In order to implement the Action Plan for Green and Low-carbon Development of Manufacturing Industry (2025-2027) issued by the General Office of the State Council, actively implement the "diagnosis + consultation" service system, further improve the diagnostic service level of industrial energy conservation and carbon reduction, and promote energy conservation and carbon reduction in key industries, It is now organizing and carrying out diagnostic services for industrial energy conservation and carbon reduction in 2026. Relevant matters are notified as follows:

I. Tasks

(I) Diagnosis of energy conservation and carbon reduction of enterprises in key industries. Focus on key industries such as iron and steel, electrolytic aluminium, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, polyvinyl chloride, paper making, printing and dyeing, computing power facilities, communication base stations and so on, carry out energy saving and carbon reduction diagnosis and carbon emission accounting services for key enterprises as a whole, and formulate energy saving and carbon reduction according to the results of diagnosis and accounting. To clarify the content, implementation path and time arrangement of the transformation. Among them, the diagnosis service should be carried out for the production process, energy structure and energy system optimization, and the construction of carbon management system; the carbon emission accounting service should be carried out according to the relevant national standards and industry standards of enterprise carbon emission accounting, and the enterprise carbon emission accounting report should be issued.

(2) Diagnosis of energy saving and carbon reduction of key industrial products and equipment. According to the published national standards, industry standards and recommended group standards for product carbon footprint (available on the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology), key enterprises in the upstream and downstream of the relevant industrial chain are provided with product carbon footprint accounting services, product carbon footprint accounting reports are issued, and key energy-using products are provided. Suggestions on energy saving and carbon reduction, such as equipment renewal and system matching improvement, are put forward.

2. Working procedures

(1) Formulating work plans. The competent departments of industry and information technology at the provincial level and the relevant central enterprises (hereinafter referred to as the recommendation units) shall, in light of the actual situation of the region and the characteristics of the industry, organize service organizations with high professional level, strong service ability and good enterprise recognition, dock with enterprises that meet the scope of energy-saving and carbon-reducing diagnostic services and reach service intentions, and then establish them. Formulate the 2026 Diagnostic Service Work Schedule for Industrial Energy Conservation and Carbon Reduction (see Annex 1) and submit it to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) before May 20, 2026. In principle, enterprises whose energy consumption per unit product and electricity consumption fail to meet the requirements of the mandatory energy consumption quota standard, as well as enterprises that use restricted and eliminated technologies, equipment and products, found in the industrial energy conservation supervision during the 14th Five-Year Plan period, should all be included in the diagnostic plan for energy conservation and carbon reduction.

(2) Determining key tasks. Through public bidding, the Ministry of Industry and Information Technology determines the list of diagnostic service tasks for industrial energy conservation and carbon reduction in 2026, taking into account the qualifications, technical level of service institutions and the situation of diagnosed enterprises, and provides support according to the actual situation of service content and quantity.

(3) Organizing and developing services. The bid-winning service institutions shall carry out high-quality energy-saving and carbon-reducing diagnostic services in accordance with the relevant requirements of diagnostic service guidelines for industrial enterprises and key industries, and shall not charge service fees to enterprises in the course of service. Please complete the relevant work by November 15, 2026, and submit the diagnostic report of energy saving and carbon reduction, the specific plan of energy saving and carbon reduction transformation (see Annex 2 for reference template), the enterprise carbon emission accounting report, the product carbon footprint accounting report and the enterprise satisfaction questionnaire (see Annex 3) to the recommendation unit. It is uploaded to the industrial energy saving and carbon reduction diagnostic service platform (www.gmpsp.org.cn).

(4) Submit a summary of the work. Recommending units are requested to summarize the diagnostic service of industrial energy conservation and carbon reduction from the aspects of diagnostic quantity, completion quality, data analysis, scheme preparation and enterprise feedback, and submit the annual work summary report (see Annex 4) to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) before December 15, 2026.

3. Work requirements

(1) Strengthen organization and coordination. Recommendation units should strengthen work organization and overall coordination, highlight key points, provide precise services, seek practical results, and strictly control the quality of reports. Give full play to industry associations, service agencies, enterprises and other forces, actively explore the promotion mode of industrial energy-saving and carbon reduction diagnostic services combining government guidance with market mechanism, strengthen overall coordination with industrial energy-saving supervision, and promote energy-saving and carbon reduction diagnosis, consultation, design, financing, transformation, trusteeship and other "one-stop" comprehensive services.

(2) Strengthen process tracking. Recommendation units should strengthen service process guidance, regularly dispatch tasks, coordinate and solve problems and difficulties encountered in diagnostic services, and improve the quality and efficiency of diagnostic services. Actively carry out energy-saving and carbon reduction policy standards, technical equipment promotion, experience case sharing and so on. To guide service organizations to establish the whole process tracking service system of "diagnosis-suggestion-implementation-feedback", and to carry out technical return visits and guidance. Service institutions that fail to complete their tasks on time or have low satisfaction with their enterprises will be disqualified from participating in diagnostic services in the next three years.

(3) Do a good job in applying the results. Recommending units are encouraged to guide enterprises to implement energy-saving and carbon-reducing diagnostic measures and suggestions through existing funding channels, and to carry out in-depth energy-saving and carbon-reducing technological transformation. We will implement price, fiscal and taxation policies that are conducive to energy conservation and carbon reduction, give full play to the role of green finance, and support enterprises in implementing technological transformation, updating energy-using equipment, and improving their energy and carbon emission accounting and management capabilities. The Ministry of Industry and Information Technology will inform the relevant work according to the situation, and strengthen the publicity and promotion of excellent cases of energy saving and carbon reduction diagnosis.
