41 projects and 9 regions! National Energy Administration Announces the First Batch of Hydrogen Energy Pilot List

On October 14, the State Energy Administration issued a public announcement to further promote the innovation of hydrogen energy management mode, explore diversified paths for the development of hydrogen energy industry, form replicable and popularizable experience, and support the development of the whole chain of hydrogen energy "production, storage and transportation". It is planned to support 41 projects such as the integrated synthesis of green ammonia and hydrogen energy coupling application in Shenneng Etuoke Banner, Inner Mongolia, and 9 regions such as Baicheng, Songyuan, Changchun, Jilin, to carry out hydrogen energy pilot work in the field of energy. In order to conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council, and thoroughly implement the Energy Law of the People's Republic of China, the Circular

State Energy Administration on the Publicity of Hydrogen Energy Pilot Projects in the Field of Energy (the first batch) was issued. According to the relevant requirements of "Medium and Long-term Planning for the Development of Hydrogen Energy Industry (2021-2035)" and "Measures for the Management of Technology Demonstration and Reform Pilot Work of the State Energy Administration" (National Energy Comprehensive Law Reform [2023] 61), we will further promote the innovation of hydrogen energy management mode, explore diversified paths for the development of hydrogen energy industry, and form replicable and popularizable experiences. To support the development of the whole chain of hydrogen energy "production, storage, transportation and utilization", our Bureau has organized the pilot declaration and evaluation of hydrogen energy in the field of energy.

After expert review, it is proposed to support 41 projects such as integrated synthesis of green ammonia and hydrogen energy coupling application in Shenneng Etuoke Banner, Inner Mongolia, and 9 regions such as Baicheng, Songyuan, Changchun, Jilin, to carry out hydrogen energy pilot work in the field of energy, which is now publicized (see annex for details). During the period of

publicity, any unit or individual may raise objections to the contents of the publicity. Relevant materials shall indicate their real names and contact information, and the units or individuals who raise objections shall be responsible for the authenticity of the relevant materials. Objections and related improper requests that are anonymous or have no specific factual basis shall not be accepted.
