Recently, the Energy Bureau of Inner Mongolia Autonomous Region issued a list of the first batch of independent new energy storage construction projects in 2026. Thirty-one projects, such as the 250000 kilowatt/1 million kilowatt-hour independent energy storage project in the new urban area of Hohhot, were identified to be included in the autonomous region's independent new energy storage power station planning, forming the first batch of independent new energy storage construction projects in 2026. There are 31 projects
included in the planning of independent new energy storage power stations in the autonomous region, with a total installed capacity of 8.15 million kilowatts/32.6 million kilowatt-hours, all of which adopt electrochemical energy storage technology and are planned to be put into operation in 2026 and 2027.
Document requirements:
1. The competent energy department of the League City shall implement the territorial responsibility and urge the owners of energy storage projects to implement the project filing procedures as soon as possible. According to the relevant requirements of the state, the project filing authority should clarify the main responsibility of safety production of the electrochemical energy storage project unit and implement the responsibility of project safety supervision. The competent energy departments of the League City should coordinate the departments and units of forest and grass, natural resources, ecological environment and power grid companies, and carry out the preliminary work in a down-to-earth manner. The competent energy departments of the League City shall strengthen the dispatching management of energy storage projects and timely report the construction and operation of the projects to the Energy Bureau of the Autonomous Region. If the projects to be put into operation in 2026 do not form the actual workload within 3 months from the date of issuance of this document and the projects to be put into operation in 2027 do not form the actual workload within 6 months from the date of issuance of this document, the competent energy department of the League City shall timely apply to the Energy Bureau of the Autonomous Region for the transfer of the autonomous region's independent new energy storage power station planning and the list of construction projects.
2. The owner of the independent new energy storage power station project to be put into operation in 2026 shall start the preliminary work of the project as soon as possible, start the construction in time after completing the relevant procedures such as project filing, take the initiative to negotiate with the grid enterprises about the access scheme and the construction sequence of the transmission project, and complete the access system design within 45 days from the date of issuance of this document; The independent new energy storage power station project to be put into operation in 2027 shall complete the access system design within 90 days from the date of issuance of this document. The independent new energy storage power station transmission project in the list of independent new energy storage construction projects in the autonomous region shall be constructed by the power grid enterprises. Power grid enterprises shall reply to specific opinions within 15 days from the date when the owner of the new energy storage power station project submits the design of the access system, and carry out the construction of the supporting transmission project as soon as possible in combination with the planning and site selection of the new energy storage power station and the access conditions of the power grid, so as to ensure that the transmission project and the energy storage power station are put into operation synchronously.
3. The owner of the independent new energy storage power station project shall carry out the engineering design and construction in strict accordance with the approved technical scheme of the project and the relevant provisions of the state and the autonomous region, and shall not adjust the technical scheme without authorization. Within two years from the issuance of this document to the completion of the project, the owner shall not transfer shares or change the investment subject without authorization.
4. Owners of independent new energy storage power station projects should strictly standardize the project construction process, and do a good job in the inspection and testing of new energy storage power station equipment in accordance with the relevant provisions of the state and autonomous regions, so as to ensure the safe and reliable operation of the new energy storage power station after putting into operation. Electrochemical energy storage project units implement the main responsibility of safety production, and coordinate the safety management of the whole process of project planning, design, construction, operation and decommissioning.
5. Power grid enterprises shall, in conjunction with the competent energy departments of the League cities, carry out the acceptance of independent new energy storage power station projects in strict accordance with the relevant provisions of the state and autonomous regions to ensure that the projects meet the relevant technical requirements, and that the independent new energy storage power station projects can be connected to the grid only after the acceptance is passed. The loss caused by the failure to meet the grid-connected conditions shall be borne by the owner of the independent new energy storage power station project.
6. The independent energy storage power stations in the list of the first batch of independent new energy storage construction projects in 2026 shall be included in the planning of the autonomous region, and the discharge to the public power grid shall be compensated. The compensation standard and compensation time shall be implemented in accordance with the relevant requirements of the autonomous region. In case of policy adjustment by the state and the autonomous region, the relevant requirements shall prevail.
