On October 27, the Office of Industry and Information Technology of Inner Mongolia issued the Announcement on the Demolition and Withdrawal of the 3 # Clinker Production Line with a Daily Output of 2500 Tons of Ulanchab u Zhonglian Cement Co., Ltd. The 3 # clinker production line of Wulanchabu Zhonglian Cement Co., Ltd. has dismantled the core process facilities such as the cone of the decomposition furnace, the tertiary air duct, the high temperature fan, the tail coal scale and the tail coal conveying system equipment, and the waste heat boiler pipeline at the kiln head, and has fulfilled the procedures for the change of the production permit and the pollutant discharge permit, so it no longer has the conditions to resume the production of cement clinker.
In accordance with the relevant requirements of the Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (Version 2024) (original [2024] No.206 of the Ministry of Industry and Information Technology), the demolition and withdrawal of the 3 # clinker production line with a daily output of 2500 tons of Wulanchabu Zhonglian Cement Co., Ltd. is hereby announced as follows. The
company's 3 # clinker production line with a daily output of 2500 tons is located in Honggeertu Town, the right wing of Chahar, Wulanchabu City, and its production capacity is transferred to Yongdeng Qilianshan Cement Co., Ltd. of Lanzhou City, Gansu Province, and the 4 # production line in the factory area for capacity replenishment. According to the Request for Acceptance of 3 # Skilled Production Line De-functionalization of Wulanchabu Zhonglian Cement Co., Ltd. (Wu Gong Yi Fa [2026] No.120) issued by Wulanchabu Municipal Bureau of Industry and Information Technology, our office organized industry experts. On October 16, 2026, the withdrawal of 3 # clinker production line of Wulanchabu Zhonglian Cement Co., Ltd. was confirmed on site together with Wulanchabu Municipal Bureau of Industry and Information Technology and Chahar Right Rear Banner Bureau of Industry and Information Technology. The core process facilities of the production line, such as the cone of the decomposition furnace, the tertiary air duct, the high temperature fan, the tail coal scale and the tail coal conveying system equipment, and the waste heat boiler pipeline at the kiln head, have been dismantled and the procedures for the change of the production license and the pollutant discharge license have been fulfilled.
