Transport, the Ministry of Finance and the Ministry of Natural Resources recently issued the New Round of Rural Highway Promotion Action Plan.
It is proposed that by 2027, 300000 kilometers of newly rebuilt rural roads will be completed nationwide, and a convenient, efficient, inclusive and fair rural road network will be basically completed; 300000 kilometers of repair and maintenance projects have been implemented, the rate of good technical conditions has been maintained at more than 70%, 150000 kilometers of safety and life protection projects have been implemented, 9000 old and dangerous bridges (including life passage bridges and flood bridges) have been rebuilt, and the safety and service guarantee capacity of rural roads has been further improved.
The key tasks include promoting the upgrading of the backbone road network of rural roads, opening up the external fast passage of towns and major economic nodes in accordance with the construction standards of three-level and above roads, and encouraging the orderly promotion of the construction of the external double passage of towns and townships in areas where conditions permit.
For rural roads that do not meet the requirements of technical grade, we should upgrade and transform them as soon as possible to meet the standards.
Promote the extension and improvement of the basic road network of rural roads, promote more rural road construction projects to enter villages and households, accelerate the construction of graded roads for villages and hardened roads for natural villages (groups) with large population, plan a nd implement rural roads through villages as a whole, taking into account the functions of the main roads in villages, and promote the construction of rural roads. Implement the reconstruction of old roads and the widening and reconstruction of narrow rural roads or the construction of wrong lanes.
Strengthen the connection of rural roads, strengthen the connection of rural roads with national and provincial trunk lines, urban roads, village roads and other modes of transport, open the "broken road" and smooth the "microcirculation".
We will strengthen the construction of rural roads in poverty alleviation areas, old revolutionary areas, ethnic minority areas, reclamation areas, forest areas, sand control areas and coal mining subsidence areas. The implementation of
the New Round of Rural Highway Promotion Action Plan will have a positive impact on cement demand.
At present, the cement industry is facing the double test of energy saving, environmental protection and industrial intelligence upgrading. In order to implement the relevant policy requirements and accelerate the green low-carbon transformation and high-quality development of the cement industry, China Cement Network is scheduled for September 23-24. The 14th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference and the 6th Intelligent Summit Forum were held in Zibo, Shandong Province. This conference will bring together industry experts, enterprise representatives and many industry stakeholders to gather group wisdom and promote energy-saving, environmental protection and intelligent transformation and upgrading of the cement industry. During
the meeting, we will also organize a visit to the demonstration project of Qingzhou Zhonglian Cement Co., Ltd. with an annual output of 200000 tons of carbon dioxide oxy-fuel combustion coupled carbon capture.
