On October 21, the European Commission announced the formal abolition of anti-dumping and countervailing duties on solar glass originating in China. The relevant measures have been implemented since October 22 .
According to the announcement of the European Commission, the key reason for the abolition of the measures is that the review investigation found that there are no active solar glass production enterprises in the EU, the industrial base protected by the original measures no longer exists, and there is no possibility of resuming production in the foreseeable future.
It should be noted that the EU's abolition is not aimed at all glass products, but at specific solar glass that meets the technical requirements of EU regulations.
According to the relevant EU regulations, the products involved are mainly toughened soda-lime flat glass . The key technical indicators include iron content less than 300ppm, solar transmittance more than 88%, heat resistance up to 250 ° C, thermal shock resistance up to Δ150K, and mechanical strength not less than 90N/mm ². After the
abolition, China's solar glass imports that meet the scope of application will no longer bear these two tariffs. At the same time, EU Customs will refund the relevant anti-dumping and countervailing duties imposed since the start of the review on July 22, 2025, but importers need to apply on their own initiative, and the refund will not be interest-bearing. After

more than 12 years of seesaw
battles, in February 2013, the European Commission launched an anti-dumping investigation into solar glass originating in China; In April, an anti-subsidy investigation was launched simultaneously on solar glass originating in China. In May
2014, the European Commission made a final ruling and formally imposed an anti-dumping duty rate of 0.4% ‑ 36.1% on solar glass originating in China; The countervailing duty rate is 3.2% ‑ 17.1% . In August
2015, the EU conducted an absorption review in accordance with relevant regulations, raising the anti-dumping separate enterprise tax rate to 17.5% ‑ 75.4% , while the countervailing duty rate remained unchanged.
By May 2019, the EU launched its first anti-dumping and countervailing sunset review investigation on solar glass originating in China. In July of the following year, the EU made a final ruling and decided to levy another five years: the anti-dumping duty rate was 17.5% -75.4% (depending on the enterprise), and the countervailing duty rate was 3.2% -17.1% . In July
2025, the second sunset review investigation was launched, the investigation period is from July 1, 2024 to June 30, 2025, and the industry injury investigation period is from January 1, 2022 to the end of the investigation period.
However, in this round of investigation, GMB Glasmanufaktur Brandenburg GmbH, the only remaining solar glass manufacturer in Europe, filed a bankruptcy petition with the German court in early July 2025 and closed completely in March 2026 because it failed to find a takeover investor. The bankruptcy
of GMB means that almost all the glass needed by European photovoltaic companies will be imported in the future. On October 21
, 2026, the European Union formally abolished the double anti-tariff on solar glass imposed on China.
In fact, since 2023, more than 20 photovoltaic companies in the European photovoltaic manufacturing industry have declared bankruptcy or substantially reduced capacity or been forced to transfer capacity. At present, from the overall pattern, the European photovoltaic industry chain presents a serious "hollowing "-the upstream silicon material and silicon wafer links are weak in the quarter. Most of them focus on the downstream component manufacturing links.
