On October 22, the Department of Industry and Information Technology of Henan Province issued the Notice of the Department of Industry and Information Technology of Henan Province and the Department of Ecological Environment of Henan Province on the Implementation of Peak Staggering Production in the Cement Industry of Henan Province in 2025-2026 (hereinafter referred to as the Notice). The Notice requires that all cement clinker production enterprises in the province should participate in peak staggering production.
Peak-shifting production time
(I) Peak-shifting production arrangement
in the heating season of 2025-2026 from November 15, 2025 to March 15, 2026, totaling 121 days.
1. According to the latest environmental performance rating results of enterprises in key industries issued by the Provincial Department of Ecology and Environment, the production lines reaching environmental performance level B will be reduced by 15 days (production will be implemented from February 1, 2026 to February 15, 2026). For the cement enterprises that have passed the on-site verification of the whole process of ultra-low emission transformation before November 15, 2025, they can implement independent emission reduction from the next day of the announcement by China Cement Association, and give priority to the assessment of environmental performance A; for the enterprises that have been assessed but have not completed the announcement of the whole process of ultra-low emission transformation, refer to the management of Class B enterprises. From November 15, 2025 to March 15, 2026, enterprises with environmental performance level C and below will implement peak staggering and shutdown.
2. Undertake the production line of residential heating task, implement "fixed production by heat", and operate according to the minimum production load on the premise of guaranteeing the heating task.
3. Production lines with the task of co-processing urban original ecological domestic waste (including municipal sludge) throughout the year can reduce the shutdown of kilns by 50 days if the daily processing capacity exceeds 400 tons per day, and by 20 days if the daily processing capacity is between 200 tons per day and 400 tons per day. All kilns with daily processing capacity of less than 200 tons/day shall be involved in peak staggering and kiln shutdown.
4. For the production line with the task of co-processing toxic and harmful wastes throughout the year, if the daily processing capacity is 6% higher than actual daily output, the kiln shutdown can be reduced by 50 days, if the daily processing capacity is 3% to 6% of the actual daily output, the kiln shutdown can be reduced by 20 days, and if the daily processing capacity is less than 3% of the actual daily output, the kiln shutdown should be fully involved in peak staggering.
5. The production line of comprehensive utilization of carbide slag (carbide slag accounts for more than 60%) can reduce the shutdown of kiln by 50 days.
6. Special cement production line (the annual output of special cement products accounts for more than 50%) can reduce the shutdown of kiln for 60 days.
7. All enterprises that implement peak-staggering production shall, in accordance with the relevant requirements for air pollution control in cement enterprises, stop the transportation of vehicles under the fifth national standard and below during the period of kiln shutdown. Production lines that
meet the above conditions 2 to 6 shall submit peak staggering production plans to the competent departments of industry and information technology and the Bureau of Ecological Environment of the provincial municipalities before October 30, 2025, and the same production line can only be implemented in one of the cases. It can not be superimposed with the reduction of kiln shutdown days in enterprises with environmental performance of Grade B. The production line undertaking the residential heating task must make up for the off-peak production days from March 16, 2026, and the off-peak production time and the off-peak production time in the non-heating season shall not be offset.
(2) In accordance with the spirit of the notification of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on the normalization of peak staggering production in the cement industry, during the non-heating season from March 15 to November 15, 2026. The provincial building materials industry association can organize the provincial cement enterprises to independently agree on the peak staggering production plan and implement it through industry self-discipline.
