On April 2, Zhejiang Cement Association held the fourth board meeting of the eighth session. The meeting discussed and adopted the Measures for Compliance Production Control of Clinker Output in Zhejiang Cement Industry , which was deliberated and adopted at the Fourth Congress of the Eighth Session held on April 3. Zhejiang Province Cement Industry Clinker Output Compliance Production Control Measures
(Trial)
Article 1 Purpose and Basis. In order to implement the spirit of the "two sessions" and the relevant policy requirements of national capacity management and control, standardize the order of clinker production and balance the cement market, these measures are formulated. Article
2 Scope of application. The Methods is applicable to cement clinker production enterprises of the whole province.
The third is to be implemented step by step. Before the on-line monitoring system for clinker production in the whole province is put into operation, enterprises must report relevant data on time in accordance with the requirements of the Notice on Compliance Production Implementation Plan for Clinker Production Line in Zhejiang Cement Industry issued by Zhejiang Cement Association on March 6. After the clinker output on-line monitoring system is completed, the data generated by the system shall prevail. Article
4 Capacity management and control. Considering the air pollution control requirements of the Provincial Department of Ecology and Environment, market supply and demand and other factors, the peak staggering production and compliance production are comprehensively considered, and the monthly clinker output control coefficient is set to control and regulate the monthly clinker output. The yield control coefficient should be carefully studied and reasonably determined. The annual clinker output must meet the requirements of the registered capacity policy.
The fifth coefficient is determined. The monthly control coefficient shall be determined by the association through consultation with the enterprises. Before the end of each month, the regulation coefficient of the next month is determined in advance. After the regulation coefficient is determined, it will be officially released by the association. All enterprises must strictly implement it. Article
6 Violation. If the monthly cumulative output exceeds 110% of the registered production capacity (after considering the monthly control coefficient), or there are underreport, omissions or false reports, it is a violation. After the completion of the on-line monitoring system, failure to access or artificially interfere with the operation of the monitoring equipment on schedule shall be regarded as a violation. Article
7 Supervision and spot check. The association carries out spot checks by means of "double random and one open" (random selection of inspection objects, random selection of inspectors, timely disclosure of spot checks and investigation results). Article
8 Verification basis. The Association conducts spot checks according to the contents of Schedule 3 of the Implementation Plan for Compliance Production of Clinker Production Lines in Zhejiang Cement Industry submitted by enterprises. Check whether the operation records of the central control room of the enterprise and the consumption account of raw materials and fuels match the reported output. Article
9 Rewards and incentives. For enterprises with no record of violation and timely and accurate data submission for 12 consecutive months, the association gives priority to evaluation and recommendation to enjoy preferential policies of the government. Article
10 Penalties for violations. For enterprises that violate these Measures, the following measures shall be taken according to the seriousness of the circumstances:
· Warning interview: failing to report for the first time, late reporting or minor data errors;
· Notification within the industry: data fraud and deliberate evasion of supervision found through spot checks or monitoring;
· Cancellation of qualification for merit evaluation: in case of any violation in the current year, the association shall be disqualified for relevant merit evaluation;
· Submitting to the competent department: for enterprises that seriously overproduce, refuse to rectify or interfere with the operation of online monitoring equipment, the association shall hand over the relevant clues to the provincial credit, ecological environment, market supervision and management departments for handling. Article
11 Date of Implementation. These Measures have been discussed and adopted by the Council of the Association and have been implemented since April 2026. Among them, after the clinker output on-line monitoring system is officially put into operation, the specific daily capacity control is determined according to the requirements of higher government departments and the needs of industry self-discipline. Article
12 The Secretariat of the Association shall be responsible for the interpretation of these Measures.
