The meeting pointed out that we should improve our ideological position and promote transformation with high quality. Promoting the implementation of ultra-low emissions in cement and coking industries is an important measure to promote the green, low-carbon and high-quality development of the industry and to help fight the Blue Sky Defense War in depth, as well as to implement the relevant requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deeply Fighting the Strong Battle of Pollution Prevention and Control" and the "Action Plan for Continuous Improvement of Air Quality" of the State Council. The meeting stressed the need to continue to strengthen the organization and implementation and speed up the progress of transformation. First, enterprises with slow progress should speed up the progress of project construction, move forward the original time node, actively declare the central air pollution prevention and control fund support, do a good job of project implementation fund guarantee, and effectively promote the progress of the project. Thirdly, in terms of clean transportation, enterprises should equip full-time personnel to strengthen transportation management, improve access control and video surveillance systems, as well as electronic accounts for incoming and outgoing transport vehicles, in-plant transport vehicles and off-road mobile machinery, and continue to rely on government, bank and enterprise platforms. "One-to-one" with new energy heavy truck production and leasing enterprises to develop full-process solutions, focusing on promoting clean transportation in the factory.
The meeting called for strict evaluation and management, and strengthened supervision and supervision. After completing the transformation of ultra-low emission and accumulating enough time for stable operation, enterprises can carry out evaluation and monitoring by themselves or by entrusting qualified monitoring institutions and competent technical institutions in strict accordance with the requirements of indicators and relevant technical documents, and relevant enterprises should immediately start to carry out the evaluation and monitoring. At the same time, the ecological environment departments at the municipal and county levels will strengthen the supervision of enterprises that have completed the transformation of ultra-low emissions, including those that have completed some processes, organize "double random" assistance and supervision, comprehensively use monitoring, law enforcement, assistance and other ways to monitor the emission standards of enterprises at all times, and commit fraud and steal emissions.
