21 October, The official of the People's Government of Mukainaoer Town, Etuoke Banner, Ordos City, issued a tender announcement on the general contracting of 100MW distributed photovoltaic and industrial and commercial photovoltaic projects not issued by the town government. Publicize the "solemn statement" of the successful candidate. According to the

statement, an organization recently issued a tender announcement for the project named "100MW Distributed Photovoltaic and Industrial and Commercial Photovoltaic Project General Contracting", the project location is "Mukainaoer, Etuoke Banner, Ordos City, Inner Mongolia Autonomous Region", and the project number is "NMGZT-2025-051".

However, the people's government of Mukainaoer Town declared that it had never set up, approved or authorized any unit or enterprise to carry out the bidding work of "general contracting of 100m W distributed photovoltaic and industrial and commercial photovoltaic projects" within the jurisdiction of the town. Any tender notice, notice of award or contract signed in the name of the project has nothing to do with the government.

At the same time, the People's Government of Mukainaoer Town has formally reported and verified the matter to the People's Government of Etuoke Banner and the relevant competent authorities, confirming that the above project is not an official project planned and approved at the flag level. The relevant agencies have never released the information of the bidding project, and this incident has nothing to do with the people's government of Mukainaoer Town and the Gacha villages and communities under its jurisdiction.

It is reported that on September 16, China Public Service Platform for Tendering and Bidding issued the "EPC General Contracting Tender Announcement for 100MW Distributed Photovoltaic and Industrial and Commercial Photovoltaic Projects" for the first time. The tenderer is Pufa Science and Technology Development (Etuoke Banner) Co., Ltd. As described in the

tender announcement, the project is located in Mukainaoer Town, Etuoke Banner, Ordos City, Inner Mongolia Autonomous Region, with a total investment of 41250 million yuan. 100MW distributed household photovoltaic devices are constructed by leasing the roofs and courtyards of sheep houses of farmers, and the generated electricity is sold to the grid in full through transformers .

Subsequently, the project was postponed by issuing a correction announcement on October 9, 2025, and the bidding results were issued on October 4 and October 20. The winning bidders were China Construction Third Engineering Bureau Group Co., Ltd. (Leading unit) and Zhongke Shenghua Engineering Group Co., Ltd. (Member of the consortium).

Unexpectedly, the project was immediately terminated by the local government in person, solemnly declaring "cracking down on counterfeits"!
