Tongchuan Shengwei Reconstruction and Expansion of 200,000t/a Cement Kiln Co-processing Solid Waste Project

Recently, the Department of Ecology and Environment of Shaanxi Province issued the Announcement of the Decision of the Department of Ecology and Environment of Shaanxi Province on the Approval of Environmental Impact Assessment Documents for Construction Projects to be Made on September 30, 2026, which includes the reconstruction and expansion project of Tongchuan Shengwei 200000 tons/year cement kiln co-disposal of solid waste (Phase I).

Project overview: Tongchuan Shengwei Building Materials Co., Ltd. is located in Lijiagou Village, Huangbao Town, Wangyi District, Tongchuan City, with three cement clinker production lines (1 # cement kiln with a design capacity of 5000 tons/day, 2 # cement kiln with a design capacity of 4500 tons/day, The design capacity of 3 # cement kiln is 4500 tons/day, and the total production capacity is 14000 tons/day of cement clinker. In the existing 2 # and 3 # cement kilns, the co-disposal capacity of general industrial solid wastes is increased by 100,000 tons/year, and the general solid wastes to be disposed include SW03 slag, SW07 sludge, SW59 other industrial solid wastes, SW06 desulfurized gypsum, SW12 drilling cuttings, SW16 chemical wastes, SW90 urban sewage sludge, etc.; At the same time, the co-disposal capacity of hazardous wastes in 2 # cement kiln is increased by 100,000 tons/year, and the opening and construction of associated facilities channel connection project (as a standby line for co-disposal of solid wastes). The type of hazardous waste disposal in 2 # cement kiln is the same as that in 3 # cement kiln. 2 # and 3 # cement kilns are not synchronized to carry out coordinated disposal of solid waste. After the implementation of the project, the consumption of raw and auxiliary materials for the production of the existing 1 # cement kiln and cement grinding line (not replacing the admixture) will not be changed, and only part of the raw materials for 2 # and 3 # cement kilns will be replaced. The total investment of the project is 100,000 yuan, including 10,000 yuan for environmental protection, accounting for 10% of the total investment.
