located in the divisions and cities of the Corps, the time of peak staggering and kiln shutdown shall be implemented with reference to the region where they are located. The peak shifting and kiln shutdown time (excluding the kiln drying time) of the cement clinker production line is a cycle from 0:00 on the start date to 24:00 on the end date.
3. Differentiated peak-staggering production
(1) Carbide slag cement clinker production enterprises shall sign "peak-staggering replacement" agreements with non-carbide slag cement clinker production enterprises , which shall be examined and verified by local (state, city) and municipal departments of industry, information and ecological environment. Report to the industry, information and ecological environment departments of the autonomous region and the Corps for the record. Carbide slag cement clinker production lines that have not signed the "peak staggering replacement" agreement must strictly implement the peak staggering shutdown time in their respective areas.
(2) In order to promote technological innovation in the cement industry, support cement enterprises to implement ultra-low emission transformation, give full play to the leading and exemplary role of benchmarking enterprises, and improve the level of green development of the industry, cement enterprises that implement co-disposal, (raw) fuel substitution and ultra-low emission transformation may apply for appropriate extension of kiln opening time. Enterprises that meet the following conditions at the same time shall not repeat the application.
1. Enterprises with the task of coordinated disposal throughout the year may not carry out peak staggering production, but the cement production load should be reduced appropriately. Enterprises that cannot achieve annual disposal can be divided into four grades of 40,000 tons, 60,000 tons, 80,000 tons and 100,000 tons according to the coordinated disposal volume in 2025 (more than 20,000 tons), and the kiln opening time can be extended by 6 days, 9 days, 12 days and 15 days respectively.
2. According to the proportion of using biomass fuel to replace fossil fuel in 2025 (the replacement rate should be more than 10%), it is divided into four grades: 15%, 30%, 45% and 60%, and the kiln opening time is extended by 6 days, 9 days, 12 days and 15 days respectively.

4. Relevant work requirements
(1) Enterprises shall organize production in accordance with the law and regulations and in accordance with the registered production capacity. Once the off-peak production plan is issued, it shall not be changed in principle. Without the approval of the provincial competent department, the enterprise shall not open the kiln in advance without authorization. The time of kiln shutdown by the enterprise outside the peak staggering plan shall not be included in the peak staggering plan.
(2) The Xinjiang Building Materials Industry Association is responsible for coordinating the work of "peak staggering replacement" between military enterprises and enterprises across prefectures, organizing carbide slag and non-carbide slag cement clinker production enterprises to sign "peak staggering replacement" agreements, which will be submitted to the departments of industry, information and ecological environment of prefectures, cities and divisions for examination and approval before December 1, 2025. It will be reported to the industry, information and ecological environment departments of the autonomous region and the Corps for the record and publicity before December 15, 2025.
(3) Enterprises that meet the requirements for extending the opening time of kilns shall be examined and approved step by step, and relevant verification materials (hazardous waste permits, coordinated disposal in 2025, the proportion of biomass fuels replacing fossil fuels, etc.) Shall be submitted to the local (state, city) or municipal departments of industry, telecommunications and ecological environment for verification and approval before March 1, 2026. Before April 1, 2026, it shall be submitted to the departments of industry, information and ecological environment of the autonomous region or the Corps for unified examination, approval and publicity. Enterprises that fail to apply within the time limit shall be regarded as giving up automatically.
(4) In principle, non-A-level production enterprises with performance classification shall not apply for change or extension of kiln opening time during the winter heating period. During the period of kiln opening, if the local heavy pollution weather warning is issued, the production enterprises shall implement the corresponding local emission reduction measures, and make up for the insufficient days of kiln opening.
(5) If an enterprise really needs to adjust the peak staggering plan due to special reasons such as safety in production, prevention and control of air pollution, and guaranteed supply of key projects, it shall submit the application report and application form (see Annex 1 for details) to the local (state, city) or municipal departments of industry, information and ecological environment for examination and verification 15 working days ago. On the basis of fully soliciting the opinions and suggestions of other cement enterprises in their respective regions and taking into account the supply and demand of the local cement market and the air quality as a whole, the departments of industry, information and ecological environment of prefectures (prefectures, cities) and divisions shall strictly check and verify them. If it is really necessary to adjust them, the relevant materials shall be submitted to the departments of industry, information and ecological environment of the autonomous region or the Corps for review 10 working days ago. In principle, each enterprise is only allowed to adjust once in the annual peak staggering cycle, and the reasons for adjustment are not sufficient. If the time of peak staggering is changed uniformly in the region, the local government (administrative office) shall organize relevant departments and all cement enterprises within the jurisdiction to apply to the departments of industry, information and ecological environment of the autonomous region and the Corps after demonstration, and no separate application of regional enterprises shall be accepted during the period of change.
(6) Xinjiang Building Materials Industry Association should play a bridge role, strengthen industry self-discipline, organize and carry out peak staggering production in cement industry, strengthen policy interpretation, and timely reflect new situations, new problems and countermeasures. Regularly disclose the implementation of peak staggering production in cement enterprises, and expose the enterprises whose implementation is not in place.
(7) The industrial and telecommunications departments of all localities (prefectures, municipalities) and divisions should earnestly fulfill the leading responsibility of supervision, strengthen communication and coordination with relevant military and local departments, organize and carry out supervision and inspection of peak staggering production, guide and urge enterprises to organize production according to the production capacity on record, coordinate the joint implementation of peak staggering production plans by cement enterprises in the region, and coordinate the implementation of peak staggering production plans. Enterprises with good peak, non-performance, non-trustworthiness and illegal overproduction should be urged to rectify and make up for the time of kiln shutdown. Refusing to rectify the offer to negotiate with the legal person of the enterprise and make a public announcement, not accepting the application for peak staggering within one year, not supporting the declaration of air pollution prevention and control fund projects within three years, and timely submitting the rectification report to the industry, information and ecological environment departments of the autonomous region and the Corps.
(8) All localities should intensify media publicity, create a good atmosphere of public opinion, strengthen industry self-discipline, and prevent "involution" vicious competition. It is necessary to open channels for reporting and make public the telephone number and e-mail address for reporting to the public in a timely manner.
