Comprehensive Utilization Action Plan
is to implement the Ministry of Industry and Information Technology and other departments to promote the efficient and high-value utilization of phosphorus resources. In order to promote the high-quality development of phosphorus chemical industry in our province and improve the level of comprehensive utilization of phosphogypsum, this action plan is specially formulated.
First, the overall goal
is to improve the innovation ability, industrial structure, green development and industrial ecology of phosphorus chemical industry in the whole province by 2030, striving to achieve an output value of 250 billion yuan and drive the output value of the whole industrial chain to break through trillion yuan. There are more than 15 core technologies such as efficient exploitation of phosphorus resources, cleaner production and comprehensive utilization of phosphogypsum, and the proportion of high value-added products such as electronic grade phosphoric acid, phosphorus flame retardants and catalysts is over 40%, and the carbon emissions and comprehensive energy consumption per unit output value of phosphorus chemical industry are reduced by more than 20% and 5% respectively compared with 2025. The harmless disposal rate of new phosphogypsum is 100%, the comprehensive utilization rate is over 70%, and the comprehensive utilization rate of fluorine, silicon and calcium associated with phosphate rock is over 90%.
2. The spatial layout
is guided by "innovation-driven, green development, integration and coordination, open cooperation", and through the strategic layout of "one center, two bases and three regions", it focuses on building a new industrial pattern of "central leadership, dual-core drive and three-pole convergence".
(1) "One center-central guidance". Taking Chengdu as the "hub" of innovation and policy sources, Chengdu will give full play to its core advantages in scientific and technological research and development, talent convergence, industrial incubation and industrial policy, attract high-end talents, capital and upstream and downstream enterprises in the industrial chain, and provide technical support and innovation drive for the whole chain.
(2) "Two bases-dual-core drive". Take Deyang, Leshan-Liangshan as the "dual-core" to create a new pattern of coordinated development of phosphorus chemical industry in Deyang, Leshan and Liangshan, which are rich in phosphorus resources. The two bases work together with Chengdu Innovation Policy Source Center to build a whole chain system of "R & D-Foundation-Fine-Cycle" to realize resource sharing, technology collaboration and green co-governance.
(3) "Three regions-three poles gathering potential". Taking East Sichuan, Southwest Sichuan and Panxi as the "three poles", based on their respective resource endowments, location conditions and industrial foundation, we should implement differentiated layout and cohesive development efforts to form the advantages of the whole industrial chain from upstream phosphate ore to downstream high-end materials, and build the "innovation highland of fine phosphorus chemical industry" in East Sichuan, the "core hub of full-chain phosphorus chemical industry" in Southwest Sichuan, and the "demonstration base of characteristic resources" in Panxi.
3. Key tasks
(1) High-quality development of phosphorus chemical industry.
1. ① Promote the upgrading of phosphate fertilizer industry. Optimize the production process of ammonium phosphate, vigorously develop efficient and green phosphate fertilizers, and promote new phosphate fertilizers such as water-soluble fertilizers, slow and controlled release fertilizers and liquid fertilizers. ② Promote the upgrading of yellow phosphorus industry. We will expand the application of yellow phosphorus in new energy, new materials and other emerging fields, and vigorously develop high value-added products such as electronic grade phosphoric acid and phosphorus flame retardants. ③ Promote the development of high-end fine phosphorus chemical industry. Focus on the development of functional phosphate, compound phosphate, pyrophosphate and other fine deep-processing products, strengthen the "PMIDA, glyphosate, glufosinate" and other industrial chains, stabilize the global competitive advantages of glyphosate and glufosinate, develop sodium-free high-purity glyphosate and glufosinate; extend the development of phosphorus functional materials, high-end phosphide, polyphosphoric acid, phosphorus flame retardants and other deep-processing products.
2. ① Serve the development of new energy industry. We will focus on developing key materials such as lithium iron phosphate and lithium hexafluorophosphate, and build a number of high-level production bases for new energy battery materials. ② Support the upgrading of electronic information industry. We will accelerate the development of high-end products such as electronic-grade phosphoric acid, electronic-grade phosphine and phosphorus-containing electronic materials to meet the manufacturing needs of chips, semiconductor materials and optical materials. ③ Promote the development of biomedical industry. Develop high-purity phosphate and phosphorus-containing drug intermediates, focusing on the development of phosphorus-containing intermediates for the synthesis of antibiotics, vitamins and other drugs. ④ Promote the development of environmental protection industry. Develop efficient phosphorus-containing adsorbents and catalysts, develop phosphorus-based adsorption materials for removing heavy metal ions and organic pollutants in wastewater, and phosphorus-containing catalysts for desulfurization and denitrification. ⑤ Enabling the development of low-altitude economy and industry. Relying on lithium iron phosphate, lithium hexafluorophosphate, phosphorus-based solid electrolyte and other materials, the demand for low-altitude aircraft power batteries is guaranteed. Phosphorus flame retardants and phosphorus-based high-performance engineering plastics are used to prepare aircraft structures and interior parts, and indium phosphide materials are used to support laser radar semiconductor components to improve the protection and perception performance of low-altitude aircraft.
3. ① Continuously improve the innovation system and mechanism. Explore the collaborative innovation mechanism of industry, University and research in phosphorus chemical industry, take leading enterprises as the main body of innovation, build a regional common technology innovation platform, and build a sharing bank of industrial science and technology resources and a system of incubation and transformation of achievements. (2) To tackle the key problems of high efficiency guarantee technology for phosphate rock. Research and development of green phosphate mining technologies such as efficient mineral processing and comprehensive utilization of associated minerals to ensure the effective supply of phosphorus resources. ③ Development of phosphoric acid, yellow phosphorus and phosphide technologies. Develop technologies such as deep purification of wet-process phosphoric acid, co-production of wet-process phosphoric acid with sylvite, production of ultra-pure yellow phosphorus and production of high-purity phosphoric acid, develop low energy consumption production processes and equipment for yellow phosphorus such as new energy-saving electric furnaces, and develop new catalytic and green synthesis technologies for phosphide and organic phosphorus. (4) breaking through the preparation technology of new phosphorus-containing functional materials. Develop new phosphorus-containing functional materials and special materials for phosphorus processing, green phosphorus flame retardants and other technologies. Break through the new preparation process of black phosphorene and its optical, electrical and thermal applications. Develop a high-efficiency green preparation process of lithium hexafluorophosphate. ⑤ Develop efficient resource recovery and utilization technology. Develop technologies and equipment to improve the fluorine emission rate and recovery rate in the production of phosphoric acid and phosphate fertilizer, tackle the technologies of efficiently preparing high value-added chemicals from yellow phosphorus tail gas, producing white carbon black and nano-calcium carbonate from "three wastes" in the production of yellow phosphorus, and develop low-cost purification technologies for phosphogypsum and high-purity gypsum preparation. ⑥ Develop intelligent technology. Develop intelligent technologies such as unmanned mining, mine safety management Internet of Things and cloud services, intelligent ingredients and production, online monitoring and rapid identification of physical properties, and whole process control to support the construction of intelligent mines and factories (see Annex 2 for details).
4. (1) Strengthen the exploration and reserve of phosphate resources, focus on the key metallogenic belts of Leibo and Mabian to carry out resource exploration, build a dynamic monitoring system for reserves, promote the construction of phosphate bases in the two places, and coordinate the development and stable supply of phosphate resources in Deyang, Leshan and Liangshan. (2) Promote advanced mining and dressing technology to improve the "three rates" of mining, promote the intensive development of mines in different regions, consolidate the stock of mines and promote the construction of new mining areas. (3) Strictly control the construction of small phosphate mines, guide enterprises to merge, reorganize and integrate resources, and implement ecological restoration of mines to achieve green mining. (4) Establish a strategic reserve system of phosphate rock linked by government and enterprises, and promote the construction of provincial phosphate rock protection zones in Shifang-Mianzhu-Maoxian. (5) Improve the market-oriented allocation mechanism of mineral resources, give priority to the protection of leading enterprises, standardize the transfer of mining rights, cultivate the main body of "mining, dressing and processing" integration, and promote the local transformation of phosphate ore.
5. (1) Promote the upgrading of the phosphorus chemical industry enabled by the industrial Internet, open up the industrial chain and supply chain, and realize the transformation from mass production to mass customization. (2) Build pilot projects of intelligent mines and factories integrating intelligent production, operation and maintenance, and management, develop industrial Internet and intelligent equipment for landing mines, popularize 5G and big data, and consolidate the digital network foundation of enterprises. (3) Promote the joint construction of industry and regional industrial Internet service platform by government and enterprises, guide phosphorus chemical enterprises to implement intelligent transformation, realize intelligent management and control of the whole process, and build green intelligent factories.
(II) Comprehensive utilization of phosphogypsum.
1. ① Promote the upgrading of phosphate mining and washing process. We should adhere to the principle of "source reduction of mining enterprises" and implement the linkage between phosphate mining indicators and environmental quality level and the intensity of phosphogypsum production. ② Promote the green transformation of phosphoric acid production. Existing wet-process phosphoric acid enterprises are encouraged to implement advanced process transformation such as semi-hydrated dihydrate method and semi-hydrated dihydrate method to improve phosphorus recovery rate, reduce phosphogypsum impurities, improve quality and reduce production. (3) Strengthen the key technology of comprehensive utilization. Leading enterprises are encouraged to build provincial-level innovation platforms in conjunction with scientific research institutes, centralize production, teaching and research resources, systematically develop and implement phosphogypsum comprehensive utilization technologies, and integrate innovation across fields to expand new areas of large-scale and high-value utilization. ④ Promote the construction of harmless treatment facilities for existing wet-process phosphoric acid enterprises as a whole, design, construct and put into operation the harmless treatment facilities of new projects synchronously with the main works, and realize the harmless treatment of phosphogypsum by using washing, roasting and neutralization processes (see Annex 3 for details).
2. ① Promote the expansion of the scale of utilization of existing channels. Promote the use of phosphogypsum products in building materials, construction, municipal and polymer materials, and give priority to related products in government procurement and various government-invested construction projects. Relying on the Yangtze River water transport and railway to develop multimodal transport, optimize the transport system and broaden export channels. Relying on regional cooperation and industrial agglomeration effect, a cross-industry and cross-regional coordinated consumption of phosphogypsum is formed. ② Open up new scenarios for phosphogypsum utilization. Accelerate the landing of phosphogypsum road scenarios, encourage the application of phosphogypsum road construction materials in highway, municipal roads, park roads and other projects, develop phosphogypsum-based water-stabilized subgrade materials, and accelerate pilot demonstrations. We will expand the application scenarios of ecological restoration, encourage the production of phosphogypsum-based slope protection, filling and greening spraying materials, and expand the scale of comprehensive utilization of phosphogypsum in the fields of open-pit backfilling, underground filling and underground goaf filling. (3) promote that high-value utilization of the phosphogypsum. We will support enterprises, universities and research institutes in the province to exchange high-value phosphogypsum technology, develop low-consumption, environmentally friendly and high-performance gypsum-based cementitious materials and special gypsum products, tackle key problems and promote the process of green and low-cost phosphogypsum decomposition to sulfuric acid and co-production of calcium oxide, and explore the application of phosphogypsum in plastics, coatings, rubber and other industrial products. (4) constructing the strategic reserve system of sulfur resources. The consumption and disposal of phosphogypsum and the supply of sulfur resources shall be coordinated, and harmless phosphogypsum shall be included in the strategic reserve of sulfur resources (see Annex 3 for details).
3. ① Establish the whole process standard system. In view of the whole process of phosphogypsum production, harmless treatment, storage, transportation and comprehensive utilization, a series of standards are formulated. (2) Establishing the standard of comprehensive utilization products. Focusing on the application scenarios of building materials, road construction and ecological restoration, special technical specifications for phosphogypsum building materials, filling and backfilling, construction and acceptance of subgrade materials, and land restoration in mines are formulated in different fields, and a standard system covering the whole process of design, construction, acceptance and operation and maintenance is gradually formed. ③ Track technological innovation and update standards. Pay close attention to the development trends of new technologies, new processes and new equipment in the field of comprehensive utilization of phosphogypsum, update technical standards in time, and promote the level of comprehensive utilization of phosphogypsum.
4. ① Strengthen industrial agglomeration and coordinated development. We will support Deyang, Dazhou and other places to cultivate a number of specialized leading enterprises in the integrated chain of "pretreatment-processing-application" and build a characteristic industrial base for the comprehensive utilization of phosphogypsum. ② Coordinate with other solid wastes for comprehensive utilization. Promote the deep coupling development of phosphorus chemical industry with building materials, transportation and other industries, promote the coordinated utilization of phosphogypsum and other solid wastes in the region, park and factory areas, and form a "resource-product-waste-secondary resources" cycle development model. ③ Build a platform for scientific and technological exchanges and cooperation. Leading enterprises are encouraged to pool resources from industry, University and research, take the lead in setting up innovative consortia, build laboratories and research centers for comprehensive utilization of phosphogypsum, and develop a number of new technologies, new equipment and new products with high technological level, good economy and strong popularization. ④ Build demonstration enterprises and demonstration bases. We will carry out application demonstration of phosphogypsum comprehensive utilization according to local conditions, build a number of demonstration projects of phosphogypsum comprehensive utilization industrialization with strong comprehensive absorption capacity, high added value of products, advanced technology and rich application scenarios, and build a national phosphogypsum resource innovation demonstration zone.
4. Green and safe development
(1) Strengthen environmental protection. Strengthen environmental supervision, use online monitoring, UAV patrol and other technical means to monitor the waste gas and wastewater discharge in the production process of enterprises in real time. Strictly enforce the safety and environmental protection standards and regulations of phosphogypsum storage, strengthen the environmental risk provention and control of phosphogypsum storage sites, regularly carry out the investigation and remediation of potential safety and environmental protection hazards of phosphogypsum storage, and prevent unexpected environmental incidents.
(2) Strengthen safety in production. To improve intrinsic safety as the main line, improve the safety management system, upgrade technical equipment, strengthen safety investment, reduce the risk of high-risk links, and build the bottom line of industrial development. Strictly implement the responsibility system for safe production in enterprises, do a good job in the safety maintenance of equipment and facilities, strengthen risk classification control and hidden danger investigation and management, promote the full coverage of intelligent monitoring system, and realize real-time monitoring and early warning of production process. We will build a digital supervision system for the whole chain, improve the dual prevention mechanism, and focus on promoting the intelligent transformation of high-risk links such as phosphate mining and yellow phosphorus production. Relying on the industrial Internet to achieve full coverage of enterprise DCS control system and intelligent safety interlocking system, safety training and emergency drills are carried out regularly to improve emergency response capabilities.
(3) Promoting cleaner production. Promote the filling mining of phosphate rock, implement the requirements of green management and control of the whole process of exploration, mining, dressing, storage and transportation, land reclamation and ecological restoration, and build a green mine integrating full-seam mining, pithead dressing and tailings filling. Promote clean processes such as dry dedusting of yellow phosphorus, closed water quenching, mechanical slag discharge and fine ore sintering. Strengthen the utilization of waste heat and pressure in yellow phosphorus production, improve the recovery of phosphorus and fluorine in wet processing, promote the deep and efficient treatment of wastewater containing heavy metals, phosphorus and ammonia nitrogen, strengthen the green disposal of solid waste such as waste salt and waste catalyst, and build a number of green factories and green parks.
(4) Promoting energy conservation and consumption reduction. Vigorously promote new extraction technology and energy-saving electric furnace technology. To guide phosphorus chemical enterprises to establish and improve energy management system, and to use intelligent energy management system to monitor, analyze and optimize energy consumption in real time. Promote technical exchanges and sharing among enterprises, and promote the rapid popularization and application of new energy-saving and consumption-reducing technologies.
(Five) strengthen resource recovery. Improve the recovery level of fluorine, silicon, magnesium, calcium and other resources associated with phosphate ore, and promote enterprises to build recovery and intensive processing devices. We will continue to promote the production of green building materials from phosphogypsum, co-production of sulfuric acid and cement, and increase the development and production of calcium sulfate whiskers, high-purity calcium oxide and other products. We will promote the power generation of yellow phosphorus tail gas and the production of methanol, formic acid and other products, the production of fine powder and glass-ceramics after fluorine extraction from yellow phosphorus slag, the preparation of feed calcium hydrogen phosphate from by-product phosphorus mud, and the production of special alloys from by-product ferrophosphorus.
(6) Promoting advanced equipment. We will accelerate the transformation of energy-saving and carbon-reducing equipment, eliminate backward mechanical and electrical equipment, continuously improve and upgrade key equipment such as existing yellow phosphorus electric furnaces, promote high-power yellow phosphorus electric furnaces and electrodes, and use special materials with high temperature and corrosion resistance to manufacture equipment. We will intensify research and development of advanced equipment such as new reactors and promote the popularization and application of high-efficiency, energy-saving and environmental protection equipment. It integrates big data and AI technology, introduces sensors and intelligent control systems, and realizes real-time monitoring and automatic control of equipment operation parameters.
Fifth, safeguard measures
should be taken to establish a mechanism of division of labor and cooperation among relevant departments at the provincial level, active participation of enterprises and promotion of trade associations, and regularly study and judge the progress of target indicators, key tasks and major projects, so as to ensure the smooth implementation of the action plan. We will increase support for phosphorus chemical projects, make full use of "double", "two new" and special bonds, and support phosphorus chemical enterprises to carry out technological transformation and equipment renewal, research and development of low-grade complex phosphate resources utilization technology and industrial application, harmless disposal and resource utilization of phosphogypsum, etc. Enterprises that save energy and reduce emissions and adopt advanced environmental protection technology should be supported in terms of taxation and credit. Deeply carry out publicity and guidance, create a good atmosphere of concern and support for the whole society, and help the phosphorus chemical industry and the comprehensive utilization of phosphogypsum to a new height of sustainable development.
