Recently, the Taiyuan Municipal People's Government of Shanxi Province issued the Action Plan for Consolidating and Improving the Environmental Air Quality of Taiyuan City in 2026. Among them, it is proposed that we should take the continuous decline of PM2.5 concentration as the main line, promote the emission reduction of nitrogen oxides and volatile organic compounds, coordinate the control of ozone pollution, continuously reduce the total emission of air pollutants, and strive to achieve a good start of the "15th Five-Year Plan" ecological environment protection.
The Plan focuses on key areas and key links, and deploys six key actions. Among them, the key actions of the cement industry include:
First, by the end of 2026, three coking and six cement enterprises will complete the assessment, monitoring and acceptance of ultra-low emission transformation, and submit public applications.
2. Continuously increase the proportion of clean transportation (excluding six national vehicles) in key industries such as thermal power, coal mine, iron and steel, coking and cement, and focus on promoting clean transportation in coking enterprises and small and medium-sized coal mines in Qingxu County, with the proportion of clean transportation reaching more than 80%; Industrial and mining enterprises with an annual freight volume of less than 1.5 million tons will coordinate the layout of coal railway collection stations and logistics bases, actively promote multimodal transport and bulk cargo "bulk to bulk", adopt vehicles of national five standards and above for highway transportation, gradually promote the use of new energy vehicles, and increase the proportion of clean transportation.
3. Complete the integrated construction of access control system and car washing platform of key enterprises and A-level, B-level and leading enterprises in the city on time, access to the supervision platform, realize the source control of vehicle washing and information registration, and gradually extend the access control system and car washing platform to the dregs yard, key construction sites and key vehicle users in the city.
4. Promote the co-treatment of "five dusts" discharged by construction, roads, bare land, storage yards and industrial enterprises without organization. Strengthen the comprehensive renovation of construction sites, dynamically update the list of construction sites in the whole city, strictly implement the requirements of "six hundred percent"; strictly carry out the dynamic rating of construction sites, at least twice a year; all key construction sites have completed the installation of β-ray dust monitoring instruments, and access to the network operation of the monitoring platform.
