On October 17, the Housing and Urban-Rural Construction Bureau of Yantai City, Shandong Province, issued a public announcement on the 40th rectification task of the third round of provincial ecological environment protection supervision.
It is reported that there are 202 ready-mixed concrete enterprises in Yantai City, only 71 enterprises with complete formalities, 88 enterprises without project approval formalities, accounting for 43%; 42 enterprises without environmental assessment and approval formalities, accounting for 21%; 22 ready-mixed concrete enterprises take water without license, accounting for 25% of the total number of water intake enterprises. Some ready-mixed concrete enterprises use sand and gravel from illegal sources, which indirectly promotes illegal sand and stone mining. in Yantai City, and it was not until the inspectors were stationed that Yantai Housing and Urban-Rural Construction Bureau was identified as the competent department of the industry.
This rectification is aimed at the city's ready-mixed concrete enterprises to carry out a 100-day joint law enforcement campaign, through the system to establish enterprise problem accounts, and formulate a special rectification plan, clear rectification objectives, responsible departments and work requirements, and firmly promote the implementation of rectification. After the completion of the 100-day campaign, we will continue to promote the rectification of enterprise problems. By the end of June 2025, all enterprises in the city have completed the rectification task according to the target.

According to the rectification requirements of the third round of provincial ecological environment protection supervision, in accordance with the relevant provisions of Yantai City's Implementation of the Third Round of Shandong Province's Ecological Environment Protection Supervision Report Rectification Plan and Yantai City's Provincial Ecological Environment Protection Supervision Feedback Acceptance and Sales Work Flow. The Municipal Housing and Urban-Rural Construction Bureau has organized the acceptance of the third round of provincial ecological environment protection supervision and rectification tasks (Item 40), and now the completion of the problem rectification is announced as follows.
First, the task
of rectification is the lack of supervision in the ready-mixed concrete industry. There was a gap in the supervision of ready-mixed concrete industry in Yantai City, and it was not until the inspectors were stationed that Yantai Housing and Urban-Rural Construction Bureau was identified as the competent department of the industry. II. Rectification Objectives
Carry out joint law enforcement on the existing problems of enterprises, comprehensively and centrally rectify them; formulate and promulgate relevant systems, and establish a long-term and effective regulatory mechanism.
3. Rectification measures
(1) On July 18, 2024, a 100-day joint law enforcement campaign was launched throughout the city to comprehensively and centrally rectify the illegal and irregular acts of ready-mixed concrete production enterprises in the whole city in accordance with the steps of enterprise self-examination and self-correction, joint law enforcement by districts and municipalities, and supervision and assistance at the municipal level. We will resolutely investigate and punish all kinds of illegal and irregular acts such as illegal land occupation, environmental pollution, illegal water intake, unqualified production and irregular quality and safety behavior of production enterprises, effectively curb illegal and irregular acts in the production process of enterprises, and promote the healthy and orderly development of the ready-mixed concrete industry. By the end of August 2024, we have completed the dragnet and bottom-up investigation of ready-mixed concrete enterprises in the whole city, set up accounts for the problems found in the enterprises, and push the clues to the relevant functional departments to deal with them in accordance with the law and regulations.
(2) By the end of December 2024, Yantai Ready-mixed Concrete Production Enterprise Management Measures will be promulgated to clarify the responsibilities of department supervision and territorial management, and further standardize enterprise behavior from the aspects of enterprise establishment, qualificatio n examination and approval, green management, quality management, safety management, supervision and management, so as to ensure the quality of enterprises. To provide institutional guarantee for strengthening the supervision and management of ready-mixed concrete production enterprises.
Fourth, the completion
of the rectification carried out a 100-day joint law enforcement campaign for the city's ready-mixed concrete enterprises, systematically established enterprise problem accounts, formulated special rectification plans, clarified the rectification objectives, responsible departments and work requirements, and firmly promoted the implementation of the rectification. After the completion of the 100-day campaign, we will continue to promote the rectification of enterprise problems. By the end of June 2025, all enterprises in the city have completed the rectification task according to the target. On November 22, 2024, 11 departments such as the United Municipal Development and Reform Commission and the Ministry of Industry and Information Technology issued the Measures for the Management of Ready-mixed Concrete in Yantai City, clarifying the relevant requirements for the production of ready-mixed concrete and establishing and improving the industry management system. After the implementation of the Administrative Measures, governments at all levels and relevant departments will coordinate supervision and management within their respective responsibilities, play a joint role in supervision, and ensure the implementation of policies.
5. Acceptance
of sales numbers Our city carries out rectification in strict accordance with the requirements of the rectification measures in the acceptance form of sales numbers, and the rectification archives are complete and conform to the standards of sales numbers.
