In order to thoroughly implement the spirit of the Seventh Plenary Session of the Fifteenth Session of the Provincial Party Committee, the concept of "green water and green hills are Jinshan and Yinshan" was put forward as a new starting point for 2020, to speed up the construction of a higher-level ecological province, and to comprehensively enhance the level of ecological environment governance, the Zhejiang Provincial Department of Ecology and Environment took the lead in drafting "Speeding up the Shortcoming of Environmental Infrastructure, Promoting the Deepening of Pollution Prevention and Control, and Improving the Ability of Ecological Environment Governance". The Department of Ecology and Environment of Zhejiang Province has taken the lead in drafting the Action Plan for Accelerating the Improvement of Environmental Infrastructure, Deepening Pollution Prevention and Control, and Improving the Ability of Ecological Environment Governance, which is now open to the public for comments.

The Action Plan consists of four chapters, including work objectives, key tasks of "hardware" and "software", and work requirements. According to

the Action Plan, by 2027, the ecological environment infrastructure system will be more perfect, and the ability of ecological environment governance will be significantly improved. By 2030, the modern eco-environmental infrastructure system will be built in an all-round way, the level of eco-environmental governance will be significantly improved, and the overall intellectual capacity of construction of ecological civilization will be at the forefront of the country. In terms of

"hardware", six tasks are put forward, including promoting air pollution control, deepening water environment control in an all-round way, speeding up the comprehensive treatment of domestic waste and construction waste, speeding up the management and control of industrial solid waste and hazardous waste, strengthening ecological protection and restoration, and strengthening the capacity building of ecological environment digital intelligence supervision. In terms of "software", five tasks are put forward, including improving the standard system of ecological environment governance laws and regulations, improving the incentive policy of green low-carbon development, strengthening scientific and technological innovation in the field of ecological environment, improving the market-oriented allocation system of resources and environment factors, and deepening the responsibility system of multi-party collaborative governance.

for Deepening Pollution Prevention and Control

and Improving the Ability of Eco-environmental Governance (Draft for Consultation)

is to fully implement the "Opinions on Implementing the Concept of Green Water and Green Mountains is Jinshan and Yinshan and Accelerating the Construction of a Higher Level Eco-province", and to speed up the improvement of environmental infrastructure. This action plan is formulated to deepen pollution prevention and control and improve the ability of ecological environment control.

First, the overall requirement

is to adhere to the guiding ideology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially the ecological civilization of Xi Jinping, to carry out the spirit of the important speech of the General Secretary of Xi Jinping in Zhejiang, to carry out the "Eighth-Eighth Strategy" in depth, to firmly grasp the core task of building a demonstration zone of common prosperity with high-quality development, and to strive to achieve the goal. We should adhere to the principle of combining far and near, treating both symptoms and symptoms, and advancing systematically, focusing on air pollution control, urban and rural sewage collection and treatment, garbage and solid waste collection and treatment, basic capacity of ecological protection and the construction of digital intelligence monitoring and supervision network, so as to make up for the shortcomings of capacity, improve the efficiency of pollution control, and speed up the construction of modern ecological environment infrastructure. To lay a solid foundation for the construction of a higher level ecological province.

By 2027, the ecological environment infrastructure system will be more perfect, the capacity of ecological environment governance will be significantly improved, the level of "hardware" and "software" of ecological environment governance will be significantly improved, and the capacity of PM2-air

pollution control facilities in cities with districts will be improved. The average concentration of VOCs in industrial parks has dropped by more than 4%, 150 key enterprises have reached A-level environmental performance, and the proportion of clean transportation in key industries such as thermal power, steel, cement and non-ferrous metals has reached 85%. -

Urban and rural sewage collection and treatment capacity has been improved. The province's urban sewage treatment capacity has increased by 1 million tons per day, the newly rebuilt sewage pipe network is more than 1000 kilometers, the centralized collection rate of urban domestic sewage is not less than 83%, and the household rate of rural domestic sewage treatment facilities is more than 90%.

-Solid waste collection and disposal capacity has been improved. A balanced system of production and consumption of construction waste in the city has been established in an all-round way, with the classified treatment rate of domestic waste reaching more than 90% and the landfill ratio of hazardous waste being controlled within 5%.

-The basic capacity of ecological protection has been improved. More than 350000 mu of landscape projects have been implemented, 2400 mu of coastal wetlands have been restored, 400 kilometers of ecological buffer zones of rivers and lakes have been restored, 320 square kilometers of soil erosion have been harnessed, and 95% of the ecological flow of key rivers and lakes has reached the standard.

-The ability of digital intelligence monitoring and supervision has been improved. A comprehensive monitoring and control network consisting of 100 navigation monitoring vehicles, 5,000 high-level observation lines, 500 unmanned aerial vehicles and 20,000 video monitoring lines has been formed; the accuracy of monitoring and forecasting of atmospheric and surface water environmental quality has been improved to more than 90%, and the water quality of coastal waters has been fully and automatically perceived and traced. -The level of

ecological environment management has been improved. Regulations and standards, policy incentives, scientific and technological innovation support are more powerful, the green low-carbon market mechanism is more sound, and the multi-collaborative governance mechanism is more perfect.

By 2030, a modern eco-environmental infrastructure system with complete layout, efficient operation and strong support will be built in an all-round way, the level of eco-environmental governance will be significantly improved, and the overall intellectual governance capacity of construction of ecological civilization will be at the forefront of the country, providing strong support for basically building a higher level of ecological province and continuing to be at the forefront of the construction of beautiful China. The centralized collection rate of urban domestic sewage shall not be less than 85%, and the household rate of rural domestic sewage treatment facilities shall reach more than 95%; the average concentration of VOCs in industrial parks shall be reduced by more than 10%, and 400 enterprises shall reach A-level environmental performance; the comprehensive utilization rate of construction waste shall reach more than 95%;

2. Accelerate the improvement of environmental infrastructure, enhance the efficiency

of pollution control, speed up the capacity-building of infrastructure in various fields such as air, water, solid waste, ecology, monitoring and supervision, strengthen the management of all elements and the whole process, and fight the battle of pollution prevention and control with higher standards. Promote the continuous improvement of ecological environment quality and improve year by year.

(1) Make every effort to promote air pollution control.

Strengthen the treatment of industrial waste gas. We will comprehensively update and upgrade VOCs inefficient and ineffective treatment facilities, and build "green island" facilities such as centralized regeneration and spraying of activated carbon according to local conditions. Focusing on the use of solvent-based coatings, inks, adhesives, cleaning agents and industrial clusters and industrial parks involving organic chemical production, we should strengthen the comprehensive treatment of VOCs and reduce the average concentration of VOCs in industrial parks. Cement and domestic waste incineration enterprises will achieve ultra-low emissions in the whole process by June 2026 and the end of 2027, respectively. We will carry out ultra-low emission transformation of generating units with a capacity of more than 600000 kilowatts. We will carry out environmental protection performance upgrading actions in key industries and accelerate the cultivation of a number of advanced performance enterprises.

Strengthen the control of atmospheric non-point source pollution. We will improve dust provention and control and control facilities for construction sites, municipal engineering, transportation and water conservancy projects, promote large-scale application of electric construction machinery, carry out pilot projects of air film in construction foundation pits, strengthen the construction of closed storage of materials and pipeline transportation facilities, comprehensively implement dust provention and control and control measures, and provention and control of dust pollution in urban construction. The proportion of projects in the first category is 70% or more. We will strengthen the iterative updating of treatment facilities in key areas such as industry, municipal administration, livestock and poultry breeding, and promote efficient lampblack purification facilities to reduce odor and odor disturbance to the people. Strengthen social life, construction, transportation, industrial noise control and control equipment renewal, strengthen comprehensive control of noise pollution, and build 1000 "quiet residential areas" by 2027.

Strengthen mobile source pollution control. To promote the "one thing" environmental protection supervision of the whole process of new vehicle access, in-use vehicle management and old vehicle elimination of diesel trucks, each city will implement the fourth national emission standard diesel truck restriction by the end of 2028. Promote the installation of access control system for transport vehicles in important clean transport scenarios. New energy is preferred for newly added or updated operating vehicles and off-road mobile machinery in ports, airports, logistics parks, industrial and mining enterprises and construction sites. To promote the new energy of inland river freight ships, Huzhou took the lead in realizing the global ship electrification. By 2027, the proportion of heavy trucks in new energy will reach more than 3%. By 2030, diesel trucks with the fourth national emission standard and non-road mobile machinery with the second national emission standard will be basically eliminated, more than 1200 old transport ships will be eliminated, and the proportion of heavy trucks in new energy will reach more than 8%.

Speed up the elimination of gas-related facilities and equipment. Eliminate backward technology, equipment and products in accordance with the law and regulations, and gradually withdraw from the technology and equipment of restricted gas-related industries. Coal-fired thermal power units of 300000 kilowatts in service will be withdrawn immediately upon expiration, and the withdrawal or integration of coal-fired boilers within 30 kilometers of the heating radius of 300000 kilowatts and above cogeneration power plants will be accelerated. By the end of 2025, biomass boilers with 2 steam tons/hour or less, coal-fired boilers with 35 steam tons/hour and fuel gas generators will be cleared, and the glass industry will completely withdraw from highly polluting fuels such as petroleum coke and heavy oil. By 2027, the proportion of clean energy substitution in industrial furnaces and kilns burning highly polluting fuels such as petroleum coke, heavy oil, residual oil and coal tar will reach 100%.

(2) Comprehensively deepen water environment management.

Speed up the completion of urban sewage treatment capacity short board. The system promotes the improvement of urban sewage treatment capacity and the renewal of facilities and equipment, strengthens the interconnection of regional pipeline networks, improves the regulation capacity of urban sewage treatment, and promotes the solution of the problems of low efficiency and overload operation of sewage treatment plants. We will accelerate the construction of reclaimed water transmission and distribution facilities in urban sewage treatment plants. Nitrogen reduction transformation of urban sewage treatment plants should be carried out according to local conditions in river basins where the total nitrogen of rivers entering the sea has not fulfilled the assessment target. By 2027, the clean discharge transformation of all urban sewage treatment plants will be completed, and the dynamic balance between domestic sewage production and treatment capacity in urban areas will be realized.

We will comprehensively promote the construction and upgrading of urban pipeline networks. Accelerate the construction of high-quality and full-coverage areas of urban sewage pipe network, promote the construction of digital twin system of urban sewage pipe network, realize real-time monitoring and early warning of the operation status of the pipe network, and improve the level of intelligent management.Complete the investigation of hidden dangers of sewage pipe network in stock, speed up the transformation of mixed flow of rain and sewage, misconnection and leakage, old and damaged pipe network, and focus on improving the level of pipe network facilities in old urban areas, old residential areas and suburban areas, so as to improve the capacity of urban sewage collection. Promote the traceability and closed-loop management of urban rainwater and flood drainage outlets in sunny days, and achieve dynamic zero clearance of black and odorous water bodies in cities (including county towns). In the first half of 2026, 80% of the sewage pipe network with stock problems will be upgraded and completed by the end of 2027. By 2030, the newly rebuilt sewage pipe network will be more than 2000 kilometers, and the average concentration of BOD in the influent of urban sewage treatment plants will not be less than 100 mg/L.

Promote the integrated treatment of urban and rural domestic sewage. We will comprehensively promote the integration of domestic sewage from villages around cities and towns and other qualified villages into urban sewage treatment plants, implement the extension and transformation of rural domestic sewage pipe networks to households, and promote farmers'access to domestic sew age treatment facilities. We will accelerate the establishment of an efficient coordination mechanism for the operation and maintenance of urban sewage treatment plant network facilities. By 2027, the treatment rate of domestic sewage in villages around cities and towns will reach more than 95%.

Strengthen the construction of industrial wastewater treatment facilities. We will strictly control new chemical industry parks and promote the agglomeration and development of chemical and pharmaceutical projects to chemical industry parks. We will accelerate the construction of centralized treatment facilities and supporting pipe networks for specialized chemical production wastewater in the chemical industry park. In the first half of 2026, we will fully start construction of 17 treatment facilities (special management) and upgrade 4 treatment facilities, and complete the construction by the end of June 2027, so as to achieve full coverage of specialized treatment of chemical production wastewater in the chemical industry park. We will consolidate and enhance the effectiveness of open pipe transformation of sewage transportation in heavily polluted enterprises such as chemical industry and electroplating, comprehensively implement the open channel transformation of rainwater pipe network and the construction of visual management system of rainwater and sewage pipe network, and improve the quality and expand the "zero direct discharge area of sewage" in star-rated industrial parks. We will actively promote the construction of centralized industrial sewage treatment facilities in the park, strengthen the control of total nitrogen, salinity, heavy metals and other toxic and harmful pollutants in the pipeline enterprises, and actively promote the separate treatment of industrial wastewater and domestic sewage.

(Three) speed up the comprehensive treatment of domestic waste and construction waste.

Deepen the classification and treatment of domestic waste. Steadily and firmly promote the classification and treatment of domestic waste, and establish and improve the system of classified delivery, collection, transportation and treatment facilities. The transformation and upgrading of old domestic waste transfer stations will be completed in an all-round way, and the operation capacity of urban and rural domestic waste will be balanced. Promote the construction of perishable waste treatment facilities according to local conditions, accelerate the ecological treatment of domestic waste landfills, and achieve full coverage of kitchen waste treatment capacity by 2027.

Strengthen the whole chain control of plastic pollution. We will improve the infrastructure for recycling plastic products, intensify the collection, transportation and treatment of plastic waste, actively plan sorting centers and processing and utilization projects for waste plastics, and promote the large-scale development of enterprises for processing and utilizing waste plastics renewable resources. Accelerate the development of "bamboo instead of plastic" industry, cultivate and promote alternative products, and promote the "zero waste" expansion and quality improvement of takeaway plastics. Strengthen the "blue cycle" marine plastic waste low-carbon recycling and high-value utilization, by 2027, the recycling capacity of marine plastic waste will reach 100000 tons per year.

Strengthen the comprehensive treatment of construction waste. Focusing on the five requirements of "reduction, utilization, absorption, supervision and crackdown", we will vigorously promote the popularization and application of comprehensive utilization products of construction waste, cultivate a number of key enterprises of construction waste resource utilization, and accelerate the construction of a construction waste resource utilization system with balanced production capacity, good quality and smooth production and marketing. Strengthen planning and land security, and speed up the implementation of construction waste disposal facilities in cities and counties. We will comprehensively strengthen the investigation and rectification of the whole process of construction waste, intensify joint law enforcement, credit punishment and execution, and put an end to illegal dumping and stacking of construction waste. By 2027, the comprehensive utilization rate of construction waste in the province will be over 90%.

(4) Accelerate the management and control of industrial solid waste and hazardous waste.

Strengthen the comprehensive treatment of general industrial solid waste. We will improve the unified collection and transportation system for general industrial solid waste, and promote the deep integration of the recycling system, the recycling system of renewable resources and the environmental sanitation system. Enhance the comprehensive utilization capacity of large industrial solid wastes such as fly ash and slag, and strengthen the guarantee of harmless disposal capacity of printing and dyeing sludge. Promote the co-disposal of industrial solid waste by domestic waste incineration facilities. We will deepen the pilot project of standardized environmental management of general industrial solid waste and establish a classification management system for general industrial solid waste. We will promote the recycling of new solid wastes such as retired wind power, photovoltaic equipment and new energy power batteries. By 2027, the comprehensive utilization rate of general industrial solid waste will remain above 98%.

Enhance the comprehensive utilization capacity of hazardous waste. In hazardous waste business units and small and micro collection and transportation units, the standardization construction of hazardous waste generation, packaging, weighing, coding and warehousing has been carried out in an all-round way. We will precisely promote the "zero landfill" of hazardous wastes, accelerate the capacity building of domestic waste incineration fly ash in Wenzhou, Zhoushan, Taizhou and Lishui, and industrial waste salt resource utilization in Shaoxing and Taizhou, and promote the adaptability of stainless steel pickling sludge resource utilization in Lishui. By 2027, the resource utilization capacity of domestic waste incineration fly ash will be increased by more than 200,000 tons per year, and the resource utilization capacity of waste salt will be increased. 7. Continuously improve the collection and transportation system of small and micro hazardous wastes, and build a centralized storage and sharing center for hazardous wastes of small and micro waste production units in industrial parks.

(Five) strengthen ecological protection and restoration.

Implementation of natural ecological protection and restoration projects. We will promote the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, and carry out ecological protection and restoration of the beautiful natural mountains and rivers in Zhejiang. We will implement rescue and protection actions for rare and endangered wild animals and plants, and promote the construction of linear engineering biological channels. By 2030, more than 5 million mu of forest ecological restoration and beautiful forest will be completed, and more than 5000 kilometers of ecological corridors will be built; More than 1.6 million mu of landscape projects have been completed, 50 kilometers of coastline and 15000 mu of coastal wetlands have been restored in the Blue Bay, 15000 mu of abandoned mines have been restored and harnessed, 300 land comprehensive renovation and ecological restoration projects have been completed, and 800 square kilometers of soil erosion have been harnessed. The water and soil conservation rate reached 93.

Promote the protection and restoration of water ecology. Implement the project of connecting rivers and lakes, and accelerate the smooth connection of urban and rural water systems. Improve the ecological flow guarantee mechanism of the river basin. Promote the ecological restoration of river and lake shorelines and the construction of ecological buffer zones, continuously restore the natural habitats of rivers and lakes, and improve the health level of river and lake ecosystems. Strengthen the supervision, management and improvement of sewage outlets into rivers and seas. We will strengthen the construction of pro-sea leisure facilities, ecological restoration facilities and ecological environmental protection facilities in beautiful bays. By 2027, the standardized construction of sewage outlets will be completed. By 2030, the ecological flow discharge facilities of water conservancy and hydropower projects should be fully constructed, 1000 kilometers of ecological buffer zones of rivers and lakes should be restored, more than 95% of counties (cities and districts) should achieve the goal of happy river and lake construction, and the water surface rate of the whole province should be controlled at 5.

Promote the prevention and control of agricultural non-point source pollution. We will vigorously promote the construction of ecological ditch systems for agricultural planting in high-standard farmland and plain river network areas and "zero direct drainage" areas for farmland recession, accelerate the promotion of ecological low-carbon farms, strengthen the treatment of aquaculture tail water, and promote the full coverage of aquaculture tail water treatment in ponds above the scale and other closed waters such as factory aquaculture. Improve the construction of straw storage and utilization system, and improve the level of scientific straw returning to the field. By 2027, the ecological treatment of farmland recession, such as ecological ditch system, will cover an area of 1 million mu, and the comprehensive utilization rate of straw will be over 97%, of which the utilization rate of leaving the field will reach 45%.

Establish and improve the environmental risk provention and control system. We will strengthen the capacity building of environmental risk provention and control in key river basins, drinking water sources, parks, enterprises and tailings reservoirs, establish and improve monitoring and early warning mechanisms, emergency response systems and emergency material reserve systems, and enhance the capacity to deal with environmental emergencies. Establish and improve the environmental risk provention and control system of 26 key rivers, 51 chemical parks and 51 tailings reservoirs, improve the construction and maintenance level of emergency facilities of enterprises with environmental risk sources, and improve the environmental risk provention and control facilities of roads in drinking water source protection areas. Construct the whole process water supply guarantee coordination mechanism of "source provention and control, process optimization, intelligent monitoring and emergency disposal", and strengthen the whole process water quality control of drinking water from "source to tap".

(6) Strengthen the capacity building of ecological environment digital intelligence supervision.

Build a strong automatic monitoring network. We will promote the extension of conventional monitoring networks for surface water, atmosphere and noise to the county level, and the monitoring networks for soil, groundwater, oceans, greenhouse gases and radiation will cover key areas. We will strengthen the construction of automatic monitoring facilities for algae and odor pollutants in drinking water sources at or above the county level, and improve the water ecological monitoring network. Iterative atmospheric and surface water monitoring, early warning and forecasting platform to improve the accuracy of environmental quality monitoring and forecasting. Promote the capacity building of new pollutant monitoring as a whole. By the end of 2025, the automatic monitoring of the atmosphere above the township level, the automatic monitoring of surface water above the county level and the full coverage of greenhouse gas monitoring in districts and cities will be basically realized. By 2027, 22 automatic monitoring stations of nitrogen components in major rivers entering the sea and 30 automatic monitoring buoy stations in major bays will be built, and all districts and municipalities will have the ability to monitor and identify aquatic organisms, and 10 artificial intelligence monitoring laboratories and 11 comprehensive ecological quality stations will be built.

Improve real-time monitoring capability. Integrated application of satellite remote sensing, high-level observation, navigation monitoring, UAV patrol, video surveillance and other technical means to enhance real-time monitoring capabilities of key areas, key enterprises and important issues. We will promote the construction of an integrated monitoring and control system in key industrial parks to achieve real-time early warning and rapid disposal of environmental air, surface water and pollution emissions in the parks. We will promote the installation of automatic monitoring facilities in key pollutant discharge units, strengthen the networking of video surveillance, electricity consumption and working condition monitoring, and realize the dynamic monitoring of the whole process of pollutant discharge. Promote the rapid traceability and coordinated management and control of important issues such as black and odorous water bodies, solid waste stacking and ecological damage. Establish and improve the video surveillance system of marine garbage. We will build an intelligent platform for atmospheric pollution control to enhance the precise control of bare land, urban dust, volatile organic compounds, mobile sources and other atmospheric pollution.

Improve the efficiency of intelligent supervision. Promote the application of industry models and artificial intelligence in the field of ecological environment, enhance the efficiency of intelligent supervision of various environmental elements application platforms, intelligently output clues to problems, and improve the closed-loop disposal mechanism of problems. Promote intelligent analysis of radiation environmental monitoring data. Enhance the online monitoring and traceability of the whole process of hazardous waste environmental management. Focus on high-frequency illegal activities and enterprises in key industries, and build an early warning platform for abnormal data analysis. Accelerate the intelligent iterative updating of monitoring and law enforcement equipment, promote the application of "AI + environmental assessment", "AI + off-site supervision" and other agents, standardize the administrative law enforcement of enterprises, and promote the innovation of management mode and the improvement of law enforcement efficiency. By 2027, a comprehensive database of environmental off-site supervision applications will be established and improved, and the off-site detection rate of major cases will reach more than 60%.

3. Accelerate the improvement of the policy mechanism of ecological environment, improve the level

of modern governance, focus on the key links and specific systems of ecological environment governance, play a good "combination boxing" of rule of law, market, science and technology, and policy, and focus on building a modern ecological environment governance system with clear orientation, strong implementation, effective incentives and multiple participation.

(1) Improve the system of laws and standards for ecological environment control.

We will improve the linking mechanism between reform and legislation, and actively promote the formulation (revision) of relevant laws and regulations on marine environmental protection, wetland protection, biodiversity protection, and noise pollution prevention and control measures. According to the formulation of the Ecological Environment Code, the revision of relevant laws and regulations should be promoted in a timely manner. We will accelerate the improvement of pollutant discharge standards, make up for the shortcomings of comprehensive discharge standards for air and water pollutants, promote the revision of pollutant discharge standards for key industries such as chemical industry, textile industry, electroplating industry, aqua culture industry, centralized sewage treatment facilities, industrial furnaces and kilns, and actively integrate them into the integration of regional standards in the Yangtze River Delta. We will carry out actions to upgrade energy consumption standards, accelerate the formulation and revision of energy consumption quota standards and energy-saving management standards for key energy-using industries such as textiles, chemical fibers and metal castings, and improve the energy utilization level of key industries.

(Two) improve incentive policies for green and low carbon development.

We will improve the positive incentive mechanism for green and low-carbon development of enterprises, guide enterprises to speed up the clearance of backward production capacity and technological transformation, actively promote the classified agglomeration, transformation and upgrading of small and micro enterprises with conditions, and support the construction of green and low-carbon industrial projects. We will intensify reward and subsidy policies for new energy heavy trucks, the promotion and application of inland river ships, and the elimination and renewal of old truck machinery. Implement a financial reward and subsidy mechanism linked to the quality and value of ecological products. Deepen the compensation mechanism for horizontal ecological protection of upstream and downstream river basins in the province.

(3) Strengthen scientific and technological innovation in the field of ecological environment.

We will strengthen the systematic layout and organized innovation of science and technology in the field of ecological environment, and increase the support of major provincial science and technology projects, "top soldiers" and "leading geese" science and technology plans for major key projects. We will accelerate research on key technologies for green low-carbon and coordinated emission reduction of carbon pollution in key areas such as industry, energy and transportation, and strengthen basic support research on technologies for carbon sequestration and sink enhancement in ecosystems. We will continue to carry out research and development of technical equipment for deep emission reduction of nitrogen oxides and volatile organic compounds in key industries, deepen research on traceability and control technology of nitrogen and phosphorus pollution in "river basin-estuary-sea area", carry out integrated research on complete sets of technologies for water biodiversity-driven remediation, and develop technologies for prevention and control of soil and groundwater pollution diffusion and green remediation. We will strengthen the research and development of targeted treatment and risk control technologies for new pollutants in key industries, and develop and apply new key technologies and equipment for rapid determination of nuclear radiation pollution. Build a provincial eco-environmental protection innovation equipment industry platform, and promote the transformation of eco-environmental protection industry to "technology research and development-equipment intelligent manufacturing-intelligent service".

(4) Improve the market-oriented allocation system of resources and environmental factors.

We will improve fiscal, taxation, financial, investment and price policies and related market-oriented mechanisms to support green development. We will improve the differential or classified metering and charging mechanism for the treatment of sewage, garbage and hazardous wastes. We will promote the market-oriented reform of resource and environmental rights and interests trading, and improve the trading mechanism of emission rights, carbon emission rights, water rights and forest rights. We will promote innovation in green financial products and services, and develop green credit, green insurance, green bonds and other financial products and services related to resources and environmental factors. Promote financial institutions to continuously deepen the disclosure of environmental information, enhance the ability of quantitative disclosure, and improve the environmental protection credit supervision system. Establish a diversified investment mechanism for ecological protection and restoration, and explore the establishment of a special fund for ecological protection and restoration industry. (5) Deepening the responsibility system of multi-party collaborative governance.

Strictly implement the responsibility system of local Party and government leading cadres for ecological environment protection, and improve the work responsibility system of "Party and government responsibility, joint management, accountability for dereliction of duty" and "environmental protection must be paid attention to in the management of development, production and industry". We will comprehensively carry out audits of natural resources assets of leading cadres and investigate the responsibility of leading cadres of the Party and government for damage to the ecological environment. We will improve the closed-loop rectification mechanism for feedback from the central supervision of ecological environment protection, strengthen the supervision of ecological environment protection by provincial Party committees, and deepen the reporting system for the construction of ecological civilization at the four levels of provinces, cities, counties and townships. Perfect the long-term mechanism of "river and lake chief system" and "forest chief system". Strictly implement the responsibility of enterprises for pollution control and ecological restoration, improve the compensation system for ecological environment damage, accelerate the implementation of the extended producer responsibility system, and explore the application of environmental, social and corporate governance (ESG) evaluation. We should actively cultivate the mainstream values of ecological civilization and promote the construction of a volunteer service system for ecological environment at the provincial, municipal and county levels with perfect system, rich carriers and wide coverage. Strictly implement the responsibility system of law popularization and enhance the awareness of ecological civilization and rule of law in the whole society.

4. Work requirements

(1) Strengthen organizational leadership. The provincial leading group for the construction of beautiful Zhejiang has comprehensively strengthened overall coordination and regularly studied the implementation of the action plan. The provincial beauty office strengthens the leadership and coordination, and each member unit is responsible for the division of labor, focusing on solving outstanding problems.
