with the past, the new carbon efficiency leader in this notice is intended to accelerate the green and low-carbon transformation of key industries.

All provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, competent departments of industry and information technology of Sinkiang Production and Construction Corps, national development and reform commissions, and market supervision bureaus (departments, commissions):

To promote the implementation of energy-saving and carbon reduction transformation in industrial enterprises and promote the green and low-carbon transformation of key industries, we are now organizing the recommendation of energy efficiency and carbon efficiency leader enterprises in key industries in 2026. Relevant matters are notified as follows:

1. Recommended scope

(1) Energy efficiency leader enterprises in key industries. According to the national mandatory energy consumption quota standards and the relevant requirements of the Benchmarking and Benchmarking Levels of Energy Efficiency in Key Industrial Areas (2023 Edition), the recommended scope includes crude oil processing, coal-to-coke, coal-to-olefin, ethylene, p-xylene, purified terephthalic acid, methanol, ethylene glycol, caustic soda, polyvinyl chloride, soda ash, calcium carbide, yellow phosphorus, synthetic ammonia, urea and monoammonium phosphate. Diammonium phosphate, titanium dioxide, radial tire, industrial sulfuric acid, industrial glacial acetic acid, formaldehyde, styrene, iron and steel (including sintering, pelletizing, blast furnace, converter, electric arc furnace smelting and other processes), ferroalloy smelting, copper smelting, lead smelting, zinc smelting, electrolytic aluminum, aluminum oxide, industrial silicon, magnesium smelting, monocrystalline silicon, polysilicon. Cement clinker , flat glass, building ceramics, sanitary ceramics, toilet paper base paper, tissue base paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns, viscose staple fibers, polyester and other 43 sub-industries.

(2) Carbon efficiency leader enterprises in key industries. According to the relevant requirements of national standards or group standards of product carbon footprint accounting rules, the recommended scope includes electrolytic aluminium, cement clinker, synthetic ammonia, ethylene, methanol and other five sub-industries.

2. Basic requirements

Enterprises that are leaders in energy efficiency and carbon efficiency in key industries shall meet the following requirements:

(1) Independent legal entities with annual energy consumption exceeding 10,000 tons of standard coal or annual carbon dioxide emissions exceeding 26,000 tons of carbon dioxide equivalent.

(2) The energy efficiency per unit product reaches or exceeds the benchmark level of Grade 1 (advanced value) in the current compulsory national standard of energy consumption quota in the industry and the benchmark level of Energy Efficiency Benchmarking Level and Benchmarking Level in Key Industrial Areas (2023 Edition), and the main process equipment is in the leading position in China.

(3) The proportion of green power consumption shall not be lower than weight of responsibility for the total consumption of renewable energy power in the region in 2025 and the proportion of green power consumption in key energy-using industries.

(4) The energy management system and the measurement management system shall be established in accordance with the national standards of Energy Management System Requirements and Guidance for Use (GB/T 23331) and Measurement Management System Requirements for Measurement Process and Measurement Equipment (GB/T 19022). Set up energy management posts, establish a complete energy statistics and measurement management system, and equip energy measuring instruments in line with the requirements of the national standard General Principles for the Equipping and Management of Energy Measuring Instruments in Energy-using Units (GB 17167) and pass the energy measurement review.

(5) To formulate and implement energy conservation and carbon reduction plans, establish energy conservation target responsibility system and energy conservation reward and punishment system, and build energy consumption on-line monitoring system, energy management and control center or energy carbon management center in accordance with national standards and relevant requirements.

(6) It meets the relevant requirements of the national industrial policy and does not use backward processes, equipment and products that are explicitly prohibited by the state or listed in the catalogue of restrictions and elimination.

(7) In the past three years, no major administrative penalties have been imposed by the relevant administrative departments, no monopolistic acts have been committed as stipulated in the Anti-monopoly Law of the People's Republic of China, no major or higher-level environmental emergencies, environmental pollution accidents or ecological damage incidents have occurred, and no major or higher-level production has occurred. No safety accidents caused by unqualified products, no network security, data security and other accidents have occurred, no serious problems have been found in the relevant supervision work of the State Council and relevant departments, and they have not been included in the list of energy-saving supervision and rectification, and the list of serious dishonest subjects.

3. Working procedures

(1) Enterprise application. Enterprises that meet the requirements voluntarily participate and submit the application report of energy efficiency or carbon efficiency leader enterprises to the provincial industrial and information authorities, the Development and Reform Commission and the market supervision department. Relevant trade associations are encouraged to recommend enterprises that meet the requirements of the industry to provincial industrial and information authorities, development and reform commissions and market supervision departments.

(2) Local preliminary examination. The provincial departments in charge of industry and information technology, the National Development and Reform Commission and the market supervision department shall organize the preliminary examination and recommendation of the enterprises in the region. Please submit the recommendation opinions and recommendation forms to the Ministry of Industry and Information Technology, the National Development and Reform Commission and the General Administration of Market Supervision before September 15, 2026. Electronic materials such as enterprise application reports are submitted synchronously through the "Industrial Energy Conservation and Green Development Management Platform" (https://green.miit.gov.cn).

(3) Departmental review and issuance. The Ministry of Industry and Information Technology, the National Development and Reform Commission and the General Administration of Market Supervision organized a review to determine and publish the list of leading enterprises in energy efficiency and carbon efficiency in key industries in 2026 through expert review and other procedures. In principle, the number of energy efficiency and carbon efficiency leading enterprises in each industry should not exceed 5.

(4) Publicity and promotion. Departments in charge of industry and information technology at all levels, development and reform commissions, and market supervision departments have increased the publicity and promotion of energy efficiency and carbon efficiency leader enterprises, and widely publicized and promoted advanced experience through case publicity, on-site meetings and other forms, so as to continuously promote energy conservation and carbon reduction in industrial enterprises.
