The proportion of green electricity has been included in the energy-saving supervision of cement enterprises in Shanxi Province.

On October 10, six departments of Shanxi Province jointly issued a number of measures to promote the consumption of non-fossil energy power.

The document introduces measures from six dimensions: rigid constraints of new two high projects, green power substitution of stock enterprises, tapping the potential of non-fossil energy power generation, inter-provincial green power reflux, accounting monitoring and closed-loop supervision; For new steel, cement, electrolytic aluminum, polysilicon, data center and other two high projects, the rigid proportion of non-fossil energy power consumption is required, and the remaining two high projects account for no less than 30% after deducting residual heat, pressure and gas power generation; It is clear that only the purchase of green certificates and the transaction of non-electric energy are not included in the consumption of non-fossil energy electricity, the emission factors of self-generated and self-used new energy and direct connection of green electricity are calculated as zero, and the projects that fail to meet the standards are not allowed to pass the energy saving review and carbon emission evaluation; the energy saving and carbon emission formed by the completion of green electricity substitution by the stock enterprises can be used as the replacement sources of energy consumption and carbon emission of the new two high projects; At the same time, we should optimize the incentive of energy storage and peak shaving, the management and control of coal-fired self-owned power plants, the flexible transformation of coal-fired power, encourage the purchase of green power between provinces, establish monthly monitoring and early warning, interview credit punishment mechanism for provinces, cities and key enterprises, consolidate the responsibility of green power consumption in key industries, and support the landing of the province's "15th Five-Year Plan" double-carbon assessment target.

The specific requirements related to cement are as follows:

1. In the proposed "two high" projects, the proportion of non-fossil energy power consumption of steel, cement, electrolytic aluminum, polysilicon and data center shall not be lower than "national minimum proportion target" issued by the National Energy Administration in that year (other "two high" projects shall not be lower than 30% of electricity consumption); It is necessary to prepare the consumption plan and sign the responsibility letter synchronously in the feasibility study stage.

2. In the energy conservation review and carbon emission assessment, the power emission factor of self-generated and self-used renewable energy power and green power direct connection power shall be calculated as zero; "projects with irregular accounting shall not pass the energy conservation review and carbon emission assessment".

3. Steel, cement and electrolytic aluminum projects in operation must strictly implement the national minimum proportion target.

4. The energy savings and carbon emissions generated by the stock projects through green power substitution can be fully used as the energy consumption substitution source and carbon emission replacement source of the new "two high" projects after provincial approval-the system of "green power for capacity index" is clear for the first time.

5. Single purchase of green certificate (non-electric energy transaction) is not included in non-fossil energy electricity consumption.

6. The substandard projects shall be interviewed, notified and included in the credit record, and included in the annual energy conservation and carbon reduction monitoring and project energy conservation acceptance.
