2. Accelerating the construction

(3) Speed up the construction of charging and switching facilities in expressway service areas. We will expand the coverage of electric heavy truck charging and replacement facilities in busy sections of expressways in an orderly manner, strengthen the effective connection of cross-regional charging and replacement facilities, and meet the energy demand of medium and long distance transportation. New (renovated) expressway service areas should synchronously construct heavy truck charging facilities or reserve construction and installation conditions. The completed expressway service areas should speed up the construction and renovation of heavy truck charging facilities, gradually increase the number of heavy truck charging parking spaces, and construct heavy truck charging facilities according to actual needs. To improve the utilization efficiency of charging and switching facilities, power stations should also have independent charging service functions, and encourage the sharing of heavy truck charging and switching facilities with local roads in open service areas. We will comprehensively promote the construction of charging and replacement facilities for electric heavy trucks and the development and utilization of clean energy such as photovoltaic and wind energy, build integrated facilities for "wind and solar energy storage and replacement" according to local conditions, and promote the optimization of energy supplement costs for heavy trucks.
(4) Promoting the integration and development of energy supplement network and power grid. Power grid enterprises should be guided to increase the access support of distribution network to electric heavy truck charging and switching facilities, incorporate the energy demand of heavy truck charging and switching into the overall consideration of power grid planning at all levels, and speed up the upgrading and expansion of regional distribution system. Carry out local direct charging of new energy heavy trucks and green electricity, and support the nearby consumption of new energy within the road area. We will promote local support for zero-carbon highway transport corridors in the planning and layout of new energy and clean energy, project warehousing, and grid-connected access. Electric heavy trucks should be guided to use valley power to reduce the cost of energy supplement, and electric heavy trucks should be encouraged to explore the application of bidirectional charging and discharging technology.
(5) Strengthen the safety management of energy supplement facilities. Compacting the main responsibility of enterprises in the construction and operation of energy supplement facilities, strengthening the management and control of the whole process of equipment selection and purchase, and verifying the certification documents of charging piles and supporting equipment products. Supervise and urge the construction and operation enterprises of energy supplement facilities to strengthen the quality and safety management of construction and operation and maintenance. Establish regular safety inspection mechanism for energy supplement facilities, traceability system for the whole life cycle of batteries in power exchange stations, strengthen real-time safety monitoring and abnormal linkage disposal of batteries in stations, enhance the availability of facilities and the ability of fault disposal and emergency support, and ensure the safety of batteries in power exchange stations. The construction of new energy heavy truck parking and charging facilities should keep a safe distance from refueling, gas filling, hydrogenation stations and densely populated areas in expressway service areas. Strictly implement the mandatory national standards related to charging and replacement facilities.
3. Strengthen the support

(7) Accelerate the expansion and application of trunk line transportation. Promote large-scale transport enterprises, express and logistics enterprises, and large-scale freight fleets to take the lead in adopting new energy heavy trucks in trunk highway transportation. We will strengthen the supervision of clean transportation in industries with high energy consumption and emissions, such as mining, iron and steel, thermal power, non-ferrous metals, coking and coal chemical industries, and promote the use of new energy heavy trucks for trunk highway transportation of bulk goods in an orderly manner. We will actively guide container transportation and express transportation enterprises to adopt new energy heavy trucks for trunk highway transportation. Focus on transportation scenarios such as "coal transportation from Xinjiang", "coal transportation from Shanxi, Shaanxi and Inner Mongolia" and "grain transportation from north to south", and encourage cross-regional joint efforts to build zero-carbon highway transportation routes for bulk goods such as energy, ore and grain.
(8) Continuously strengthen the application of short-and medium-distance transport scenarios. We will further expand the use of new energy heavy trucks in short-and medium-distance transport scenarios, give full play to the advantages of new energy heavy trucks in multimodal transport scenarios, accelerate the substitution of new energy for transshipment vehicles in ports, freight hubs (logistics parks), industrial and mining enterprises and coal storage bases, and gradually realize new energy. We will continue to promote the new energy of mine transport vehicles, construction waste transport vehicles, concrete mixers, urban logistics distribution vehicles and postal express vehicles. To guide major national infrastructure projects to give priority to the selection of new energy heavy truck construction vehicles. We will increase the promotion and application of new energy heavy trucks in key areas of air pollution prevention and control, such as the Beijing-Tianjin-Hebei and Fenwei plains, and in the Yongjin corridor. 4. Improving the operation service and supervision system
