The report is of great significance to further consolidate the consensus of all parties on the development of new energy storage, guide the healthy and orderly development of new energy storage, support the construction of new power systems, promote the implementation of the "double carbon" strategy, and achieve a good start of the "15th Five-Year Plan" of the new energy storage industry. The official publication of the Report is timely.

First, the law and policy are clearly positioned, and the new energy storage has become the key technical equipment

to ensure the safe and stable operation of the power system and promote the development of energy transformation. The Energy Law incorporates "promoting the high-quality development of new energy storage" into the legal framework, and the Report on the Work of the Government is first written into "developing new energy storage". It is clear that the function orientation of the new energy storage is to play its regulating role in the new power system, which indicates that it has become the key technology to support the construction of the new power system. The report shows that the installed capacity of new energy storage in China achieved a historic breakthrough in 2024, totaling 73.76 million kilowatts, an increase of 130% over the end of 2023. Large-scale development achieves structural upgrade: large-scale, medium and long-term new energy storage dominates the trend, with 62% of projects with single station scale ≥ 100,000 kW and 86% of projects with energy storage duration ≥ 2 hours; independent and shared energy storage leads the growth, with a total installed capacity of 34.12 million kW (accounting for 46%), an increase of 15 percentage points over 2023; The utilization efficiency has been greatly improved, with an average annual equivalent utilization hours of 911 hours (300 hours higher than that in 2023), which is equivalent to the annual utilization hours of distributed photovoltaic in the central and eastern regions. The new energy storage further plays its role of regulation and support, providing peak guarantee for 20 provincial power grids during the summer peak period, and providing millisecond fault recovery capability for grid-type energy storage to ensure system stability under high proportion of new energy access.

The report shows that in 2024, 26 national standards and 18 industry standards were issued in the field of new energy storage, covering the whole chain of planning and design, access to power grid, operation control, maintenance test and post-evaluation, and providing new energy storage. The differentiated development of technology routes is guided by performance classification to avoid low-end redundant construction; the industry is forced to eliminate backward production capacity by strict safety standards to improve the level of intrinsic safety.
