The co-processing of hazardous wastes in the cement kiln of this project still relies on the clinker burning system of the existing cement production line with a clinker production scale of 7500 t/d in Guizhou Maoxin Cement Co., Ltd., and does not involve cement grinding and packaging processes. After the adjustment of the hazardous waste code, the scale of co-disposal of hazardous wastes in this project is planned to be 100,000 tons/year, including 3000 tons of HW02 pharmaceutical wastes, 2000 tons of HW04 pesticide wastes, 2000 tons of HW06 waste organic solvents and organic solvent-containing wastes, totaling 13 Class.

Recently, the Department of Ecology and Environment of Guizhou Province issued the announcement of the approval opinions on the environmental impact assessment documents (reports) of construction projects to be made on September 8, 2025. Main environmental impact and environmental protection countermeasures and measures:

The non-methane total hydrocarbon meets the requirements of Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996), the particulate matter meets the requirements of Table 1 of the Emission Standard of Air Pollutants for Cement Industry (GB4915-2013), and the odor concentration meets the requirements of the secondary standard of Table 2 of the Emission Standard of Odor Pollutants (GB14554-93). It is discharged through 24 m high exhaust funnel (DA089). The odor treatment facility adopts the purification process of "cyclone dust collector + ZCF-P5W plasma air purifier + ZCF-P5W multi-stage packing spray absorption tower". The kiln inlet waste gas is treated by the existing kiln inlet flue gas purification facilities, and the particulate matter, NOx, SO2 and NH3 in the discharged waste gas meet the requirements of Table 1 of the Emission Standard of Air Pollutants for Cement Industry (GB4915-2013). HF, HCl, mercury and its compounds (as Hg), thallium, cadmium, lead, arsenic and its compounds (as Tl + Cd + Pb + As), beryllium, chromium, tin, antimony, copper, cobalt, manganese, nickel, Vanadium and its compounds (calculated by Be + Cr + Sn + somebody + Cu + Co + Mn + Ni + V) shall be discharged through 150m high exhaust funnel (DA012) after meeting the requirements in Table 1 of Standard for Pollution Control on Solid Waste Co-processing in Cement Kiln (GB30485-2013). The existing flue gas purification facilities at the kiln inlet adopt the treatment process of "SNCR denitration + electric-bag composite dust collector", and the kiln inlet is equipped with a bypass system. The waste gas generated by the bypass system relies on the existing bypass flue gas purification system of the cement kiln. The treatment process is that the bag filter collects the dust and returns to the electric-bag composite dust collector for treatment, and then it is discharged together with the flue gas at the kiln inlet.
