On December 3, the announcement of public bidding for the centralized procurement project of photovoltaic module framework of China Electric Power Construction in 2026 was issued. The total installed capacity of this
tender is 31 GW , of which, the procurement scale of TOPCon components is 24 GW, HJT components are 3 GW, BC components are 4 GW, and the size requirements are double glass 182mm and above. The application scope of the module includes domestic and overseas photovoltaic power generation projects.
This tender is divided into three packages for bidding, and potential bidders can bid for one package or all packages. In terms of
performance requirements, Package 1 requires the bidder's supply performance of N-type Topcon monocrystalline silicon photovoltaic modules in the past three years (from January 2023 to the present) to be no less than 2000MWp;
Package 2: the supply performance of N-type HJT monocrystalline silicon PV modules in recent three years (from January 2023 to the present) is not less than 500MWp;
Package 3: the supply performance of monocrystalline silicon PV modules in recent three years (from January 2023 to the present) is not less than 1,000MWp. Consortium bidding is not accepted
in this tender. The deadline for submission of
bidding documents (bidding deadline, the same below) is 10:00 on December 24, 2025.
It is worth noting that this tender will determine the shortlisted suppliers of photovoltaic modules of China Power Construction Group (Stock) Co., Ltd. in 2026 according to each package (the number of shortlisted suppliers will be determined according to the actual number of bidders), and sign a framework agreement, which will be valid until the results of centralized procurement in the next year are officially announced. The purchase of photovoltaic modules of various specifications and models by the subsidiaries of the Group (Joint Stock) Company shall be carried out in accordance with the framework shortlist and agreement.
In addition to special circumstances, the sub-enterprises of the group (joint-stock) company will directly invite the shortlisted suppliers to determine the final transaction unit of the photovoltaic modules they need through negotiation or bidding procurement, and sign the procurement contract after the project landing and the specific procurement needs are clear, according to the bidding results. No separate bidding will be conducted. In 2026, China Power Construction Group (Stock) Co., Ltd. will summarize the total procurement demand on a quarterly basis, carry out the centralized secondary competition in each quarter within the scope of the shortlisted suppliers, and determine the suppliers for the transaction.
In addition, on the same day, China Electric Power Construction also issued a public tender announcement for the centralized procurement project of photovoltaic inverter framework in 2026. The inverter required for the photovoltaic power generation project of the subsidiary enterprise in 2026 will be purchased in a centralized manner by means of public bidding. The inverter will be purchased in three packages with a scale of 31 GW. The deadline for submission of
bidding documents (bidding deadline) is also 10:00 on December 24, 2025.
