China State Construction Third Engineering Bureau Co., Ltd. (Hereinafter referred to as China Construction Third Engineering Bureau) was established in July 1965 with the approval of the State Council, headquartered in Wuhan City, Hubei Province. It is a wholly-owned subsidiary of China State Construction Co., Ltd. and a large state-owned construction and installation backbone enterprise with multi-function and collectivized operation.
In 1965, the predecessor of China Construction Third Engineering Bureau Co., Ltd., the Third Engineering Bureau of the Ministry of Construction (the Tenth Command of Dukou), was formally established in Sichuan Dukou (Panzhihua). In 1966, according to the instructions of the Ministry of Construction, the three bureaus were formally transferred from Dukou City, Sichuan Province, to Guizhou Province to undertake construction tasks. In 1970, the Third Bureau of the Ministry of Construction was renamed the Third Engineering Bureau of the State Construction Commission. In 1973, the State Construction Commission notified the Third Bureau to relocate Hubei in stages and batches on the premise of completing the construction tasks of Guizhou 011 Project. In 1979, it was renamed the Third Engineering Bureau of the State Administration of Construction Engineering. Since 1982, it has been affiliated to China State Construction Engineering Corporation. In June 1991, China Construction Third Engineering Bureau Co., Ltd. was established. In 1993, it was approved by the Ministry of Construction as the first batch of general contracting enterprises in China and the first-class qualification of general contracting for construction. In 2002, it was approved as the first batch of special qualification for general contracting of projects in China.
China Construction Third Engineering Bureau Co., Ltd. has ranked first in the main economic indicators of China Construction Group Engineering Bureau for many years. At present, China Construction Third Engineering Bureau has 26 major secondary business units, more than 2500 projects under construction, covering 31 provinces, autonomous regions, municipalities directly under the Central Government and two special administrative regions of Hong Kong and Macao, and its overseas marketing network covers nearly 40 countries and regions in the world. Zhou Sheng, born in November 1978, is a member of the Communist Party of China and senior engineer. After graduating from Chongqing Jianzhu University in August 1999, he joined China Construction Group and successively served as General Manager of the Fourth Business Department of the Management Department of China Construction Algeria, General Manager of China Construction Algeria Company, Secretary of the Party Working Committee and Chairman of the Board. On February 8, 2023, he was appointed Deputy Secretary of the Party Committee, Director and General Manager of China Construction Third Engineering Bureau Co., Ltd. In August 2025, he was appointed Chairman and Secretary of the Party Committee of China Construction Fourth Engineering Bureau Co., Ltd.
