In the Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (2024 edition), which
is currently being implemented, it is clear that the production capacity of cement clinker and flat glass that is not within the scope of the compliance list submitted annually to the Ministry of Industry and Information Technology by the competent departments of industry and information technology at the provincial level cannot be used for capacity replacement.
To sum up, reporting and announcing the list of compliance production lines of cement clinker and flat glass in the region according to the required time every year should be the work items that the competent departments in each region must perform their duties.
However, it is not satisfactory in actual performance. The list of cement clinker and flat glass production lines in the region can be announced before March 31 every year, and there are some that have been announced for another year, and there are also some that have not been announced.
