On April 22, the Development and Reform Commission of Laibin City, Guangxi, issued a public announcement on the acceptance of the second round of feedback on the supervision of ecological environment protection in the autonomous region (Question 8).
First, the feedback of the second round of supervision of ecological environment protection in the autonomous region (Question No.8) is not firm enough to
curb the blind development of the "two high" projects, and the problem of illegal construction of the "two high" projects still exists. The new dry process cement clinker production line with a daily output of 5500 tons of Guangxi Guimin Investment Pearl Cement Co., Ltd. has been basically completed without energy-saving review, and the comprehensive utilization project of high active calcium oxide industry chain of Guangxi Huibin Material Co., Ltd. has been completed without energy-saving review and environmental assessment approval. Guangxi Jinxiang Cement Co., Ltd.'s New dry process cement clinker production line with a daily output of 6000 tons, Phase I 2 # project, has not been approved by the EIA and has been completed and put into operation.
2. Rectification situation
Our committee attaches great importance to the rectification work of environmental protection supervision feedback problems, and makes every effort to promote the completion of the rectification work in accordance with the clear rectification objectives, rectification measures and rectification time limit requirements of the rectification plan. Among them, the new dry process cement clinker production line project of Guangxi Guimin Investment Pearl Cement Co., Ltd. with a daily output of 5500 tons has been approved by energy-saving review in May 2023 and by environmental assessment in July 2023; In 2021, the Development and Reform Bureau of Xingbin District issued a notice of shutdown and rectification for the comprehensive utilization project of high-activity calcium oxide industry chain of Guangxi Huibin Material Co., Ltd., and the project has not yet gone through the energy-saving review procedures and put into production; Guangxi Jinxiang Cement Co., Ltd.'s New dry process cement clinker production line Phase I 2 # project with a daily output of 6000 tons has been approved for energy conservation review in November 2022 and for environmental impact assessment on May 24, 2023.
3. Acceptance situation
In December 2025, our committee organized all relevant units to carry out on-the-spot verification, and formed eight rectification and marketing materials. According to the verification results, it is confirmed that the rectification of problem 8 is in place, and the number can be cancelled according to the procedure.
