According to foreign media reports, on September 12, India's Ministry of New and Renewable Energy (MNRE) issued a draft amendment proposing to include solar wafers in the list of approved models and manufacturers (ALMM).
It is worth noting that the mechanism will establish a separate ALMM List-III for silicon wafers with reference to the current component list ALMM List-I and the battery list ALMM List-II to be implemented in June 2026 .
In addition, to ensure the integration of upstream production, The draft amendment also stipulates that the silicon wafer manufacturers listed on the list must also have the silicon ingot production capacity matching the silicon wafer production capacity to be applied for.
In addition , the amendment stipulates that solar projects within the scope of ALMM must purchase modules from List I, while modules must use cells from List II, and these cells must use silicon wafers from the new List III.
It is worth noting that in order to promote the development of local photovoltaic manufacturing industry. Reducing foreign " According to SBICAPS, driven by ALMM List-I, India's component production capacity has increased from 2
in 2014, followed by India's efforts to promote the development of the local battery industry. The solar cell list ALMM List-II was released on July 31, 2025 . It is reported that the list will be implemented from June 1 , 2026.
By the end of July 2025, India's solar cell production capacity is close to 27 GW .
