L2 sharing carrier: On the basis of L1, a industrial Internet platform is established to serve more than 50 small and medium-sized enterprises in the cluster annually, or to serve 30 small and medium-sized enterprises and more than 100 times (calculated by combining the number of specialized industrial space + industrial Internet platform service enterprises).
L3 level sharing carrier: On the basis of L2, there are specialized service agencies, serving more than 100 SMEs annually, or serving 50 SMEs for more than 150 times (calculated by combining the number of enterprises served by specialized industrial space + industrial Internet platform + specialized service agencies).
6. The identification of "Shared Intelligent Manufacturing"
in Hebei Province is organized by the Provincial Department of Industry and Information Technology as a whole, and the competent departments of industry and information technology at all levels are responsible for the division of labor and advance in an orderly manner. The specific time and requirements shall be subject to the declaration notice of that year.
(1) The competent departments of industry and information technology at the county level shall be responsible for cultivating warehousing enterprises and recommending warehousing to the competent departments of industry and information technology at the municipal level after meeting the requirements. In the identification work, the authenticity and compliance of the enterprise declaration materials shall be examined.
(2) The Municipal Bureau of Industry and Information Technology and the Bureau of Industry and Information Technology Data of Xiongan New District are responsible for the cultivation and management of warehousing enterprises within their jurisdiction, the establishment of a "shared factory (carrier)" cultivation bank, the selection of enterprises in the bank that meet the requirements of provincial recognition and recommendation to the Provincial Department of Industry and Information Technology, and the examination and verification of enterprise declaration materials.
(3) The Provincial Department of Industry and Information Technology shall organize experts to review the declaration materials of enterprises recommended by the municipalities, and the results of the review shall be made public to the public for three working days. If there is no objection to the publicity, the Provincial Department of Industry and Information Technology will officially release the list of shared factories (L3 level) and shared carriers (L3 level).
(4) The Municipal Bureau of Industry and Information Technology and the Xiongan New District Bureau of Industry, Information Technology and Data shall review and publish the list of shared factories and carriers at the municipal level (L1 and L2) in accordance with the provincial-level working procedures.
7. Management norms
(1) The validity period of provincial (L3) shared factories and carriers is three years. After the expiration of the validity period, the Provincial Department of Industry and Information Technology shall organize the review work. At the end of each year, L3 shared factories and shared carriers shall submit a cluster shared service report, and our office will randomly select 20% of them for on-site verification. If the service capability does not meet the identification conditions and grading standards, we will take measures such as rectification within a time limit, downgrade and cancellation of the rating.
(2) If the shared factory and the shared carrier have one of the following behaviors, the Provincial Department of Industry and Information Technology shall revoke its rating:
1. The shared function has been closed or invalid, and the enterprise has been terminated or unable to operate normally according to law;
2. Failure to submit the cluster sharing service report on time without justified reasons;
3. Failure to apply for review upon expiration of the validity period or failure to pass the review;

(III) The standardized management of L1 and L2 shared factories and carriers shall be carried out by the Municipal Bureau of Industry and Information Technology and the Bureau of Industry and Information Technology Data of Xiongan New District in accordance with the practices of provincial departments.
