk raw materials and products, such as iron and steel, coking, non-ferrous metals, coal and ore, will be transported in different periods.

5. When signing a construction contract between the construction unit and the construction unit, the responsibility of the construction unit for dust pollution prevention and control shall be clearly defined, and the cost of dust pollution prevention and control shall be included in the project budget. Where dust pollution is caused by activities such as

housing construction, municipal infrastructure construction, building demolition and river regulation, the construction unit shall, in accordance with the regulations, file the operation time, operation site, types of dust pollutants discharged and their prevention and control measures with the local competent authorities responsible for supervision and management of dust pollution prevention and control.

6. Implement green mine construction. Newly established mines shall implement the green mine construction standards, and existing production mines shall meet the green mine construction standards within a time limit. For open-pit mines that have been mined, measures such as slope restoration, soil improvement and plant planting should be taken in time to carry out ecological greening according to the actual situation of the mines.

7. Coal-fired units shall adopt cleaner production processes, build supporting devices for dust removal, desulfurization and denitrification, or take other measures to control the emission of atmospheric pollutants, such as technical transformation, so as to meet the emission standards. Coal-fired power plants should achieve ultra-low emissions.
