According to reports, The European Commission approved an aid plan with a scale of 23 billion euros (about 179.968.1 billion yuan)-deploying more than 37.15 GW in Italy The aid is aimed at supporting the use of onshore wind power, its total energy consumption from renewable energy by 2030. It will also help to reduce the country's electricity price and reduce its dependence on imported energy.
Most of the support funds will be issued through competitive auction , and the project developers will bid for the lowest feasible electricity price required for the project.
Italy will set up an exclusive bidding auction mechanism for solar photovoltaic and onshore wind energy projects with installed capacity exceeding 1MW . Applicants participating in this tender are required to meet additional pre-qualification criteria under the EU's Net Zero Industry Act. Projects with an installed capacity of less than 1MW can be exempted from the bidding auction process and can be directly supported by subsidies. The implementation price of such small-scale projects will be approved by the Italian Energy Regulatory Authority through administrative means.
The European Commission said that the 23 billion euro budget was based on a forecast of market conditions, and that if electricity prices remained higher than current expectations, the actual subsidy expenditure would be significantly reduced. After evaluation, the
European Commission determined that the subsidy scheme met the relevant requirements of the National Assistance Framework of the Clean Industry Agreement, and set up a safeguard mechanism to prevent excess compensation, including measures to stop granting subsidies when electricity prices are negative.
