In order to thoroughly implement the strategic plan of the Party Central Committee and the State Council on "carbon peak and carbon neutralization", and to implement the requirements of the Ministry of Industry and Information Technology and other six departments, namely, the Work Programme for Steady Growth of Building Materials Industry (2025-2026) and the Implementation Plan for Overcapacity Resolution and Difficulty Relief and Development of Cement Industry in Guizhou Province (2025-2027), the Ministry of Industry and Information Technology and other six departments have carried out the plan. On September 30, Guizhou Cement Industry Association issued the Notice on Staggered Production of Cement Industry in the Fourth Quarter of 2026 (Qian Shui Xie Zi [2026] No.07) to deploy the staggered production of cement in the fourth quarter of the province.
At present, the cement industry in Guizhou Province is facing a severe situation of structural overcapacity and continuous expansion of losses. The association said that normalized peak-staggering production is of great significance to promote green and low-carbon development of the industry, improve quality and efficiency, and standardize capacity management, help prevent "involution" vicious competition, maintain a dynamic balance between supply and demand, and reduce air pollutant emissions, and enterprises should effectively strengthen their responsibilities and be advocates of peak-staggering production. Promote anti-involution, strong self-discipline and steady growth of the industry.
The notice requires that all new dry process cement clinker production lines in the province implement peak staggering production, and that the kiln shutdown time of each line in the fourth quarter is not less than 65 days, of which each line in October is not less than 18 days. If there is another requirement to increase the number of peak staggering days during the sensitive period of atmospheric environment, it shall be implemented in accordance with the provisions of relevant departments.
Each cement enterprise plans in advance and scientifically formulates a precise peak-shifting production plan for each month, so as to achieve "monthly clearance and monthly settlement"; during the peak-shifting period, it coordinates the maintenance of cement kilns, environmental protection facilities and ultra-low emissions, and comprehensively improves the level of green and low-carbon development around the overall goal of carbon peak in the industry.
