In recent years, our committee has thoroughly implemented the national "double carbon" strategic goal and comprehensively promoted the construction of clean energy island. Hainan has made breakthroughs in energy production, consumption structure optimization, new power system construction and infrastructure upgrading, providing a "Hainan model" for the national energy green and low-carbon transformation.

(1) The level of clean energy production and consumption has been greatly improved

. By 2024, the total primary energy production in Hainan Province has reached 11.26 million tons of standard coal, and the total production target of the 14th Five-Year Plan for Energy Development has been fulfilled ahead of schedule, which is 165% higher than that in 2018, with an average annual growth rate of 17.6%. Among them, the proportion of clean energy production is as high as 92. The level of clean energy consumption has been significantly improved, and the proportion of clean energy consumption has reached 43.5%, an increase of 9.7 percentage points over 2018. The consumption of natural gas and non-fossil energy has been increased by 13.1% and 11.

The power supply system has achieved "clean + diversification", and the proportion of clean energy consumption has been increased. The proportion of clean energy, non-fossil energy and renewable energy installed in the province reached 83.9%, 56.8% and 50.3% respectively, and the proportion of clean energy in the unified power generation was 68. Major projects such as Changjiang Nuclear Power Phase II and offshore wind power were accelerated, and offshore wind power projects were successfully connected to the grid. The digital grid platform has realized the sharing of global data, and the accuracy of key equipment data has exceeded 99%. In addition, the provincial virtual power plant management center has landed in Hainan, with an adjustable load resource scale of 500000 kilowatts, and the demand side response capacity has been significantly enhanced.

(3) Oil and gas facilities have been gradually upgraded, and gas fields such

as Dongfang 13-2 and Lingshui 17-2 have been put into operation, with an annual output of over 8.8 billion cubic meters of natural gas. The natural gas pipeline network around the island covers 12 cities and counties, and the project of gas going to the countryside benefits the whole province. By the end of 2024, a total of 4379 charging stations and 81 power exchange stations have been built in Hainan, with a total of 183800 charging piles (guns), and the ratio of vehicles to piles has reached 2. 100% coverage of charging facilities has been achieved in expressway service areas and all townships, which fully meets the travel needs of electric vehicle around the island and promotes low-carbon transformation in the field of transportation.

(4) Deepening mechanism reform and moving towards international

energy cooperation Hainan has deepened energy price reform and completed three rounds of transmission and distribution price reform. Establish a normal trading mechanism of "green electricity + green certificate", and break through the volume of green electricity trading in 2024. 14. Establish a cross-provincial power mutual aid mechanism, and guarantee the supply of foreign electricity in 2024. 4. Relying on Hainan International Energy Exchange Center, the total trading volume of the platform has broken through 1. (5) Coordinated development of technology and industry, continuous building of new energy productivity

, Hainan has successfully built tropical smart grid, charging facilities "one network", island micro-grid technology and other original technology sources. Offshore wind power equipment industry projects such as Mingyang, Shanghai Electric and Dongfang Electric have been completed and put into operation, the world's longest blade has officially rolled off the production line in Hainan, and the first phase of large-scale offshore wind turbine testing base has been put into operation in Lingao. The "Deep Sea No.1" project won the first prize of the National Science and Technology Progress Award and tackled the key technologies of deepwater oil and gas field exploration.

Our Committee has fully implemented Xi Jinping's thought of ecological civilization, firmly promoted the construction of the national ecological civilization pilot area, and promoted the construction of clean energy island by promoting the low-carbon transformation of energy production structure, the overall upgrading of energy infrastructure and the coordinated development of technology and industry.
