2025, the Department of Ecology and Environment of Hainan Province made public the second batch of routine inspections and rectifications, and the results of the rectification of the noise and pollution of Honghuaxi in Zhongneng Cement Plant of Tunchang County aroused concern. The report focuses on two major problems: one is the deterioration of the water quality of Honghuaxi in Huanxi Road due to the direct discharge of domestic sewage from Dongfeng Community and other areas; the other is the noise of the transport vehicles of Zhongneng Cement Plant disturbing the residents at night. of December 6, Chen Xinghe, deputy mayor of Tuncheng Town, led a joint group of water and ecological environment departments to conduct on-site verification. After water quality sampling, noise monitoring and other multi-dimensional investigation, it was confirmed that the report was true: the pollution of Honghuaxi was caused by the damage and blockage of the pipe network, and the noise of night transportation in the cement plant exceeded the standard.
Tunchang County immediately implemented the "zoning control" program to simultaneously promote water pollution control and noise control. In terms of water pollution, the County Water Bureau took the lead in repairing the damaged pipe network in Dongfeng District and other areas, and laid the 310-meter DN600 sewage main pipeline from Wenhua Bridge to Honghua Bridge on Huanxi Road to solve the problem of sewage collection from the source. The project was completed in early July.
The water quality test showed that the water quality of Honghuaxi after rectification reached Class III-IV standard, which was better than provincial Class V water requirement, and the ecological function and living environment of residents were improved.
In view of the noise of the cement plant, the county traffic police brigade and the town government interviewed the person in charge of the enterprise and asked them to optimize the time and frequency of night transportation and strengthen vehicle maintenance and noise reduction.
