It is urgent to clarify the relationship of energy storage property rights through unified registration management and information disclosure of energy storage property rights, effectively implement the "tripartite responsibility" of energy storage subject, administrative supervision and social co-governance, further improve the traditional supervision mode of new energy storage construction and operation, enhance the efficiency of administrative supervision, and realize the standardized management and operation of the new energy storage market in the autonomous region.
(2) The management objectives
are to build and put into operation new energy storage projects within the autonomous region, to carry out unified registration and trusteeship of the whole life cycle and the whole process of "one place, one yard and one certificate" of energy storage property rights, and to establish a database of energy storage property rights projects, so as to improve the management level of energy storage property rights, to form a unified operation and management order, and to achieve the goal. To achieve the management objectives of transparency in the operation process of new energy storage property rights, traceability of projects and high efficiency in operation, to help optimize the business environment in the region, and to promote the new energy storage industry in the autonomous region to become stronger, better and bigger.
(3) Management principles
1. Property rights of new energy storage projects newly built and put into operation within the autonomous region shall be subject to compulsory registration and trusteeship, and energy storage projects in neighboring provinces and regions may voluntarily participate in registration and trusteeship.
2. 3. Safeguard measures
(1) System guarantee
professional institutions issued the Guidelines and Implementation Rules for the Registration and Transfer of Property Rights of New Energy Storage Projects in the Autonomous Region. Standardize the registration, transaction, circulation and change of energy storage assets, clarify the main body of responsibility, and ensure that the registration and circulation of new energy storage property rights are carried out in accordance with the law.
(2) Supervision and guarantee
According to the relevant policy guidance and regulatory requirements, the relevant departments of the autonomous region are responsible for supervising and guiding the property rights trading activities of new energy storage projects, establishing and improving the regulatory mechanism of property rights management of new energy storage projects, ensuring fair and standardized transactions, and safeguarding the legitimate rights and interests of market participants.
