In order to strengthen the effectiveness, it is suggested to carry out national price inspection with unified standards, open a green channel for complaints, investigate and deal with typical cases and strengthen publicity to form a deterrent; issue guidance documents for photovoltaic cost calculation, support industry associations to collect and publish benchmarking costs, and lay the foundation for price governance; It issued an open letter to resist illegal low-price transactions and pushed companies to send compliance signals to the world, including regulatory measures on export prices.

Third, strict standards should be adopted to speed up the clearance of backward production capacity. It is suggested to speed up the formulation and implementation of mandatory standards on energy efficiency, raise the three-level threshold of energy efficiency, and simultaneously implement the Requirements for Photovoltaic Module Nameplate Identification to achieve traceability. This is expected to promote the basic balance of supply and demand in the industry by 2027. At the same time, it is suggested that the export of products below the three-level energy efficiency index should be prohibited through the establishment of license management, so as to achieve a coordinated balance between domestic and foreign markets.
