On October 29, the Bureau of Ecology and Environment of Chongqing Economic and Credit Commission issued the Notice on the Arrangement of Staggered Kiln Production in Cement Industry from 2026 to 2027.
The implementation scope
is all cement clinker production enterprises in Chongqing (cement clinker production lines that use cement kilns to co-dispose of municipal solid waste throughout the year may not participate in peak staggering, but the cement production load should be reduced appropriately).
The implementation time
is from November 1, 2026 to February 28, 2027.
The
peak shifting task of cement clinker production line in this winter and next spring is 92 + X days, including no less than 17 days in November 2026, no less than 55 days from December 2026 to January 2027, and no less than 20 days in February 2027; "X" is adjusted according to air quality, environmental protection level and other factors. Enterprises shall organize production in strict accordance with the approved production capacity, and the actual daily output shall not exceed 110% of the registered daily production capacity, and the actual annual output shall not exceed the registered annual production capacity. During the execution of this document, the number of peak staggering starts and stops shall not exceed 3 times, and the step kiln opening mode shall be implemented in February 2027. Cement enterprises are encouraged to increase the time of peak staggering independently besides completing the task of peak staggering. During the heavy pollution weather response period, the emission reduction measures shall be implemented in accordance with the relevant provisions, and the original opening time of the kiln shall be postponed to the end of the heavy pollution weather response period. The requirements for
differentiated and precise peak shifting are as follows:
1. For enterprises with environmental performance level A, peak shifting will be reduced by 60%; for enterprises with environmental performance level B or "energy efficiency leader" in the previous year, peak shifting will be reduced by 20%.
2. If the national ultra-low emission (organized, unorganized transformation or clean transportation transformation) publicity conditions are met and the on-site verification stage of the Municipal Bureau of Ecology and Environment is passed, the peak staggering will be reduced by 20%. This reduction and exemption can be superimposed with the reduction and exemption of enterprises identified as Grade B of environmental protection performance or as "energy efficiency leader" in the previous year.
3. If the special cement production license is obtained and within the validity period, the annual output of special cement accounts for 50% or more of the total production capacity, and the peak staggering is reduced by 30%.
4. If the energy efficiency benchmark level was not reached in the previous year and the environmental performance was C or below, the peak staggering task will be increased by 10%.
5. Production lines or enterprises punished once or more by the Municipal Market Supervision Bureau and the Municipal Bureau of Ecology and Environment in the previous year shall not be exempted from peak staggering.
6. Those who fail to complete the tasks of peak staggering plan in the previous year and the first quarter of this year, and fail to make up for the number of days owed in the previous year before the third quarter of this year, can not enjoy the policy of peak staggering reduction and exemption.
7. Enterprises (except those that meet the requirements of Article 2) can only apply for one peak-staggering exemption, which can not be superimposed.
8. If the construction of the main project of ultra-low emission transformation is not completed as planned, the time of peak staggering and kiln shutdown shall be extended to the completion of the main project.
9. If a single enterprise has multiple production lines in production, it can implement the replacement of the number of days of peak staggering and kiln shutdown between production lines according to the actual situation (the replacement of large and small lines needs to be converted); Since 2024, production lines with less than 90 days of operation per year for two consecutive years, as well as heavy pollution weather response period, multi-production line enterprises are not allowed to carry out peak replacement of production lines.
