On October 13, the Sichuan Provincial People's Government and the Chongqing Municipal People's Government issued the Implementation Plan for the Construction of Beautiful China Pioneer Areas in Sichuan and Chongqing. It is pointed out in
the plan that the Company will coordinate the implementation of off-peak production in cement, brick and tile industries; coordinate the promotion of ultra-low emission transformation in key industries such as cement and coking and the in-depth treatment of building materials, waste incineration, non-ferrous metals and other industries, carry out the investigation and rectification of inefficient and ineffective equipment processes, and implement the action of improving performance levels. Promote the large-scale consumption and utilization of large industrial solid wastes such as phosphogypsum, carry out the investigation and renovation of phosphogypsum depots, and complete the renovation of phosphogypsum depots by 2027.
The plan also calls for the promotion of energy-saving and carbon-reducing transformation of traditional industries such as iron and steel, non-ferrous metals, building materials, chemical industry and inefficient data centers in stock.
In order to implement the decision-making and deployment of the Party Central Committee and the State Council, help to upgrade the development level of the Chengdu-Chongqing economic circle, build the beautiful China Pioneer Area in Sichuan-Chongqing region at a high level, and build an important ecological barrier in the upper reaches of the Yangtze River and the Yellow River in an all-round way, this implementation plan is formulated.
First, the overall requirement
is to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, comprehensively implement the idea of Xi Jinping and ecological civilization, thoroughly implement the national strategy for the development of the western region and the decision-making plan for the constru ction of the economic circle of Chengdu and Chongqing, adhere to innovative linkage, key breakthroughs, complementary advantages, joint defense and co-governance, and strive to build a well-off society in an all-round way. Efforts should be made to make breakthroughs in building a regional ecological protection pattern, building a clean energy supply area in the Yangtze River Basin, and building a high-quality livable land, so as to build a pioneer area for safeguarding national ecological security in Sichuan and Chongqing. By 2027, the water quality of the Yangtze River (Sichuan-Chongqing section) and the Yellow River (Sichuan section) will remain stable at Class II, the air quality will continue to improve, the total discharge of major pollutants and the intensity of carbon emissions will continue to decline, and the ecosystem will be more stable. By 2030, the quality of ecological environment will be improved in an all-round way, the stability and sustainability of ecosystem diversity will be steadily improved, green production and lifestyle will be widely formed, the modernization of ecological environment governance system and governance capacity will be basically realized, the strategic role of safeguarding national ecological security will be more prominent, and the beautiful China Pioneer Area in Sichuan and Chongqing will be basically built. New and significant progress has been made in supporting the construction of a beautiful China.
2. Building an important growth pole
for high-quality development of green kinetic energy (1) Building a cooperative and win-win green industrial system. Focusing on the iterative upgrading of the "33618" modern manufacturing cluster system and the in-depth implementation of the six dominant industries in Sichuan Province, Chongqing will jointly expand the trillion-level industrial clusters such as intelligent networking, new energy vehicles, electronic information and advanced materials, and continue to expand and strengthen the green and low-carbon dominant industrial clusters. Promote the intelligent, green and integrated development of manufacturing industry, and accelerate the cultivation of green manufacturing entities such as green industrial parks and green factories. Promote the expansion and upgrading of producer services, and create a number of energy-saving and environmental protection industrial clusters.
(Two) build a diversified and reliable clean energy security system. With hydropower and new energy as the two main bodies, we will promote the integrated development of water, wind, light and storage, enhance the supply capacity of green hydrogen energy, and accelerate the construction of a world-class high-quality clean energy base. We will promote the construction of the Sichuan-Chongqing UHVDC project and the Sichuan-Chongqing 1000 KV UHV AC project, and build the UHV ring network of the Chengdu-Chongqing load center. We will promote the construction of flexible power regulation projects such as pumped storage and new energy storage, and support the development of virtual power plants, smart micro-grids and direct connection of green power. We will focus on increasing reserves and production of gas fields, laying out 10 billion cubic meters of natural gas storage in southwest China, and jointly building 100 billion cubic meters of national oil and gas production bases in Sichuan and Chongqing. By 2027, the installed capacity of renewable energy will account for 75% of the total installed capacity.
(3) Accelerating green and low-carbon transformation in key areas. We will jointly build a shipping center in the upper reaches of the Yangtze River at a high level, vigorously develop such modes as rail-water intermodal transport, river-sea intermodal transport and water-water transit, and upgrade the quality of "hydrogen corridor", "electricity corridor" and "intelligent corridor". Promote the low-carbon upgrading of transportation equipment in key areas, and realize new energy for new or updated operating vehicles and machinery in airports and logistics parks. We will promote energy-saving and carbon-reducing transformation of traditional industries such as iron and steel, non-ferrous metals, building materials, chemical industry and low-efficiency data centers in stock. We will promote green construction and promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings. We should strengthen resource conservation, intensive and efficient recycling, and make full use of idle and stock assets and resources.
(4) Promoting the realization of the goal of carbon peak in an all-round way. Establish and improve regional carbon assessment, industry carbon control, enterprise carbon management, project carbon evaluation, product carbon footprint and other work systems, and carry out carbon footprint certification pilot projects for new energy vehicles and power batteries, photovoltaic products, electronic and electrical appliances. Actively integrate into the national carbon emission trading market and the national greenhouse gas voluntary emission reduction trading market, and steadily expand the coverage of the carbon market. Implement actions to consolidate and enhance the carbon sink capacity of ecosystems, and carry out the construction of zero-carbon factories, zero-carbon parks and zero-carbon ports in an orderly manner. We will actively guide the implementation of a green and low-carbon lifestyle, and constantly improve public participation mechanisms such as "carbon inclusive" and "green bracelet".
3. Building a safe and resilient ecological barrier
in the western region (5) Protecting biodiversity with high quality. We will firmly implement the ten-year ban on fishing in the Yangtze River and strengthen the protection of key habitats such as spawning grounds and feeding grounds for rare and endangered aquatic species such as Yangtze sturgeon, Hucho taimen and Myxocyprinus asiaticus. We will promote the restoration of habitats for important species such as giant pandas and Francois langurs, strengthen the protection and restoration of key habitats for birds, and coordinate the rescue and protection of rare and endangered wildlife resources such as arborvitae and musk deer. We will improve the biodiversity observation network and continue to carry out biodiversity monitoring and assessment. We will strengthen the management and control of regional biosafety risks, strengthen the monitoring and provention and control of alien invasive species and the prevention and control of pests such as pine wood nematodes, and build a monitoring system for wildlife epidemic foci and diseases. We will strengthen the protection of urban biodiversity and build a number of publicity and education bases and experience sites for biodiversity science popularization.
(6) Promoting ecosystem optimization in a coordinated manner. With the "Six Screens" (Ruoergai, Sichuan-Yunnan, Qinba, Liangshan and Xiaoliangshan, Three Gorges Reservoir Area and Wuling Mountain National Key Ecological Function Zone) as the main body, we will coordinate the construction of the "Six Rivers" (Yangtze River, Jialing River, Wujiang River, Minjiang River, Tuojiang River and Fujiang River) ecological corridor and improve the multi-level ecological protection pattern of land space. We will implement major projects to protect and restore important ecosystems in key ecological areas of the Yangtze River (Sichuan-Yunnan ecological barrier, Qinba Mountains) and the Qinghai-Xizang Plateau ecological barrier area (Ruoergai Wetland), and enhance regional water conservation functions. Chongqing has improved its quality to build a "cross-strait green hill and thousand-mile forest belt", and Sichuan Province has built a national demonstration province of "four forest reservoirs". We will promote comprehensive control of soil erosion, carry out ecological restoration of mines, implement classified protection and multi-level management of water-level-fluctuating zones such as the Three Gorges Reservoir Area, and coordinate the construction of ecologically clean small watersheds in the adjacent areas of Sichuan and Chongqing. By 2027, the forest stock will increase by 0.
(7) Establish a coordinated supervision system for important ecological spaces. We will strengthen the coordination of protection and restoration supervision of important ecological spaces such as the red line of ecological protection and nature reserves, and continue to implement the special action of investigating the ecological environment problems of "Green Shield" nature reserves. Guided by the forest chief system, we will build a nature reserve system with national parks as the main body, build giant panda national parks with high quality, and coordinate with relevant provinces to promote the establishment of Zoige National Park and Shennongjia National Park. We will promote the evaluation of the effectiveness of major ecological restoration projects, the red line of ecological protection and the protection of nature reserves, and build a coordinated protection and management pattern of "mountain-plain-water body".
(Eight) jointly guard against environmental safety risks in key areas. We will strengthen the investigation of potential environmental hazards and risk provention and control in key areas such as hazardous wastes, heavy metals and tailings reservoirs, improve the environmental emergency prevention system of "one river (garden, road), one policy and one map", and jointly respond to unexpected ecological and environmental incidents across provinces (cities). We will carry out regular prevention and control of forest and grassland fires, flood control in key river basins, and comprehensive management of hidden geological hazards. We will further promote the construction of climate-adapted cities, coordinate the construction of sponge cities, and actively respond to extreme weather and climate events. Establish and improve the coordination mechanism of regional ecological security work, and enhance the ability of regional ecological security risk assessment, monitoring, early warning, response and disposal. Strengthen the capacity building of radiation environmental monitoring, continue to carry out cross-regional cooperation on radiation safety in Sichuan and Chongqing, and strengthen the use of radioactive sources in different places.
4. Promoting the continuous improvement
of regional environmental quality (9) Improving quality and efficiency to fight for the protection of clear water. We will coordinate the protection of the water ecological environment of the Yangtze River and the Jialing River (Sichuan-Chongqing section), coordinate the treatment of cross-border water bodies such as the Fujiang River and the Qiongjiang River, deepen the tackling of total phosphorus pollution in the Min (Tuo) River Basin, carry out the investigation and assessment of the water ecological environment, and build an integrated water environment management system linking upstream and downstream. We will implement actions such as environmental protection of drinking water sources, making up for shortcomings in urban domestic sewage pipe networks, preventing and controlling water pollution in industrial parks, and investigating and renovating sewage outlets into rivers, so as to basically eliminate black and odorous water bodies in urban and rural areas, improve the long-term prevention system, and strengthen the protection and management of water bodies around the masses. Strengthen the joint operation of river basin control water projects to ensure that the basic ecological flow of key rivers and lakes reaches the standard rate of more than 90%. By 2027, more than 10 cross-border beautiful rivers and lakes and happy rivers and lakes will be built.
(10) Precise measures should be taken to defend the blue sky. Focusing on the transmission channels in the adjacent areas of Sichuan and Chongqing, the fold belt in eastern Sichuan and the northwest of Sichuan Basin, we will improve the linkage response mechanism for long-term and large-scale pollution processes in autumn and winter, coordinate the implementation of peak-staggering production in cement, brick and tile industries, and jointly carry out early warning of heavy pollution weather and emergency emission reduction. We will coordinate efforts to promote the transformation of ultra-low emissions in key industries such as cement and coking, and the in-depth treatment of building materials, waste incineration and non-ferrous industries, carry out the investigation and rectification of inefficient and ineffective equipment processes, and implement the action of upgrading performance levels. Strengthen the coordinated supervision of mobile pollution sources, and promote the elimination of trucks with emission standards of the fourth and below countries and construction machinery with emission standards of the second and below countries. We will accelerate the solution of outstanding urban ecological and environmental problems such as noise, cooking fumes, and stench. By 2027, fine particulate matter (PM2.11
) will address both the symptoms and root causes and fight to defend the Pure Land. Deeply carry out provention and control of soil pollution sources, and promote the traceability and remediation of polluted agricultural land in stages. We will continue to implement a special soil pollution control project for 1 km of land vacated by chemical industry along the Yangtze River, strengthen the connection between environmental restoration and development and construction of polluted land, and strictly control heavily polluted and high-risk land. We will promote the management of groundwater environmental zoning and prevention at different levels in an orderly manner, and strengthen the risk control of groundwater pollution in hazardous waste disposal sites, domestic waste landfills and chemical industry parks.
(Twelve) implement the treatment of solid waste and new pollutants. We will promote the large-scale consumption and utilization of large quantities of industrial solid wastes such as phosphogypsum, build a centralized disposal center for special types of hazardous wastes in southwest China, and promote the co-construction and sharing of facilities in adjacent areas of Sichuan and Chongqing and the coordinated emergency disposal of solid wastes across provinces and cities. We will carry out special rectification actions for illegal dumping and disposal of solid waste, and carry out investigation and rectification of karst cave garbage, phosphogypsum depots, domestic waste landfills and historical solid waste dumps. We will deepen the information-based supervision of the whole process of hazardous waste and strictly control the landfill disposal of hazardous waste. Strengthen the environmental supervision and recycling of waste electrical appliances dismantling and "new three kinds" decommissioned equipment. Build a "waste-free city" in Sichuan and Chongqing to promote the transformation of domestic waste classification and upgrading. Explore and carry out the investigation of antibiotics in livestock and poultry manure, and continue to deepen the joint prevention and control mechanism of environmental risks of new pollutants. By 2027, the renovation of phosphogypsum depots will be completed, and the proportion of key solid waste landfills will decline steadily.
5. Cultivating beautiful urban and rural models
with Bashu charm (13) Building beautiful cities with high standards. Coordinating regional development, promoting the layout of major productive forces to Wanzhou, Yongchuan and Mianyang, Yibin-Luzhou, Nanchong-Dazhou and other provincial (municipal) sub-centers, and enhancing the comprehensive carrying capacity of Qianjiang and Leshan. Shaping the metropolitan style of Chongqing Mountain City and River City, supporting Chengdu to deepen the construction of Park City Demonstration Zone which implements the new development concept, and enhancing the comprehensive reputation of Liangjiang New Area and Tianfu New Area. Explore the co-construction of beautiful cities in Wandakai and other regions, and jointly cultivate the practice and innovation base of "green water and green hills are Jinshan and Yinshan" across regions and basins. By 2027, no less than 20 beautiful cities will be included in the scope of provincial (municipal) support.
(Fourteen) build beautiful countryside according to local conditions. Continuously improve the rural living environment, promote the treatment of rural domestic sewage mainly by resource utilization, improve the normal operation mechanism of rural domestic waste collection, transportation and disposal, ensure the safety of rural drinking water, and carry out rural greening and beautification according to local conditions. Promote the green and low-carbon development of agriculture, focus on highlighting the region, strengthen the systematic control of agricultural non-point source pollution, and promote the increase of soil organic matter content. To carry out the investigation and rectification of manure treatment and manure returning to the field for small and medium-sized farmers. We will strengthen the protection and utilization of historic and cultural towns and traditional villages, and promote the construction of beautiful countryside in different regions and counties. By 2027, more than 100 livable, industrial and beautiful rural areas will be built, and more than 97 beautiful rural counties will be built.
(Fifteen) inherit and carry forward the ecological culture of Bashu. We will coordinate the implementation of major projects such as the Yangtze River, the Long March National Cultural Park (Sichuan-Chongqing Section) and the Sichuan-Chongqing Grotto Temple National Heritage Park to create the Bashu Cultural and Ecological Reserve. Jointly build the eco-cultural tourism belt in the upper reaches of the Yangtze River with the cultural tourism brands of "Xiongqi Landscape, New Rhyme Chongqing" and "Splendid Tianfu, Easy Sichuan". We will promote the construction of various "beautiful cells" such as business cards, beautiful highways and eco-industrial parks in beautiful districts and counties.
6. Building a modern ecological governance system
(16) Promoting the coordination of policy standards. Jointly formulate (revise) pollutant discharge standards for key areas such as water and air. We will deepen the coordinated management and control of ecological environment zoning in the adjacent areas of Sichuan and Chongqing, and carry out pilot projects for the comprehensive reform of the whole chain system of ecological environment zoning management and control, environmental impact a ssessment and emission permits. We will promote the implementation of the ecological environment damage compensation system and coordinate the handling of cross-regional ecological environment damage compensation cases in Sichuan and Chongqing. Improve the regional judicial linkage mechanism, continue to carry out joint law enforcement of ecological environment protection in adjacent areas, use off-site law enforcement means to improve the quality and effectiveness of law enforcement, and basically achieve the unification of administrative penalty discretion benchmarks for ecological environment in Sichuan and Chongqing.
(17) Deepening the innovation of environmental and economic policies. We will accelerate the construction of green financial reform and innovation pilot zones and comprehensive reform of market-oriented allocation of resources and environmental factors, and expand financial products and services such as green credit, green bonds and green insurance. We will strengthen the promotion and application of platforms such as "Yangtze River Green Financing" in Chongqing and "Sichuan Easy Loan" and "Green Financing" in Sichuan, and promote mutual recognition of the evaluation results of green credit projects. Coordinate the implementation of the collection of environmental protection tax on volatile organic compounds. We will promote the registration of natural resources rights in key regions in an orderly manner, continue to deepen the compensation mechanism for horizontal ecological protection in Sichuan and Chongqing in the Yangtze River Basin, and carry out in-depth pilot projects on the value realization mechanism of ecological products.
(Eighteen) enhance the ability of digital and intelligent management of ecological environment. Promote data sharing in the field of ecological environment between Sichuan and Chongqing, construct high-quality data sets in the field of ecological environment, and explore the application of artificial intelligence (AI) enabling governance scenarios in the field of ecological environment. We will promote the construction of innovative application bases for digital and intelligent management of ecological environment in southwest China and the upper reaches of the Yangtze River, coordinate and improve the integrated ecological environment monitoring network of "sky and ground", deepen the digital and intelligent transformation of monitoring, and continuously improve the efficiency of intelligent monitoring and management of "AI + ecological environment". By 2027, two high-quality data sets of ecological environment will be created.
(19) Strengthen the construction of supporting capacity for scientific and technological innovation. We will tackle key core technologies in key areas such as carbon reduction, pollution reduction and sink increase, comprehensive treatment of solid waste, treatment of new pollutants and ecological restoration, and study and solve major issues of cross-regional, cross-basin and persistent ecological environment protection. Explore the development of ecological environment benchmark research. Through co-construction of scientific and technological innovation platforms, joint implementation of major scientific and technological projects, and promotion of two-way transformation of achievements, a number of regional leading scientific and technological demonstration projects have been formed.
(Twenty) speed up the implementation of major projects. According to the regulations, we should make good use of the central and provincial (municipal) financial funds, the "two new" and "two heavy" policies, focusing on the maintenance of ecological security, the improvement of ecological environment quality, the coordination of carbon reduction and pollution reduction, the construction of modern environmental infrastructure, as well as beautiful cities, beautiful villages, beautiful rivers and lakes, beautiful blue sky and beautiful pure land, and plan to implement a number of major projects.
7. To organize and implement
the overall responsibility of the people's governments of Chongqing and Sichuan for the construction of the beautiful China Pioneer Area in Sichuan-Chongqing region, under the framework of the existing cooperation mechanism, the ecological environment departments of the two provinces and municipalities, together with the relevant departments (units), shall establish and improve the special working mechanism, refine the key work and the division of annual tasks, and ensure the construction of the beautiful China Pioneer Area. Strengthen overall promotion and follow-up evaluation. We will increase support for the construction of the beautiful China Pioneer Area in Sichuan and Chongqing, and implement financial, industrial, financial, talent and scientific and technological policies to promote the construction of the Pioneer Area. We will implement the national action to build a beautiful China, strengthen the publicity and promotion of "beautiful cells" and typical cases, and jointly tell the story of beautiful Sichuan and Chongqing. Actively strive for the guidance and support of relevant state departments in project arrangement, system and mechanism reform, pilot demonstration, etc.
