Huizhou Guangda Cement Enterprise Co., Ltd. Guanghua Cement Plant Cement Kiln Production Line Technical Transformation Circular Economy Project (Phase II) is located in Longmen County, Huizhou City, Guangdong Province. Relying on the existing two cement clinker lines within the scope of the existing plant, 80000 tons/year of hazardous waste will be co-disposed. Including 20,000t/a HW13, 40,000t/a HW18 and 20,000t/a HW49; high-aluminum materials (10,000t/a) are used to replace part of the raw materials. The main environmental impacts of

the project and the countermeasures and measures to prevent or mitigate adverse environmental impacts include:

(1) Waste gas: the waste gas generated by the project includes cement kiln flue gas, dusty waste gas, etc. After effective measures are taken, they are discharged up to the standard respectively.

(2) Waste water: production waste water, domestic sewage and initial rainwater shall be reused after treatment and shall not be discharged.

(3) Acoustic environment: The noise is reduced by selecting low-noise equipment and taking measures such as sound insulation and shock absorption to ensure that the noise at the factory boundary is discharged up to the standard.

(4) Solid waste: the hazardous waste is treated and disposed by a qualified unit or by relying on the existing project; the general industrial solid waste is treated in accordance with the law and regulations; the domestic waste is cleaned and transported by the environmental sanitation department.

(5) Underground water: the plant area is divided into key anti-seepage area, general anti-seepage area and simple anti-seepage area, and corresponding anti-seepage measures shall be taken for each area.

(6) Environmental risks: strengthen management, strictly implement various environmental risk prevention measures and contingency plan, and prevent the occurrence of environmental risk accidents.

According to the conclusion of the environmental impact assessment of the project, the technical assessment report and the preliminary examination opinions of the relevant municipal ecological environment departments, and in accordance with the relevant provisions of the approval procedures for the environmental impact assessment of the construction project, the Department of Ecology and Environment of Guangdong Province intends to make an approval decision on the environmental impact assessment documents of the project.
