Recently, the Development and Reform Commission and the Public Security Department of Xinjiang Uygur Autonomous Region jointly issued five typical cases of "punishing the crime of collusion in bidding according to law and standardizing the order of the bidding market".
It involved a major case of more than 1.459 billion yuan.
[Basic facts of the case] From December 2019 to October 2023, Wang Mou and Sheng Mou, Li Mou, Lei Mou and others set up a construction engineering limited company in partnership to win the bid by organizing more than 60 companies nationwide to bid, bribing bid evaluation experts and other means, and then package and sell or subcontract in violation of regulations. The project funds were withheld layer by layer for profit, and the total amount of winning projects was as high as 1.459 billion yuan. On August 31, 2024, the People's Court of Shule County sentenced Wang Mou to fixed-term imprisonment and a fine for the crime of collusion in bidding and bribery of non-state functionaries.
[Typical significance] This case is a typical case of professional operation and collusion in bidding. The criminal chain of "bid-bid-selling" by criminal gangs has caused systematic damage to the fair competition in the local bidding market, eroded the industry ecology and seriously shaken market confidence. Faced with such crimes, public security organs and development and reform departments should strengthen coordination and linkage, always maintain a severe crackdown situation, completely destroy the chain of criminal industries, resolutely safeguard the fairness and justice of the bidding market with a zero tolerance attitude, purify the industry ecology, and guide market participants to abide by business integrity and compete fairly according to law.
