2024, Huaxin Cement Fuling Company had a general object strike safety accident during the dismantling operation of wharf bucket lifting and dust collector equipment. Tracing back to the root cause of the accident, the whole accident is not accidental, the core is that the implementation of the main responsibility of enterprise safety production is mere formality, and there are many key loopholes in on-site operation management and control.
Specifically, there are obvious shortcomings in the management and control of special operations in enterprises. In view of the special construction scheme for this equipment removal, the enterprise did not organize the front-line workers to carry out pre-job special training, and the construction personnel were not standardized enough; before the operation, the enterprise did not truthfully inform the steel platform of major risks such as falling, nor did it specify the corresponding provention and control and emergency measures, and the risk warning link was missing. At the same time, the on-site safety inspection is not in place, the workers'illegal operation behavior can not be found and stopped in time, and the hidden danger investigation is not timely, which eventually leads to safety accidents. After the
accident, Fuling District Emergency Management Bureau carried out accountability work according to law, and all penalties and internal accountability measures have been put in place. Among them, Huaxin Cement Chongqing Fuling Company was imposed an administrative penalty of 510000 yuan according to law for its inadequate performance of the main responsibility of safety production, and the relevant fines have been paid in full.
For accident-related management personnel, enterprises implement internal accountability mechanism. Lu Mooming, the main person in charge of the company, failed to fulfill his duty of safety supervision, failed to control the illegal operation on site, and assumed leadership responsibility; Huang Moyong, the head of the maintenance department, had the problems of lack of risk notification and lack of on-site supervision, and assumed direct management responsibility. Both of them were notified and punished by the enterprise, and the standard performance pay was deducted for two months, and the accountability was clear.
