On October 15, the Natural Resources Bureau of Lingwu City, Ningxia, published an administrative penalty decision.
The content shows that Ningxia Baofeng Photovoltaic Power Generation Co., Ltd. is suspected of illegally occupying grassland and woodland in laying 35 KV collector lines in Dayangqi Village, Xisan Village, Yangjiaquanwan Village and Yongli Village, Majiatan Town, Lingwu City. On September 29, 2026, Lingwu Natural Resources Bureau served the notice of administrative penalty and the notice of hearing of administrative penalty to Ningxia Baofeng Photovoltaic Power Generation Co., Ltd., which did not apply for hearing within the legal time limit.
According to relevant regulations, the Natural Resources Bureau of Lingwu City imposed the following administrative penalties on the company:
(1) Confiscation of new buildings and other facilities built on illegally occupied land. At the same time, a fine of 100 yuan per square metre for 11.08 mu (7300 square metres) of illegally occupied grassland was imposed, totaling 730000 yuan . A fine of 400 yuan per square metre for 0.05 mu (32 square metres) of illegally occupied dry farmland shall be imposed, amounting to RMB 128000 yuan
(2) . 0.48 mu (324 square meters) of dry farmland damaged by vehicle rolling shall be restored within a time limit, and a fine of 400 yuan per square meter shall be imposed. RMB 129600 yuan , 99.77 mu of grassland vegetation damaged by vehicle rolling shall be restored within a time limit, and a fine of 9 times the average output value of 84.5 yuan/mu in the three years before the grassland was damaged shall be imposed. About RMB 75,900 yuan ;
(3) Order the restoration of 4.81 mu (3202 square meters) of shrub forest land within a time limit , and impose a fine of 15 yuan per square meter for illegally changing the use of forest land. It is about 48,000 yuan .
To sum up, Ningxia Baofeng Photovoltaic Power Generation Co., Ltd. was fined about 996,300 yuan .
It is worth noting that the company should fulfill the above administrative penalty decision within 15 days. If the fine is not paid within the time limit, a late fee of 3% shall be imposed on the amount payable per day. According to
the data, Ningxia Baofeng Photovoltaic Power Generation Co., Ltd. was established in 2016, and its business scope covers solar power plant construction and power generation, electricity sales, solar power plant system integration and operation management, etc. The controlling shareholder of the company is Gansu Baofeng New Energy Technology Co., Ltd., whose major shareholder is Ningxia Baofeng Group.
