All provinces, autonomous regions, municipalities directly under the Central Government, Sinkiang Production and Construction Corps and reform commissions, competent departments of industry and information technology, departments (bureaus) of ecological environment, departments (commissions, administrative commissions, bureaus) of housing and urban-rural development, market supervision bureaus (departments, commissions), and energy bureaus:

In order to implement the Party Central Committee, In accordance with the "Opinions of the National Development and Reform Commission and Other Departments on Strengthening the Clean and Efficient Utilization of Coal" (Development, Reform and Operation [2024] 1345), the State Council's decision-making and deployment to promote the coal industry from low-end to high-end and coal products from primary fuel to high-value products, and to engage in business with relevant parties. The Benchmarking Level and Benchmark Level in Key Areas of Clean and Efficient Utilization of Coal (2025 Edition) are hereby issued, and the relevant matters are notified as follows.

1. Expanding the scope of key areas, strengthening the guiding role

, combining with the development status and potential of the coal industry, and on the basis of the previous benchmark level and benchmark level of energy efficiency in key areas, the coal consumption of coal-fired power generation and heating, and coal-based natural gas are included in the scope. Improve the benchmark level of clean and efficient utilization of coal by benchmarking the advanced level in the field of clean and efficient coal at home and abroad, as well as the advanced energy efficiency index values and the most stringent pollutant emission requirements in the current national and local policies and standards. Referring to the access value or limit value in the current national standards and the relevant indicators specified in the national policy documents, the benchmark level of clean and efficient utilization of coal is scientifically determined. The benchmarking level and benchmark level in key areas of clean and efficient utilization of coal will be dynamically adjusted according to the development of the industry and the revision of standards, and the leading role of benchmarking level and the binding role of benchmark level will be strengthened.

2. Classified implementation of transformation and upgrading, focusing on improving the level

of utilization, encouraging and guiding industry enterprises to implement transformation and upgrading of projects in combination with actual and long-term development. For new coal development and utilization projects and conditional stock projects, the level of clean and efficient utilization should be raised as much as possible, and efforts should be made to reach the benchmark level. For the stock projects whose clean and efficient utilization level is lower than existing benchmark level, we should guide enterprises to carry out the transformation of clean and efficient utilization of coal in an orderly manner, accelerate the promotion of enterprises to reduce pollution and carbon, and resolutely eliminate backward production capacity and backward technology in accordance with the law and regulations. For projects requiring clean and efficient utilization and transformation of coal, all localities shall specify the time limit for upgrading and elimination (generally not more than 3 years) and the annual plan without affecting the supply of electricity and heat, upgrade to above the benchmark level within the specified time limit, and strive to reach the benchmark level; projects that cannot be completed on schedule shall be eliminated. Strengthen the research and development, popularization and application of technology and equipment for clean and efficient utilization of coal, carry out the evaluation of clean and efficient utilization of coal projects, and actively promote the construction of technological transformation and upgrading projects.

3. Strengthen policy support, accelerate transformation and upgrading

, make full use of existing policy tools and working mechanisms, and strengthen market regulation and supervision of clean and efficient utilization of coal. We will use existing central funding channels to actively support key projects for clean and efficient utilization of coal that meet the requirements. We will improve relevant financial policies and guide and attract social capital to participate extensively in the clean and efficient use of coal. Banking financial institutions should be guided to increase credit support for eligible green low-carbon transformation projects in accordance with the principles of marketization and legalization. We will implement preferential policies on special equipment, technological transformation and comprehensive utilization of resources, accelerate the pace of enterprise transformation and upgrading, and improve the overall level of clean and efficient utilization of coal. at all levels should fully understand the importance of promoting clean and efficient utilization of coal, summarize work experience in time, base themselves on local reality, strengthen overall planning and cohesion, adhere to the concept of system, strengthen the implemen tation of responsibilities, refine work arrangements, intensify efforts to promote clean and efficient utilization of coal, and promote clean and efficient utilization of coal.
