We will strictly control new capacity in industries with excess capacity such as steel, cement, electrolytic aluminum and flat glass, and replace new, renovated and expanded projects with equal or reduced capacity.

Recently, the Department of Ecology and Environment of Inner Mongolia issued the Key Points for the Prevention and Control of Air Pollution in Inner Mongolia Autonomous Region in 2019. It was learned from the documents issued that a "three-link" mechanism should be established to link project EIA approval with planning EIA, existing project environmental management and regional environmental quality. Strict environmental assessment and approval of high energy consumption, high material consumption and overcapacity, low-level duplicate construction projects, and other construction projects with major environmental risks. < br/> To promote the withdrawal of heavily polluting enterprises from urban built-up areas into parks, the people's governments of the leagues and municipalities shall formulate plans for heavily polluting enterprises located in urban built-up areas, such as iron and steel, petrochemical, chemical, non-ferrous, metallurgical, cement and pharmaceutical enterprises. The relocation and transformation shall be completed within a time limit, and the production shall be suspended if the city is not returned within the time limit. < br/> We will strictly control new production capacity in industries with excess production capacity such as steel, cement, electrolytic aluminum and flat glass, and replace new, renovated and expanded projects with equal or reduced production capacity. < br/> Nonferrous metals (excluding alumina), cement , flat glass, coking, etc. In Hohhot, Baotou, Wuhai and surrounding areas, Zhungeer Banner and Dalate Banner of Ordos For key industries such as petrochemical and chemical industries and coal-fired boilers of 65 steam tons/hour or above, special emission limits will be fully implemented for new projects. Active enterprises will complete upgrading and transformation by the end of 2019, and special emission limits will be implemented from January 1, 2020. < br/> The enterprise formulates a transformation plan for unorganized emissions, strengthens the management of unorganized emissions in key industries such as thermal power, iron and steel, non-ferrous metals, building materials , coking, thermal production and supply, and establishes a management list for each league and city. < br/> From January 1, 2019, the whole region will supply gasoline and diesel that meet the Sixth National Standard , and realize the "three-oil integration" of vehicle diesel, ordinary diesel and some marine fuels. < br/> By the end of June 2019, Hohhot City, Baotou City, Ordos City, Wuhai City, Chifeng City and Wulanchabu City will complete the delimitation of prohibited and restricted areas for diesel trucks below the national third-stage (inclusive) standard, and other areas will be completed by the end of 2019. < br/> Strictly implement the environmental impact assessment of mineral resources development and build green mines in an all-round way. According to the Green Mine Construction Plan of Inner Mongolia Autonomous Region, the newly established mines shall be constructed according to the green mine standards, the production mines shall meet the green mine construction standards within a time limit, and the mining enterprises that do not meet the green mine standards shall gradually withdraw from the market. < br/> Define the list of production enterprises that stop production, limit production and limit emissions during heavy pollution weather within the jurisdiction, refine emergency emission reduction measures, implement them to all process links of enterprises, to specific production lines and responsible persons, and implement the list management of "one factory, one policy".
