Sichuan Cement Association: Resolutely Curb "Involution" Vicious Competition and Strictly Implement Staggered Peak Production

On July 21, the Fifth Council Meeting of Sichuan Cement Association and the Semi-annual Working Meeting of 2026 were successfully held in Chengdu. Zou Jiabin, executive director of

China Cement Association and chairman of Sichuan Cement Association, pointed out that the current cement industry environment in the province has not improved significantly. The demand side is still declining, the real estate industry continues to be in the doldrums, the overcapacity is still severe, and the balance between supply and demand is fragile; the high cost squeezes the profit margin, and most enterprises are under great pressure; the "involution" vicious low-price competition occurs from time to time in some areas, and the health and stability of the industry is facing great challenges; the task of green transformation, safety and environmental protection, and intelligent upgrading is arduous. All enterprises in the cement industry in the province should attach great importance to these problems, face the challenges and work together to solve them. We must firmly believe in them and work together to take the development path of improving quality and efficiency, green low-carbon and win-win cooperation.

Zou Jiabin emphasized that in the second half of 2026, the Provincial Cement Association, together with the vice-chairmen, governing units and all member enterprises, will focus on the following five key tasks around the core objectives of "stable operation, efficiency, self-discipline and transformation".

Firstly, we should pay close attention to the ecological construction of the industry and resolutely curb the vicious competition of "involution" in accordance with the law and regulations.

Secondly, we should strictly implement peak staggering production, ensure orderly supply of products, and effectively maintain the balance between supply and demand in the market.

Third, we should actively promote the "double control" of production capacity and build a good production and operation order in the industry.

Fourth, accelerate the green and low-carbon transformation and lay a solid foundation for healthy development.

Fifth, strengthen the construction of the association itself and the industry team, and carry forward the advanced culture of "joint promotion and joint development" of the industry.
